Delhi, India: India’s civil aviation sector marked a significant milestone in 2024 with the Directorate General of Civil Aviation (DGCA) issuing a record number of Commercial Pilot Licenses (CPLs), reflecting rapid expansion in pilot training activity amid growing air travel demand. According to an official statement released by the Civil Aviation Ministry, the DGCA issued 1,628 commercial pilot licenses in 2024, the highest number recorded in any year in the history of Indian civil aviation. The figure represents an increase of more than 2.5 times compared with eight years earlier, underscoring the sector’s growth trajectory. The ministry’s release provided a multi-year breakdown of CPL issuances, showing the progression of licenses granted over recent years. In 2018, the DGCA issued 640 CPLs, followed by 744 in 2019 and a dip to 578 in 2020. Numbers rebounded to 862 in 2021 and climbed further to 1,165 in 2022 and 1,622 in 2023 before reaching the current high. The surge in pilot licensing occurs against the backdrop of India’s expanding aviation market, where fleet growth and rising passenger demand have placed increasing emphasis on pilot recruitment pipelines. Analysts and industry officials have highlighted that airlines will require tens of thousands of additional pilots over the next decade to support fleet expansion and maintain operational schedules. Beyond licensing, the Civil Aviation Ministry said in its release that it maintained active oversight of airline fare levels throughout 2024, leveraging real-time data and coordination with carriers and online travel agencies. During IndiGo operational disruption in December, the ministry invoked regulatory powers to enforce fare caps and guard passengers against opportunistic pricing. Civil aviation stakeholders said the record issuance of CPLs reflects both increased capacity at flying training organisations and more streamlined processes via the DGCA’s digital licensing platform. However, industry leaders continue to stress the need for enhanced infrastructure, cost-efficient training pathways and strategic policy support to fully leverage the growing pool of qualified pilots.

New Delhi, India: India’s civil aviation sector is facing an escalating pilot shortage that has forced major carriers into an unprecedented competition for captains and senior flight crew, industry sources and official communications show. The scramble for personnel comes amid tighter safety rules on flight duty times and a recent operational disruption at the country’s largest airline. The roster crisis first became widely visible earlier in December, when IndiGo operated by InterGlobe Aviation Ltd cancelled thousands of flights due to crew unavailability following the implementation of stricter Flight Duty Time Limitations (FDTL) issued by the Directorate General of Civil Aviation (DGCA). These rules, aimed at improving pilot rest and reducing fatigue, require longer rest periods and limit the number of night landings, increasing the number of pilots needed for scheduled services. According to TOI, both IndiGo and the Air India group have entered a fierce competition to recruit experienced captains, with some offers reportedly including joining bonuses of up to ₹50 lakh to attract talent from rivals or international carriers. Such incentives rarely seen at this scale in Indian aviation reflect the acute need for senior pilots capable of leading flight operations across domestic and international routes. Earlier IndiGo has informed the DGCA that it plans to add about 100 pilots in January, while Air India has launched new hiring drives. However, both carriers are dealing with a rise in captain departures, some moving overseas sharpening the recruitment battle as airlines work to meet required crew levels. A senior airline executive quoted by TOI described the situation as exceptionally intense, noting that carriers are actively poaching captains from each other and bracing for continued shortages as FDTL norms reduce the pool of available crew. In response to the operational stress and pilot attrition, IndiGo has announced a revision of pilot compensation, including increases in domestic layover, deadhead, night flying, transit, and newly introduced tail-swap allowances, effective January 1, 2026. Communication from the airline’s flight operations leadership details the enhanced pay structure for both captains and first officers. India is set to see an intense contest for captains between the Air India group and IndiGo. While Air India does not currently face a pilot shortage across most of its fleet, barring the Boeing 787, it must recruit for future growth. IndiGo, meanwhile, will need to strengthen pilot–management relations to retain and attract talent. Akasa does not require additional pilots as it has a surplus. Unless Air India and IndiGo offer improved working conditions, they risk continued pilot migration to the Middle East and destinations such as Vietnam,” said Captain Shakti Lumba, former vice president of Air India and IndiGo. Seoni, India: A training aircraft belonging to Redbird Flight Training Academy crashed on Monday evening after its wing struck a 33 kV high-voltage power line near Sukatra village, in the Kurai police-station area of Seoni district. According to police, the incident occurred around 6:25–6:30 pm, roughly 2 km from the Suktara airstrip, as the aircraft was preparing to land. Eyewitness accounts describe sparks and a loud explosion as the plane’s wing contacted the line, after which the aircraft plunged into a nearby field. Authorities identified those on board as the instructor pilot Ajit Anthony and trainee pilot Ashok Chawda. Both sustained injuries and were taken to a private hospital in Barapathar. Officials say they are “out of danger.” Local police and power-company staff, aided by villagers, rescued the two pilots from the wreckage soon after the crash. A preliminary probe indicates that the aircraft may have suffered a “technical snag,” possibly an engine malfunction, causing it to lose power as it descended. The wing then struck the overhead power line of the Badalpar Substation, triggering the crash. The impact caused the 33 kV line to snap, immediately tripping the electricity supply. Roughly 80–90 villages around the substations reportedly experienced a blackout, and repair crews have been deployed to restore power to the affected areas. The district police have launched an official investigation to ascertain the precise cause of the crash. It remains uncertain whether pilot error, mechanical failure, or a combination of factors led to the collision. Final determination will await the outcome of the inquiry. So far, there have been no fatalities. Residents near the Suktara airstrip, however, expressed deep concern, noting that this was not the first incident involving a training aircraft in the area. Earlier in May 2025, a training aircraft operated by Redbird Aviation Pvt. Ltd. overturned during landing at the Suktara airstrip in Seoni district, Madhya Pradesh. The flight was being conducted solo by a trainee pilot. Initial reports attribute the incident to a faulty landing. Fortunately, the trainee escaped without injury and there was no fire. Months later on August 9, 2025 again a trainer aircraft of Redbird Flight Training Centre crash-landed near Baramati Airport in Pune district. During a routine training sortie at around 8 a.m., the trainee pilot realised one of the aircraft’s tyres was damaged. Upon touchdown, the front wheel detached and the aircraft veered off the taxiway, crossing to the far side of the airfield. Despite the abrupt landing and loss of the wheel, the pilot escaped unhurt.

