Abuja, Nigeria: Nigeria’s domestic aviation sector has entered a fresh regulatory dispute after the Nigerian Civil Aviation Authority (NCAA) placed 11 airlines on a “No-Pay-No-Service” list over alleged unpaid statutory obligations, prompting strong denials from airline operators and raising concerns over potential operational disruptions across the country. The directive, contained in an internal NCAA memo dated May 22, 2026, instructed all directorates and regional offices of the regulator not to provide services to affected airlines without clearance from the Directorate of Finance and Accounts. The memo was signed by Olufemi Odukoya, NCAA’s Director of Finance and Accounts, and copied to the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, along with senior officials within the authority. The airlines named in the updated “No-Pay-No-Service” list are: Air Peace Ibom Air Arik Air United Nigeria Airlines Umza Air NG Eagle Max Air Caverton Helicopters Overland Airways Rano Air ValueJet According to the memo, “no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts.” The NCAA argued that the move was necessary because airlines had failed to meet outstanding financial obligations owed to the regulator. At the center of the dispute are the statutory five percent Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC), levies collected by airlines on behalf of the NCAA from passengers and cargo operators. The regulator relies heavily on these remittances to fund safety oversight, inspections, personnel obligations, economic regulation and other administrative responsibilities within Nigeria’s aviation sector. However, the Airline Operators of Nigeria (AON), representing domestic carriers, rejected the allegations and described reports suggesting airlines were indebted to the NCAA as inaccurate. According to the operators, many NCAA services are already paid for in advance under a “cash-before-service” arrangement, making the regulator’s characterization misleading. The airlines reportedly argued that the disputed amounts relate mainly to the Ticket Sales Charge collection system rather than direct service debts. Industry operators also renewed calls for reforms to Nigeria’s aviation charging structure, urging the government to amend regulations so the NCAA can collect the five percent TSC directly from passengers instead of routing collections through airlines. Carriers argue that the current system exposes them to banking charges, reconciliation complications and financial pressure amid rising operational costs. The latest dispute comes during a difficult financial period for Nigerian airlines, which continue to face mounting economic challenges driven by soaring Jet A1 fuel prices, foreign exchange shortages, high maintenance expenses, airport charges and weak profit margins. In April 2026, domestic carriers had warned of possible operational shutdowns due to escalating fuel costs and debt burdens. Following negotiations with airline operators, Nigerian President Bola Tinubu approved, in principle, a 30 percent reduction or write-off of debts owed by airlines to aviation agencies as part of broader relief measures aimed at stabilizing the sector. The ICIR reported that Tinubu approved the debt relief initiative on April 23, 2026, though implementation had not commenced as of late May. Explaining the delay, NCAA Director-General Capt. Chris Najomo stated that the process required consultations with airlines and aviation agencies before execution. Another aviation consultant, Adeola Fadairo, defended the NCAA’s action, arguing that the Ticket Sales Charge belongs to the regulator and should not be retained by airlines to offset operational shortfalls. He described non-remittance of statutory levies as a serious breach of public trust and corporate responsibility. Meanwhile, United Nigeria Airlines confirmed it had opened discussions with the NCAA regarding the matter, while several other affected airlines had not publicly commented at the time of reporting. However, the NCAA later suspended enforcement of the “No-Pay-No-Service” directive following industry backlash and concerns that the move could disrupt airline operations, licensing processes and other regulatory services. The regulator said the temporary relief would allow further consultations with airlines and aviation stakeholders over the disputed Ticket Sales Charges and outstanding obligations.

Transportation Minister Dudy Purwagandhi confirmed that the decision followed consultations with domestic carriers, emphasizing that the policy seeks to balance rising operational costs with consumer purchasing power. “This decision was not taken unilaterally, but through coordination and input, particularly from the airlines,” he said during a press conference in Jakarta. The revised surcharge replaces the previous limits set under a 2023 regulation, which capped surcharges at 10% for jet aircraft and 25% for propeller aircraft. The new policy standardizes the cap at 38% across all aircraft types. The move comes amid escalating global energy prices driven by geopolitical tensions, which have significantly increased aviation fuel costs. Indonesia’s Energy and Mineral Resources Minister Bahlil Lahadalia noted that domestic jet fuel pricing follows international market mechanisms, with state energy firm Pertamina adjusting rates in line with global trends. Recent data highlights the scale of cost pressures facing airlines. According to the Indonesian National Air Carriers Association (INACA), jet fuel prices at Soekarno-Hatta International Airport rose sharply to Rp 23,551.08 per liter in April, up from Rp 13,656.51 per liter in March, marking a 72.45% increase in just one month. Compared to 2019 averages, prices have surged by nearly 295%. For international operations, fuel prices have also climbed steeply, rising by over 80% to approximately $1.34 per liter, further straining airline operating costs. Despite the increase, the government has attempted to limit the impact on passengers by ensuring that airfare hikes remain controlled. The surcharge adjustment is expected to help airlines absorb part of the cost burden while avoiding sharper increases in ticket prices, supporting the continued recovery of Indonesia’s aviation sector. Authorities also stressed that Indonesia’s aviation fuel prices remain relatively competitive compared to neighboring countries, even after recent hikes. The policy reflects a broader effort by regulators to stabilize the aviation industry amid volatile fuel markets, while safeguarding demand and maintaining accessibility for domestic travelers.

