The resolution, adopted during the 46th session of the Supreme Council in Bahrain, marks a strategic milestone for Gulf-wide aviation cooperation. According to CAA, this move underscores the GCC states’ commitment to harmonize their civil aviation systems in line with evolving global regulatory and technological standards. The unified authority aims to enhance safety, security, sustainability, and overall competitiveness across the region’s aviation sector. In a statement, CAA President Naif bin Ali Al‑Abri said the establishment of the GCC-wide authority represents a continuation of long‑standing Gulf cooperation. He described it as the beginning of a new era of joint action and reaffirmed Oman’s support for deeper integration especially through regulatory modernization, aviation resource development, and unified representation in international aviation forums. The GCC Civil Aviation Authority will work to unify civil aviation regulations and policies among member states, aligning national legislation under a common Gulf framework capable of keeping pace with rapid developments in global aviation. It will also promote cooperation on infrastructure development, including airports and navigation systems, support training and capacity‑building of aviation personnel, and encourage investment. Beyond regulatory and infrastructure harmonization, the authority will coordinate efforts on safety and security standards, environmental sustainability, passenger rights and travel procedures all with the goal of elevating service quality and strengthening the Gulf’s competitiveness in international civil aviation. The CAA highlighted that GCC‑CAA will not only unify regulatory frameworks but will also enhance passenger experience, elevate safety and security standards, and encourage environmentally sustainable practices in line with global civil aviation developments. By consolidating oversight and coordination at the regional level, GCC states aim to boost efficiency, competitiveness, and the global reputation of Gulf aviation. Oman CAA concluded by reaffirming its commitment to working closely with the new authority and its fellow GCC member states to ensure successful implementation of the unified framework, while maintaining a strong focus on safety, operational excellence, and sustainable growth across the Gulf’s aviation sector.

The agreement, signed on October 27, 2025, positions Falcon as one of the first regional operators preparing large-scale deployment of eVTOL platforms for industrial and mobility missions. The order includes 15 V2000CG “CarryAll” cargo aircraft and 35 V2000EM “Prosperity” passenger aircraft, with the first deliveries expected by the end of 2025. Falcon intends to use the fleet to support operations for the Abu Dhabi National Oil Company (ADNOC), signalling a shift towards low-emission, high-efficiency aerial support in the energy sector. AutoFlight’s cargo model, the CarryAll, has already achieved a full suite of airworthiness approvals from the Civil Aviation Administration of China (CAAC) including the Type Certificate, Production Certificate and individual Airworthiness Certificates. The aircraft has also entered commercial service in China following delivery to Heli Chuangxing Intelligent, marking one of the first certified heavy-lift eVTOL deployments globally. The passenger-focused Prosperity model remains in its verification and regulatory testing phase. AutoFlight is working toward passenger-operation certification in multiple jurisdictions, a process that will determine the pace of Falcon’s full-scale rollout in the UAE. Falcon Aviation Services said the partnership aligns with its long-term strategy to modernise its mobility capabilities and expand its role in advanced air mobility (AAM) across the region. Dubai, United Arab Emirates: The Middle East is set for one of the fastest expansions in global aviation, with Airbus projecting more than 265,000 new jobs across the sector over the next 20 years. The forecast, released ahead of the Dubai Airshow cycle, highlights the region’s accelerating demand for pilots, technicians, and cabin crew as airlines expand fleets and long-haul networks. Airbus estimates the need for 69,000 pilots, 64,000 aircraft technicians, and almost 132,000 cabin crew by 2044. The hiring surge aligns with a major increase in aircraft operating in the region. The in-service fleet, currently around 1,480 aircraft, is expected to grow to 3,700 within two decades. Wide-body aircraft will make up 42% of future fleet requirements, more than double the global average. The commercial aviation services market, covering maintenance, training, operations, and air traffic management, is projected to reach US$ 30 billion over the same period. Passenger traffic is forecast to grow at a 4.4% compound annual rate, driven by population growth, expanding tourism, and rising regional trade. Airbus also notes that the Middle East’s population is expected to increase by nearly 240 million people by 2044, further boosting air-travel demand. Airbus executives say the region’s geographic advantage and growing airline networks position it as a future global connector. “The Middle East is becoming the long-haul hub now and into the future,” said Gabriel Semelas, the company’s president for Africa and the Middle East, citing the strong long-range fleet requirements throughout the Gulf. Independent economic studies also highlight how central aviation has become to the region’s future. An Oxford Economics report commissioned by Emirates Group and Dubai Airports shows the sector supported 631,000 jobs in Dubai in 2023 and contributed AED 137 billion to the emirate’s GDP. By 2030, aviation-linked employment is expected to rise to 816,000 jobs, representing nearly one in four positions in Dubai. The ongoing expansion of Al Maktoum International Airport is expected to generate 132,000 additional jobs and contribute more than AED 6.1 billion to Dubai’s GDP by the end of the decade. Training academies, maintenance providers, and regulatory authorities will need to scale rapidly to match the demand. The region’s major carriers including Emirates, Etihad, Qatar Airways, and Saudia have already begun large recruitment drives, signalling strong near-term hiring momentum even before long-term growth peaks. The Airbus forecast signals a sustained phase of expansion for Middle Eastern aviation, positioning the region as a global employment engine and one of the most influential long-range aviation markets worldwide.

