Vancouver, Canada: Canadian aviation authorities have launched a formal safety probe after an Air India pilot was found to be under the influence of alcohol before operating an international flight from Vancouver, prompting an inquiry and corrective action demands to the Indian carrier. The incident occurred on December 23, 2025, at Vancouver International Airport ahead of Flight AI186, scheduled to operate from Vancouver to Delhi via Vienna. According to a letter from Transport Canada Civil Aviation (TCCA) to Air India officials, the Royal Canadian Mounted Police (RCMP) reported that the pilot, identified as Captain Saurabh Kumar, reported for duty while under the influence of alcohol and was deemed unfit for the flight. Canadian authorities conducted two breathalyser tests that confirmed the presence of alcohol, following which the pilot was advised to leave the aircraft and was subsequently removed from duty at the scene. Transport Canada has characterised the occurrence as a violation of Canadian Aviation Regulations (CARs), citing breaches of sections 602.02 and 602.03, which govern crew fitness for duty and alcohol consumption limits, as well as conditions of Air India’s Foreign Air Operator Certificate (FAOC). In its correspondence, Transport Canada has formally asked Air India to investigate the matter under its Safety Management System and submit a detailed corrective action report by January 26, 2026. The regulator indicated that enforcement action by both the RCMP and the TCCA is likely as the review progresses. Air India confirmed that Flight AI186 experienced a last-minute delay on December 23 after the cockpit crew member was offloaded prior to departure “based on concerns raised by the Canadian authorities regarding the pilot’s fitness for duty.” The airline said an alternate pilot was rostered in accordance with safety protocols, resulting in the delayed departure. Pilot Availability and Recruitment Plan For its Airbus fleet, IndiGo reported 2,357 captains and 2,194 first officers as of December. The airline plans to bolster its crew numbers in the coming months as follows: By end-December 2025: 25 captains and 35 first officers January 2026: 28 captains and 35 first officers By February 10, 2026: 15 captains and 20 first officers This recruitment would raise the total to 2,425 captains and 2,284 first officers by the February compliance date. As per its FY25 annual report, IndiGo had 5,456 pilots in total, including captains and first officers. India’s civil-aviation regulator, DGCA, has granted a one-time relaxation of certain night-duty and crew-rest provisions under the revised Flight Duty Time Limitation (FDTL) norms to help stabilize operations after hundreds of flight cancellations last week by IndiGo. The relaxation, valid until 10 February 2026, covers night-flying limits and allows leave to count as part of weekly rest periods. The disruption began after the second phase of FDTL norms took effect on 1 November 2025, introducing stricter duty-hour caps, night-flying restrictions, and extended weekly rest measures to reduce pilot fatigue and improve safety. Airlines struggled with roster planning and crew availability under the new rules, leading to widespread cancellations. Thousands of passengers at major airports including Delhi, Mumbai, Bengaluru, and Hyderabad faced delays, long queues, and frustration. Airlines warned disruptions would continue for a few more days and began scaling down operations from 8 December to restore normal service. To manage crew shortages, IndiGo announced it would cancel 300–400 flights daily between 5 and 8 December to reset its roster, followed by a revised schedule from 10 to 31 December. Analysts have flagged that the scale and speed of recruitment may be difficult to achieve. Elara Securities estimates IndiGo may need to hire at least 900 pilots to comply fully by February. “Meeting this target could be challenging, as poaching talent is difficult due to long notice periods, six months for co-pilots and 12 months for captains,” said Gagan Dixit, Senior Vice President at Elara Securities. Mark D Martin, CEO of Martin Consulting, added that immediate availability remains a key constraint, noting that foreign pilot hiring requires a minimum of three months for regulatory clearances. IndiGo operates 417 aircraft, including A320s, ATRs, a Boeing jet on wet lease, and freighters. Nearly 40 A320 aircraft remain grounded due to engine issues with Pratt & Whitney, reducing the effective A320 fleet to about 325 aircraft. These aircraft are flown for about 14 hours daily, significantly higher than the industry norm of 8.5 hours. At this utilisation, IndiGo requires 17 pilot-and-copilot sets per aircraft, versus the usual 14. Martin Consulting estimates the crew requirement at 5,525, while DGCA filings show 4,551 crew available in December, a shortfall of 974 pilots. IndiGo operates with 2.5 pilots per departure, compared to 5.4 pilots for Air India and Akasa Air. This reflects both IndiGo’s fleet concentration on narrow-body A320s and higher aircraft utilisation. The airline’s heavy reliance on high-utilisation A320 operations means that each additional flying hour amplifies its pilot requirement. With nearly 40 aircraft grounded, IndiGo is attempting to maintain schedules with fewer pilots, compounding the challenge just as night-operation curbs tighten. Analysts warn that bridging the gap will require aggressive recruitment, expedited training, and regulatory approvals, all while maintaining operational safety.

