Delhi, India: Nearly 50% of Indian commercial aircraft audited by the Directorate General of Civil Aviation (DGCA) have been identified with recurring technical defects, according to figures presented by the Ministry of Civil Aviation in the Lok Sabha on Thursday. The disclosures, based on inspections conducted between January 2025 and 3 February 2026, underscore heightened regulatory scrutiny of airline maintenance practices across the country. The DGCA analysed 754 aircraft belonging to six scheduled carriers for repetitive snags during routine safety checks and surveillance audits of these, 377 aircraft roughly half were found to have recurring defects, defined as technical issues that appeared repeatedly on the same aircraft despite previous corrective actions. In the case of Air India, a spokesperson noted that most defects were in lower-priority “Category D” items such as seating equipment, tray tables and in-flight entertainment screens, which are not directly linked to aircraft safety. Repetitive defects can range in severity, but their recurrence suggests that root-cause analysis and corrective action may not always be sufficient or timely. To reinforce compliance and safety standards, the DGCA said it conducted an extensive set of oversight activities over the last year, including: 3,890 surveillance inspections 56 regulatory audits 84 checks of foreign aircraft (SOFA) 492 ramp inspections 874 spot checks and 550 night surveillance exercises The regulator is mandated to monitor and enforce compliance with civil aviation requirements, and flagged deficiencies are expected to be followed up with corrective action and enforcement where necessary. In early February, an Air India Boeing 787 Dreamliner was temporarily grounded after a potential fuel control switch defect was reported by pilots following a London–Bengaluru flight. The UK Civil Aviation Authority has sought detailed explanations from the carrier. Additionally, passenger flight disruptions and operational bottlenecks at several airlines in recent months have fueled public and political examination of maintenance practices and regulatory readiness. Airline officials, particularly from the Air India Group, have stressed that rigorous checks and proactive inspections account for higher flagged numbers, and that many findings relate to cabin-level equipment rather than flight-critical systems. In a regulatory notice and enforcement restructuring published Tuesday, the department outlined changes that will reduce its reliance on large civil penalties and focus instead on compliance cooperation and operational improvements by carriers. The moves effectively soften the industry’s exposure to historically high fines tied to consumer protection violations. A notable early example of the new approach is the waiver of a remaining $11 million civil penalty owed by Southwest Airlines for its handling of an operational meltdown during the December 2022 holiday travel period. The airline had been ordered to pay the amount by Jan. 31, 2026, as part of a broader $140 million settlement related to violations of U.S. consumer-protection rules following widespread cancellations and delays that stranded millions of travelers. The incident occurred on December 23, 2025, at Vancouver International Airport ahead of Flight AI186, scheduled to operate from Vancouver to Delhi via Vienna. According to a letter from Transport Canada Civil Aviation (TCCA) to Air India officials, the Royal Canadian Mounted Police (RCMP) reported that the pilot, identified as Captain Saurabh Kumar, reported for duty while under the influence of alcohol and was deemed unfit for the flight. Canadian authorities conducted two breathalyser tests that confirmed the presence of alcohol, following which the pilot was advised to leave the aircraft and was subsequently removed from duty at the scene. As per its FY25 annual report, IndiGo had 5,456 pilots in total, including captains and first officers. India’s civil-aviation regulator, DGCA, has granted a one-time relaxation of certain night-duty and crew-rest provisions under the revised Flight Duty Time Limitation (FDTL) norms to help stabilize operations after hundreds of flight cancellations last week by IndiGo. The relaxation, valid until 10 February 2026, covers night-flying limits and allows leave to count as part of weekly rest periods. The disruption began after the second phase of FDTL norms took effect on 1 November 2025, introducing stricter duty-hour caps, night-flying restrictions, and extended weekly rest measures to reduce pilot fatigue and improve safety. Airlines struggled with roster planning and crew availability under the new rules, leading to widespread cancellations. Thousands of passengers at major airports including Delhi, Mumbai, Bengaluru, and Hyderabad faced delays, long queues, and frustration. The airline’s heavy reliance on high-utilisation A320 operations means that each additional flying hour amplifies its pilot requirement. The combined impact of delays and cancellations caused widespread disruption for domestic travellers, leaving passengers stranded, scrambling for alternatives, and highlighting the operational strain on the airline’s network. The lapse was discovered during a routine night‑halt inspection by an engineer, who noticed the aircraft’s ARC had expired. The certificate is mandatory to ensure the aircraft meets maintenance and safety standards before any flight. DGCA officials confirmed the aircraft had flown eight “revenue sectors” on 24–25 November 2025, despite the absence of a valid ARC. Flying without this certificate is considered a serious compliance violation as it directly pertains to flight safety. Following the discovery, DGCA immediately grounded the aircraft and suspended all personnel responsible for approving its release to service pending the outcome of the investigation. The regulator has also instructed Air India to conduct an internal compliance audit to identify systemic gaps and prevent future lapses.