The sudden halt ended more than two decades of operations for the airline that connected Guernsey and Jersey with airports across the UK and parts of Europe. Blue Islands whose fleet consisted of ATR 72 turboprops grounded its aircraft as staff and passengers learned of the closure late on Friday. In its media statement the carrier said it regretted the disruption and advised customers with bookings to contact their booking agent or payment provider for refunds and further guidance. The airline also referred passengers with codeshare bookings to the partner carrier named on their ticket. Local authorities in the Channel Islands said they were urgently assessing the fallout for passengers and staff. The collapse said Blue Islands’ decision followed unsuccessful attempts to secure a last-minute financial lifeline. Reports indicate the Government of Jersey had been unable to provide further support, leaving the airline with no viable option but to suspend operations. Regional operators moved quickly to plug gaps left by Blue Islands. Loganair announced it would operate flights on several former Blue Islands routes and offer special “rescue fares” to help stranded travellers, with services planned between Jersey, Guernsey and key UK airports from as early as the weekend following the suspension. Aurigny and other operators also confirmed they were coordinating to provide additional capacity where possible. Passengers affected by cancellations were advised by the airline and local broadcasters not to travel to airports unless they had confirmed onward travel. Those seeking refunds were told to contact the company they booked through or their card issuer. Industry guidance also suggested passengers on package holidays contact their tour operator. Blue Islands’ collapse comes amid a turbulent period for small regional carriers in the UK market, following other recent failures that have reduced seat capacity on short-haul and island routes. Analysts say a combination of rising operating costs, labour pressures and thin margins for short regional sectors has left several carriers exposed. The airline said the move marks a major milestone in its ongoing digital overhaul aimed at streamlining airport processes, cutting costs and reducing paper waste. The shift was originally scheduled for 3 November but was pushed to 12 November to avoid peak mid-term travel. From now on, passengers checking in for any Ryanair flight must use the myRyanair mobile app, which generates the only accepted boarding pass format. Ryanair said the first day of the rollout was “a huge success,” with more than 700 flights departing by mid-day and over 98% of passengers using digital passes without issues. The remaining 2%, mostly travellers unable to load the app, were issued printed passes at airport desks free of charge, provided they had already checked in online. CMO Dara Brady said customer feedback was “universally positive” and the digital system helped speed up security and boarding processes. Ryanair confirmed that printed boarding passes will no longer be accepted at any airport unless local regulations require them. Exemptions remain in specific markets such as Morocco, Tirana (Albania) until March 2026. Passengers who lose phone access after checking in due to battery failure or device issues will receive a printed pass at the airport at no additional charge. The airline says the digital switch will eliminate over 300 tonnes of paper annually, while nearly 80% of its 200 million passengers were already using digital boarding passes. Ryanair also expects the move to help phase out most airport check-in fees. The myRyanair app now centralizes travel documents and offers new features including “Order to Seat” food and beverage delivery, live gate and delay alerts, and real-time disruption updates. According to the Civil Aviation Authority of Singapore (CAAS), the levy will apply to tickets issued from April 1, 2026, for flights departing on or after October 1, 2026. The collected funds will be channelled into purchasing sustainable aviation fuel, helping airlines transition away from fossil-based jet fuel. Under the new system, passengers will pay different levy rates depending on destination zones and cabin classes: Band 1 – Southeast Asia: Economy S$1 | Premium S$4 Band 2 – Northeast Asia, South Asia, Australia & Papua New Guinea: Economy S$2.80 | Premium S$11.20 Band 3 – Africa, Europe, Middle East, Pacific Islands, Central & West Asia: Economy S$6.40 | Premium S$25.60 Band 4 – The Americas: Economy S$10.40 | Premium S$41.60 Transit passengers passing through Singapore will be exempt from the levy. The scheme will also cover cargo operators, business aviation, and general aviation flights, which will pay a SAF contribution based on aircraft weight or cargo load. CAAS stated that the initiative is a market-based mechanism designed to accelerate the uptake of SAF in a cost-effective and transparent manner. The authority said the levy would make the cost of cleaner fuel predictable for airlines and travellers while ensuring funds are ring-fenced for SAF purchases. “The SAF levy is a key part of Singapore’s decarbonisation framework for aviation. It enables us to make steady progress towards our targets while maintaining competitiveness as a global air hub,” CAAS said in a statement. Singapore’s aviation decarbonisation roadmap targets at least 1 % SAF usage by 2026, increasing to 3 %–5 % by 2030, depending on supply availability and cost developments. The levy rates could be adjusted in future as the SAF blend ratio rises. Globally, sustainable aviation fuel remains more expensive than conventional jet fuel typically costing two to five times more but is widely regarded as the most immediate tool to cut aviation’s carbon footprint. Singapore’s move follows similar measures adopted in the European Union and Japan, and could set a precedent for other Asian hubs exploring SAF mandates or incentives. The initiative complements broader efforts under the International Civil Aviation Organization’s (ICAO) CORSIA framework, which aims for net-zero carbon emissions from international aviation by 2050. By creating a structured and transparent levy system, Singapore aims to send a clear demand signal to fuel producers and investors, potentially attracting SAF production and supply-chain projects to the region.