The turbulence continued and on Wednesday airports in Delhi, Mumbai, Bengaluru, and Hyderabad collectively reported 200 flight cancellations by afternoon, in addition to hundreds of delayed departures and arrivals. The combined impact of delays and cancellations caused widespread disruption for domestic travellers, leaving passengers stranded, scrambling for alternatives, and highlighting the operational strain on the airline’s network. DGCA officials confirmed the aircraft had flown eight “revenue sectors” on 24–25 November 2025, despite the absence of a valid ARC. Flying without this certificate is considered a serious compliance violation as it directly pertains to flight safety. Following the discovery, DGCA immediately grounded the aircraft and suspended all personnel responsible for approving its release to service pending the outcome of the investigation. The regulator has also instructed Air India to conduct an internal compliance audit to identify systemic gaps and prevent future lapses. According to officials, the incident took place during the flight on Friday, November 28, when the accused passenger, reportedly under the influence of alcohol, allegedly touched the cabin crew member inappropriately during the journey. The flight landed at Rajiv Gandhi International Airport (RGIA), Hyderabad, where security agencies were alerted immediately after the complaint was received. Police said that after the aircraft landed, crew members discovered a handwritten note containing obscene and abusive remarks left behind on the passenger’s seat. The matter was escalated to airport security and local law enforcement, following which the accused was taken into custody for questioning. A formal case was registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), including sections related to sexual harassment and use of criminal force against a woman with intent to outrage her modesty. The accused was produced before a local court and has been remanded to judicial custody, police added. Investigators are also examining whether the passenger consumed alcohol before boarding or during the flight. Officials stated that strict action would be taken based on the findings of the probe and supporting evidence provided by the airline and crew members. The DGCA initiated this crackdown after an audit of all scheduled airlines found that many operators were uncertain about the scope and content of “annual fatigue training.” Officials noted that fatigue-reports from crew members had not been reaching DGCA for several months, especially following the implementation of the first phase of revised duty and rest norms on July 1, 2025. Under the broader regulatory overhaul of 2025, the DGCA had already increased the minimum weekly rest period for pilots from 36 to 48 hours and set stricter limits on night duty, night-landing frequency and consecutive night flights. Still, regulators found that merely limiting duty-hours was not enough fatigue risk persisted when scheduling, rostering and crew-management systems failed to account for real-world operational stresses. The new circular aims to close that gap. The new measures mean that airlines must now build internal processes, not just comply with hours-based restrictions. Mandatory training for schedulers/dispatchers, a fatigue-reporting system, and a review committee these steps aim to ensure safety proactively, rather than reactive incident-based enforcement. For flight-crew, this may encourage a culture of openness about fatigue; the quarterly reporting system and independent review could reduce pressure on pilots to “tough it out.” For airlines, compliance will demand more than roster-planning operators will need to implement fatigue-awareness training, document reporting and follow-up, and coordinate across departments (scheduling, operations, HR). The November 25 circular builds on changes introduced earlier in 2025. In February, DGCA told the court that a revised framework for flight duty time limitation (FDTL) would be phased in from July 1, with full implementation by November 1. Under that framework: weekly rest was raised to 48 hours, night-duty definitions were revised, and caps placed on night landings and consecutive night flights. Simultaneously, DGCA released a draft “Fatigue Risk Management System” (FRMS), offering airlines a performance-based alternative to prescriptive duty-hour limits if operators can demonstrate through data that fatigue risk remains low. However, the regulator clarified that adoption of FRMS would remain optional; airlines may choose to continue under the standard duty-hour/rest rules.

According to a regulatory filing by InterGlobe Aviation, the parent company of IndiGo, the Directorate General of Civil Aviation (DGCA) found the airline in breach of rules after it implemented a Standard Instrument Departure (SID) and Instrument Flight Procedure (IFP) that had been internally formulated by the company rather than issued by the Airport Authority of India (AAI), the only authorised body to publish such procedures.