Singapore: The Asia-Pacific region has officially surpassed its pre-pandemic aviation capacity, marking a significant milestone in the industry’s recovery from COVID-19. According to aviation data provider OAG, total seat capacity in the region now stands 0.5% higher than in 2019, driven primarily by robust domestic markets in countries such as India, China, and Indonesia. Independent aviation analyst Brendan Sobie described the rebound as “delayed but now very strong,” emphasizing that Asia-Pacific’s recovery trailed behind other global markets due to prolonged travel restrictions and uneven reopening policies. However, once borders reopened, pent-up demand for air travel surged, supported by economic resilience and a growing middle-class population. “The younger population and the expanding middle class are fundamental drivers of aviation growth in this region,” Sobie said. “These demographic factors are creating long-term, sustainable demand for air travel.” Domestic travel has been the engine behind the region’s growth. Data from OAG shows that China’s domestic capacity is 14% higher than 2019 levels, while India’s domestic seat capacity is up by 13%, reflecting the strength of internal connectivity and economic activity. Singapore Airlines, Cathay Pacific, and China Eastern are leading the growth in international seat capacity. Singapore Airlines is one of three Asia-Pacific carriers that have exceeded their 2019 international capacity, operating 14.1% more seats than in 2024. The other two are Scoot (+13.8%) and EVA Airways (+4.5%). The ticket prices across the region have dropped because of rapid capacity growth and tougher competition. Fares on 17 of the 20 fastest-growing routes have fallen by over 20%, with Bangkok–Shanghai (BKK–PVG) seeing the steepest decline of 71% year-on-year. Even as international capacity continues to recover more gradually, the rapid expansion of domestic networks has allowed airlines to stabilize operations and rebuild financial strength. The recovery is also being shaped by rapid technological transformation across airlines and airports. In Singapore, Scoot, the low-cost subsidiary of Singapore Airlines, has embraced digital solutions to improve operational efficiency. The airline’s virtual Operations Command Center (OCC), developed in partnership with OutSystems, enables real-time monitoring of flight operations and proactive disruption management. According to Leonard Tan, Regional Vice President at OutSystems, the system has improved data visibility by 90% and reduced manual processing by 60%, allowing Scoot to respond faster to operational challenges. “By digitizing core operational workflows, airlines can make better decisions, reduce costs, and enhance passenger experience,” Tan explained. The Asia-Pacific region’s aviation growth is now outpacing global averages, reflecting both market resilience and structural shifts toward efficiency. As emerging economies expand and infrastructure improves, analysts expect further growth in capacity and connectivity across the region.

Mumbai, India: On October 8, 2025, the first phase of the Navi Mumbai International Airport (NMIA) was inaugurated, marking a significant milestone in India’s aviation sector. Built at a cost of around Rs 19,650 crore under a Public-Private Partnership (PPP) model by the Adani Group, the airport is expected to ease congestion at Mumbai’s Chhatrapati Shivaji Maharaj International Airport and enhance the city’s position as a global aviation hub. Phase 1 of NMIA features Terminal 1 and Runway 1, equipped with 10 bus gates and 29 aero bridges. The facility is designed to handle 20 million passengers annually, with plans to expand capacity to 90 million in future phases. Its lotus-inspired architecture includes 12 sculptural columns resembling petals and 17 mega columns supporting the roof, reflecting India’s cultural heritage. Situated in Ulwe, Navi Mumbai, about 37 kilometers from South Mumbai, NMIA is integrated with multimodal transport options, including metro, roadways, and public transport systems, ensuring seamless connectivity. The airport also hosts India’s largest aircraft maintenance, repair, and overhaul (MRO) facilities, positioning it as a major cargo and logistics hub. Prime Minister Narendra Modi attended the inauguration ceremony, alongside Maharashtra Chief Minister Devendra Fadnavis, Deputy Chief Ministers Eknath Shinde and Ajit Pawar, highlighting the national importance of the project. Chief Minister Fadnavis announced that the first ticket issued from the airport would bear the name of the late D.B. Patil, a prominent farmer leader and legislator. Commercial operations are scheduled to begin in December 2025. NMIA’s advanced facilities, strategic location, and integration with multimodal transport networks are set to transform Mumbai’s aviation landscape. In addition, the 'Mumbai One' app was launched to enhance urban mobility. Those in Category C will be issued notices by the regulator, requiring them to conduct self-assessment and take corrective measures. Majority of Flight Schools in Category C Raises Concerns The inaugural results reveal a concerning scenario: no FTO achieved an A+ or A grade, while the majority of flight schools were placed in Category C. Only a few institutions managed to secure Category B. The DGCA’s inaugural FTO rankings have raised serious concerns for the future of pilot training in India. With most flying schools underperforming and the majority falling into Category C, the country risks producing pilots who may not be fully prepared for next-generation aircraft, eVTOLs, and advanced aviation technologies. Low scores in safety, operational efficiency, and compliance further raise the possibility of heightened risks in training operations, potentially affecting commercial aviation standards in the future. As India’s aviation sector expands