The scramble for personnel comes amid tighter safety rules on flight duty times and a recent operational disruption at the country’s largest airline. The roster crisis first became widely visible earlier in December, when IndiGo operated by InterGlobe Aviation Ltd cancelled thousands of flights due to crew unavailability following the implementation of stricter Flight Duty Time Limitations (FDTL) issued by the Directorate General of Civil Aviation (DGCA). These rules, aimed at improving pilot rest and reducing fatigue, require longer rest periods and limit the number of night landings, increasing the number of pilots needed for scheduled services. According to TOI, both IndiGo and the Air India group have entered a fierce competition to recruit experienced captains, with some offers reportedly including joining bonuses of up to ₹50 lakh to attract talent from rivals or international carriers. Such incentives rarely seen at this scale in Indian aviation reflect the acute need for senior pilots capable of leading flight operations across domestic and international routes. Earlier IndiGo has informed the DGCA that it plans to add about 100 pilots in January, while Air India has launched new hiring drives. However, both carriers are dealing with a rise in captain departures, some moving overseas sharpening the recruitment battle as airlines work to meet required crew levels. A senior airline executive quoted by TOI described the situation as exceptionally intense, noting that carriers are actively poaching captains from each other and bracing for continued shortages as FDTL norms reduce the pool of available crew. In response to the operational stress and pilot attrition, IndiGo has announced a revision of pilot compensation, including increases in domestic layover, deadhead, night flying, transit, and newly introduced tail-swap allowances, effective January 1, 2026. Communication from the airline’s flight operations leadership details the enhanced pay structure for both captains and first officers. India is set to see an intense contest for captains between the Air India group and IndiGo. While Air India does not currently face a pilot shortage across most of its fleet, barring the Boeing 787, it must recruit for future growth. IndiGo, meanwhile, will need to strengthen pilot–management relations to retain and attract talent. Akasa does not require additional pilots as it has a surplus. Unless Air India and IndiGo offer improved working conditions, they risk continued pilot migration to the Middle East and destinations such as Vietnam,” said Captain Shakti Lumba, former vice president of Air India and IndiGo. Civil Aviation Minister Ram Mohan Naidu Kinjarapu said in a social media post that the ministry has met with representatives from three emerging carriers Shankh Air, Al Hind Air and FlyExpress over the past week as part of efforts to encourage new entrants to the sector. While Shankh Air had already received its regulatory clearance earlier, both Al Hind Air and FlyExpress secured their NOCs this week. Al Hind Air is backed by Kerala’s Alhind Group, and FlyExpress is a Hyderabad‑based enterprise traditionally focused on courier and cargo operations. Shankh Air’s proposed business plan includes connecting major cities within Uttar Pradesh, including Lucknow, Varanasi, Agra and Gorakhpur, with affordable air connectivity options. The government’s approvals come amid heightened scrutiny of India’s aviation market structure. Earlier this month, IndiGo’s failure to fully adapt to new crew rostering regulations triggered the cancellation of thousands of flights, stranding thousands of passengers. Industry analysts and officials have called for greater competition to prevent future systemic shocks. The Civil Aviation Ministry has highlighted existing schemes such as UDAN as instrumental in enabling smaller regional players including Star Air, India One Air and Fly91 to expand connectivity, while stressing there is substantial scope for further growth in what is one of the world’s fastest‑growing aviation markets. In the aftermath of IndiGo’s operational disruption, regulators have initiated multiple reviews. The Competition Commission of India (CCI) has taken cognisance of complaints alleging antitrust violations by the airline, which holds a dominant market share. The initial assessment could lead to a detailed investigation if evidence of market abuse is found. IndiGo’s operations, which stabilised in mid‑December with restoration to roughly 2,200 daily flights, are also under regulatory examination. Authorities have imposed temporary fare caps and ordered expedited refunds for affected passengers.   While the approvals for Al Hind Air and FlyExpress signal a policy pivot towards diversification, aviation experts caution that long‑term viability for new carriers hinges on tackling structural challenges such as high operating costs, fuel taxation, and aircraft acquisition bottlenecks. The government’s move to issue NOCs to new airlines reflects a broader strategy to build resilience in India’s air transport sector by reducing over‑dependence on a small number of carriers and enhancing choices for millions of domestic flyers.

