Berlin, Germany: Germany is preparing to launch an ambitious 15-year aviation strategy aimed at restoring the country's competitiveness as a leading aviation hub while accelerating the transition to sustainable aviation, reducing industry costs and strengthening the sector's resilience against future economic and geopolitical challenges. The strategy, expected to receive cabinet approval this week, outlines a long-term roadmap for both civil and military aviation and seeks to provide greater planning certainty for airlines, airports, aerospace manufacturers, policymakers and investors. According to the draft strategy, Germany intends to position itself as a global leader in sustainable, safe and competitive aviation through a combination of regulatory reforms, technological innovation, research investments and environmental initiatives. Four-Pillar Framework The government's aviation roadmap is built around four core pillars: Economic competitiveness Technological competitiveness Aviation as a military technology Aviation as a civil security technology Officials say the framework is designed not only to support the industry's growth but also to improve preparedness for future crises while safeguarding Germany's strategic aviation capabilities. The strategy acknowledges that Germany's aviation sector has struggled with several structural challenges in recent years. Passenger traffic recovery has lagged behind many European markets, while airlines and airports continue to face rising operational costs, increasing international competition and growing geopolitical uncertainties. Industry groups have repeatedly warned that Germany's cost structure has become less competitive than that of neighboring European countries. The German Aviation Association (BDL) previously reported that airlines had reduced aircraft deployments within Germany due to escalating government-imposed charges. The association estimated that the number of aircraft based in the country fell significantly compared with pre-pandemic levels, resulting in job losses and reduced economic activity. According to the latest data released by the International Air Transport Association, total air cargo demand measured in cargo tonne-kilometers (CTK) increased by 11.2% year-on-year, marking a significant acceleration compared to January’s already solid performance. The February growth builds on a positive start to the year, when demand rose 5.6% year-on-year in January, highlighting strengthening momentum across global freight markets. Capacity, measured in available cargo tonne-kilometers (ACTK), also expanded in February, reflecting airlines’ efforts to match rising demand, though supply growth continued to lag behind demand in several regions. IATA attributed the strong February performance to multiple macroeconomic and industry factors: Global trade expansion continued to support cargo volumes, with goods trade showing steady growth in late 2025. Manufacturing activity improved, with Purchasing Managers’ Index (PMI) levels remaining around or above the 50-point expansion threshold, indicating strengthening industrial output. E-commerce and time-sensitive shipments remained key contributors to sustained cargo demand. Jet fuel prices showed relative easing earlier in the year, providing some operational relief to airlines. Despite the strong growth, IATA cautioned that the operating environment remains complex, shaped by geopolitical tensions, shifting trade policies, and supply chain uncertainties. IATA Director General Willie Walsh noted that while air cargo continues to demonstrate resilience, global supply chain disruptions and geopolitical developments particularly in the Middle East could weigh on performance in the coming months. Air cargo growth in February remained uneven across regions, continuing trends observed in January: Asia-Pacific maintained its position as the primary growth engine, supported by strong export activity and manufacturing demand. Europe recorded steady gains, reflecting improving intra-regional and international trade flows. Middle East carriers continued to benefit from strategic hub positioning, though capacity expansion remained high. Africa again posted the fastest growth rates, albeit from a smaller base. North America lagged behind, with some markets continuing to face demand softness and trade-related challenges. The February surge reinforces expectations of continued growth in 2026, following a record performance in 2025, when global air cargo demand rose 3.4% year-on-year, reaching historic volume levels. IATA projects that airlines could carry over 71 million tonnes of cargo in 2026, supported by structural drivers such as e-commerce expansion and demand for high-value, time-critical goods. However, the association emphasized that growth may not be linear. Trade policy uncertainty, geopolitical risks, and capacity constraints are expected to remain key variables influencing the market trajectory. February’s double-digit growth underscores the resilience and strategic importance of air cargo in the global logistics ecosystem. While demand fundamentals remain strong, the industry continues to operate in a volatile environment where geopolitical developments and economic shifts could quickly reshape supply-demand dynamics.

Transportation Minister Dudy Purwagandhi confirmed that the decision followed consultations with domestic carriers, emphasizing that the policy seeks to balance rising operational costs with consumer purchasing power. “This decision was not taken unilaterally, but through coordination and input, particularly from the airlines,” he said during a press conference in Jakarta. The revised surcharge replaces the previous limits set under a 2023 regulation, which capped surcharges at 10% for jet aircraft and 25% for propeller aircraft. The new policy standardizes the cap at 38% across all aircraft types. The move comes amid escalating global energy prices driven by geopolitical tensions, which have significantly increased aviation fuel costs. Indonesia’s Energy and Mineral Resources Minister Bahlil Lahadalia noted that domestic jet fuel pricing follows international market mechanisms, with state energy firm Pertamina adjusting rates in line with global trends. For international operations, fuel prices have also climbed steeply, rising by over 80% to approximately $1.34 per liter, further straining airline operating costs. The surcharge adjustment is expected to help airlines absorb part of the cost burden while avoiding sharper increases in ticket prices, supporting the continued recovery of Indonesia’s aviation sector. Authorities also stressed that Indonesia’s aviation fuel prices remain relatively competitive compared to neighboring countries, even after recent hikes.