rapidly, failing to improve FTO performance could lead to a significant pilot shortfall, challenging both domestic and international airline growth. DGCA Introduced FTO Ranking System Earlier in March, the Directorate General of Civil Aviation (DGCA) announced its plan to introduce a ranking system for Flying Training Organisations (FTOs) in India. The proposed framework aims to evaluate flight schools based on multiple performance metrics, including the average time students take to obtain a Commercial Pilot License (CPL). This move comes amid rapid growth in India’s aviation sector, which has heightened demand for skilled pilots. Later in July 2025, following its March announcement, the DGCA moved forward with implementing the FTO ranking system that will be effective from 1st October 2025 and will evaluate FTOs on infrastructure, safety, operational performance, and student support, categorizing them into A++, A+, A, or B grades. FTOs in Category B will be required to undertake self-assessment and improvement measures. The move also follows concerns over flight training accidents this year, stressing on the need for stricter oversight and safety standards. Key Metrics Behind India’s FTO Ranking System DGCA explained that the scoring is distributed across key pillars: 20% for FTO performance, 40% for operational aspects, 20% for safety standards, 10% for compliance, and 10% for student assistance. Performance indicators include the average time for trainees to complete 175 flying hours, aircraft utilization, and course completion rates. Operational strength focuses on student-to-aircraft and student-to-instructor ratios, fleet capacity, maintenance resources, and availability of simulators and ground training. Safety remains a critical factor, with accidents or serious incidents resulting in zero marks for that parameter. Non-reporting of incidents will invite a penalty of five marks for each unreported case. The framework also incorporates compliance monitoring and student welfare. Institutions are expected to maintain transparent grievance redressal systems, offer financial or placement support, and ensure clarity in fee structures and refunds. By formalizing this ranking system, DGCA aims to drive accountability, strengthen safety culture, and raise training standards in India’s pilot pipeline. DGCA Ranking Phase Excludes Certain Flight Schools Exclusions from the current phase includes Avyanna Aviation Academy, Vision Flying Training Institute, Aviation Connectivity Infrastructure Developers Pvt. Ltd. and Jharkhand Flying Institute these were not ranked as it had not completed 18 months of approval as on 31 August 2025 and Government Flying Training School, the approval not valid as on 31 August 2025. The launch of the ranking framework marks the first structured performance assessment of flying schools in India. By giving significant weight to safety and transparency, DGCA aims to instill stronger accountability and improve the overall quality of pilot training. Category C institutions, which represent a majority in this inaugural list, will come under immediate regulatory scrutiny and are expected to demonstrate corrective action before the next cycle of rankings in April 2026.

Poland, Europe: Poland’s Centralny Port Komunikacyjny (CPK) , one of Europe’s most ambitious transport infrastructure projects, has reached a major milestone with the official approval of its passenger terminal design, moving the €30–32.5 billion development closer to construction. The government-backed mega hub is projected to handle up to 44 million passengers annually by 2032, with integrated high-speed rail links designed to transform regional and international connectivity. According to the Centralny Port Komunikacyjny company, the terminal and underground railway station design, developed by Foster + Partners and Buro Happold, has been formally handed over and accepted. The documentation is now being prepared for submission to regional authorities to obtain building permits. The facility will span approximately 450,000 square meters, making it nearly three times the size of Warsaw Chopin Airport’s terminal. The three-level terminal layout will place check-in facilities and Schengen departures on the top level (+2), non-Schengen arrivals and transfer areas on level +1, and baggage reclaim alongside bus connections on the ground level. Initial capacity is set at 34 million passengers per year, with expansion potential to 44 million. The design also includes up to 67 aircraft stands, 140 check-in desks, and the ability to process up to 11,000 passengers per hour. The construction is scheduled to begin in 2026, starting with deep foundation works. The underground railway station and connecting tunnel are targeted for completion by 2029, with the entire airport planned to become operational by the end of 2032. A general contractor tender is currently open, while other tenders including for the baggage handling system are already in progress. The company anticipates awarding contracts worth nearly PLN 30 billion by the end of 2025. With an estimated total cost exceeding €30 billion, CPK is positioned as a direct competitor to hubs such as London Heathrow and Dubai International. The mega hub will integrate aviation, high-speed rail, and road networks, with almost 2,000 kilometers of new high-speed lines planned. These will link major Polish cities and connect to the EU’s TEN-T corridors, including the strategic Rail Baltica route to the Baltic states. The Polish government under Prime Minister Donald Tusk confirmed in June 2024 that the CPK project would proceed, albeit with adjustments to ensure it complements rather than entirely replaces existing airports in Warsaw. Speaking to Reuters, Tusk said the plan reflects both the scale of Poland’s economic ambitions and the need for integrated transport solutions.