Yet symbolically, I am traveling nearly 20 years forward in time from a city still evolving to one already living in the future. The same contrast exists in aviation training. An Indian cadet training under DGCA rules in 2025 is learning today’s standards. An Indian cadet training under EASA regulations in Europe is being shaped by standards India may take another decade to adopt. In effect, that cadet is training in 2035, while many of his peers remain in 2025. The Cockpit Paradox Aviation has transformed dramatically in just over 100 years: The mechanical cockpit demanded total human efficiency. The glass cockpit shared efficiency with machines. The future cockpit runs on automation, AI, and algorithms. And yet, when machines fail, it is the human brain that must take over. Here lies the paradox: as automation rises, the demand for human efficiency must not disappear; it must become sharper, deeper, and more refined. The Indian Risk India is the fastest-growing aviation market in the world. Fleets are expanding, passenger numbers are doubling, and thousands of pilots are urgently needed. But the critical question remains: will these pilots be masters of the cockpit, or merely monitors of automation? Under the DGCA system, cadets are largely trained within a test-heavy, rote-learning framework. Under EASA, cadets are trained for competence, resilience, decision-making, and adaptability. This gap is not academic. It directly affects safety, confidence, and international credibility. Global Lessons Aviation history has repeatedly warned us about the dangers of overreliance on automation: Air France 447: pilots struggled to manage manual flight after autopilot disengaged. Asiana 214: excessive dependence on systems led to fatal misjudgments. Europe reformed its training philosophy after these lessons. India cannot afford to wait for its own wake-up call. A Call for Urgency This is not about Europe versus India. It is about the future versus the present. Every Indian cadet who trains under EASA today returns as a messenger from the future, carrying skills and mindsets India has yet to fully embrace. “Automation will continue to rise. Human efficiency must evolve, not vanish.” If India wants its pilots to stand shoulder-to-shoulder with the best in the world, DGCA must reform now, not tomorrow. Not in 10 years. But now. Are we ready?

Automation Rises, But Are Indian Pilots Being Trained To Keep Pace With The Future?

START: India is emerging as the fastest-growing aviation market worldwide, yet it faces a significant hurdle: a shortage of trained technical personnel, including pilots, engineers, and technicians. This challenge is expected to become more acute as Electric Vertical Takeoff and Landing (eVTOL) vehicles enter the market within the next year or two, creating an additional need for pilots. The issue stems largely from inadequate planning and foresight by the authorities. Consequently, many aspiring Indian pilots are pursuing training in countries like Sri Lanka, Thailand, Bosnia, Montenegro, and the Philippines. In fact, approximately 700 out of every 1,000 commercial pilot licenses issued by the Directorate General of Civil Aviation (DGCA) are earned abroad. India’s Potential as a Global Hub for Aviation Education Considering India’s expansive geography and favorable weather for flying, the country is ideally suited to be a global hub for aviation education. In the 1980s and 1990s, students from nations such as Iran, Jordan, Palestine, Afghanistan, Sri Lanka, Bhutan, and several African countries came to India for flight training. Today, the trend has reversed, with Indian students going overseas for pilot education. One key reason is the slow pace of domestic training programs and the cumbersome security clearance process for foreign students, which discourages them from enrolling in India. Competition from International Flight Schools Meanwhile, nations like the United Arab Emirates, Qatar, and Saudi Arabia have established world-class flight schools. Students from neighboring Arab countries now mostly prefer the United States, Canada, and Europe for training, despite these regions lacking ideal weather for primary flight instruction. Domestic regulations further complicate matters. The DGCA allows a flight school to operate only if it meets minimum requirements for aircraft and paid-up capital, while the Airports Authority of India (AAI) imposes additional capital requirements. These rules do not guarantee quality education but are often sufficient to prevent many capable entrepreneurs from opening flight schools. By contrast, an Indian entrepreneur started a flight school in New Zealand with a single rented aircraft, which has since expanded to a fleet of over 20 planes and now attracts Indian students. Shortage of Trainer Aircraft The shortage of trainer aircraft is another pressing challenge. In the 1970s, Prof. David Hazen of Princeton University, invited by the Indian government to establish the first aeronautical department at IIT Kanpur, outlined a roadmap for India to achieve self-reliance in aviation training. However, progress has been slow. The DGCA developed the Swati light aircraft, manufactured by Bharat Heavy Electricals Limited (BHEL), but a fatal accident during testing brought the program to an end. Similarly, the Hansa trainer created by the National Aerospace Laboratory (NAL) was rejected by most flight schools. Lessons from the Pushpak Aircraft A comparison with the Pushpak aircraft is instructive. Manufactured in the 1950s, HAL produced 160 Pushpaks, which served India reliably for over 50 years and maintained an excellent safety record. In 1968, the government gifted one Pushpak each to Singapore and Malaysia to help them establish their flight training programs. The Pushpak’s success was largely due to it being modeled closely on the proven US Aeronca Chief. NAL later developed the next-generation Hansa (NG Hansa), which was showcased at the 2020 Wings India airshow, but production has yet to start, and setting up the necessary infrastructure would still take several years even if action begins immediately. Global Trainer Aircraft Shortages and LSAs The shortage of trainer aircraft is not unique to India. Major manufacturers such as Cessna and Piper had slowed production, underestimating demand, and now struggle to meet global requirements. Other countries have tackled this problem by incorporating Light Sport Aircraft (LSAs) into flight training. Equipped with advanced navigation systems, LSAs are cost-effective, environmentally friendly, and widely used in the US and EU for commercial pilot instruction. However, Indian regulations currently do not permit LSAs for commercial pilot training. Despite being equipped with only a magnetic compass, pilots trained on Pushpaks have gone on to fly advanced aircraft like the Boeing 777 and Airbus A320. Allowing LSAs in India could reduce aircraft shortages, encourage domestic manufacturing, generate employment, and attract foreign investment. Lack of Experienced Flight Instructors The lack of experienced flight instructors adds another layer of difficulty. Rapid growth in airlines such as Indigo and Air India has led many instructors to leave training schools for better pay, career progression, and recognition in commercial aviation. This high turnover leaves less-experienced instructors teaching students, unlike other professional fields where teachers usually have extensive industry experience. In countries like the US, airline pilots can provide primary flight training in their spare time, giving trainees the advantage of learning from seasoned professionals and ensuring higher safety standards. Mumbai, India: Navi Mumbai International Airport (NMIA), the much-anticipated second airport for the Mumbai Metropolitan Region, is set to commence commercial flight operations on 25 December 2025, with IndiGo and Akasa Air announcing inaugural services. IndiGo plans to connect NMIA to major domestic cities including Delhi, Bengaluru, Hyderabad, Ahmedabad, Lucknow, North Goa (Mopa), Jaipur, Nagpur, Kochi, and Mangalore. Ticket bookings for these routes are now open. Akasa Air will begin flights from NMIA on the same day, starting with Delhi, and will gradually introduce services to Ahmedabad, Goa (Mopa), and Kochi. The new airport, located near Ulwe in Panvel, is designed to complement the existing Chhatrapati Shivaji Maharaj International Airport and alleviate congestion in India’s busiest aviation hub. Phase 1 of NMIA features a single terminal and one runway, capable of handling approximately 20 million passengers annually, with expansion plans to increase capacity in subsequent phases. For instance, IndiGo’s one-way ticket from NMIA to Delhi is priced around ₹7,350, whereas Akasa Air offers the same route at ₹5,558, reflecting different pricing strategies and user-development fees at the new airport. Industry experts say NMIA’s opening is expected to create significant employment opportunities in aviation, including pilots, cabin crew, and ground staff, while providing passengers from Navi Mumbai and surrounding suburbs with more convenient access to air travel. While the 25 December launch date is confirmed, airlines are expected to release detailed schedules, aircraft types, and frequencies in the coming weeks. The initiative aims to move beyond traditional checklist-driven instruction and instead focus on developing measurable, scenario-based competencies that improve crew performance in real-life situations. DGCA Chief Flight Operations Inspector Shweta Singh said that draft regulations for the new training model are expected to be released within a month, and the adoption will be voluntary for airlines at the initial stage. The framework is expected to eventually become an integral part of airline training programs across India. The CBTA model, already implemented for pilot training since 2022, emphasizes skill proficiency, decision-making, and communication under operational pressures rather than rote procedural knowledge. Singh explained, “For example, if there is a fire in the cabin, how will they deal with it, how will they communicate, how will they coordinate? All these performance indicators will be embedded in the CBTA framework to help cabin crew train better.” Industry leaders have welcomed the move as a progressive step that aligns Indian aviation standards with global practices recommended by the International Civil Aviation Organization (ICAO). The ICAO’s competency-based approach ensures that crew members are not only trained to complete tasks but also assessed on how effectively they handle unexpected challenges during flight operations. At a recent industry conference, Captain Ashim Mittra, Senior Vice President of Flight Operations at IndiGo, said that competency, rather than crew numbers, determines operational safety and efficiency. “The number of people onboard matters less than how competent they are to handle different situations,” Mittra stated, emphasizing the importance of advanced training models as India’s airlines continue to expand their fleets and international operations. India’s aviation sector is among the fastest-growing in the world, with airlines adding hundreds of new aircraft over the next decade.