New Delhi, India: In a new circular dated November 20, the DGCA has ordered stricter measures to address pilot fatigue, signalling a shift in the regulator’s approach from mere duty-hour limits to systemic fatigue-risk management. The DGCA initiated this crackdown after an audit of all scheduled airlines found that many operators were uncertain about the scope and content of “annual fatigue training.” Officials noted that fatigue-reports from crew members had not been reaching DGCA for several months, especially following the implementation of the first phase of revised duty and rest norms on July 1, 2025. Under the broader regulatory overhaul of 2025, the DGCA had already increased the minimum weekly rest period for pilots from 36 to 48 hours and set stricter limits on night duty, night-landing frequency and consecutive night flights. Still, regulators found that merely limiting duty-hours was not enough fatigue risk persisted when scheduling, rostering and crew-management systems failed to account for real-world operational stresses. The new circular aims to close that gap. The new measures mean that airlines must now build internal processes, not just comply with hours-based restrictions. Mandatory training for schedulers/dispatchers, a fatigue-reporting system, and a review committee these steps aim to ensure safety proactively, rather than reactive incident-based enforcement. For flight-crew, this may encourage a culture of openness about fatigue; the quarterly reporting system and independent review could reduce pressure on pilots to “tough it out.” For airlines, compliance will demand more than roster-planning operators will need to implement fatigue-awareness training, document reporting and follow-up, and coordinate across departments (scheduling, operations, HR). The November 25 circular builds on changes introduced earlier in 2025. In February, DGCA told the court that a revised framework for flight duty time limitation (FDTL) would be phased in from July 1, with full implementation by November 1. Under that framework: weekly rest was raised to 48 hours, night-duty definitions were revised, and caps placed on night landings and consecutive night flights. Simultaneously, DGCA released a draft “Fatigue Risk Management System” (FRMS), offering airlines a performance-based alternative to prescriptive duty-hour limits if operators can demonstrate through data that fatigue risk remains low. However, the regulator clarified that adoption of FRMS would remain optional; airlines may choose to continue under the standard duty-hour/rest rules.

Ekvi Air Training was placed in Category C in the DGCA’s first-ever Flying Training Organisation (FTO) ranking, indicating below-average performance across operational efficiency, safety, compliance, and student support. New Delhi, India: The Directorate General of Civil Aviation (DGCA) is preparing to roll out a Competency-Based Training and Assessment (CBTA) framework for cabin crew, marking a significant shift in India’s approach to aviation training and safety. The initiative aims to move beyond traditional checklist-driven instruction and instead focus on developing measurable, scenario-based competencies that improve crew performance in real-life situations. DGCA Chief Flight Operations Inspector Shweta Singh said that draft regulations for the new training model are expected to be released within a month, and the adoption will be voluntary for airlines at the initial stage. The framework is expected to eventually become an integral part of airline training programs across India. The CBTA model, already implemented for pilot training since 2022, emphasizes skill proficiency, decision-making, and communication under operational pressures rather than rote procedural knowledge. Singh explained, “For example, if there is a fire in the cabin, how will they deal with it, how will they communicate, how will they coordinate? All these performance indicators will be embedded in the CBTA framework to help cabin crew train better.” Industry leaders have welcomed the move as a progressive step that aligns Indian aviation standards with global practices recommended by the International Civil Aviation Organization (ICAO). The ICAO’s competency-based approach ensures that crew members are not only trained to complete tasks but also assessed on how effectively they handle unexpected challenges during flight operations. At a recent industry conference, Captain Ashim Mittra, Senior Vice President of Flight Operations at IndiGo, said that competency, rather than crew numbers, determines operational safety and efficiency. “The number of people onboard matters less than how competent they are to handle different situations,” Mittra stated, emphasizing the importance of advanced training models as India’s airlines continue to expand their fleets and international operations. India’s aviation sector is among the fastest-growing in the world, with airlines adding hundreds of new aircraft over the next decade. This growth has created a parallel demand for highly skilled flight and cabin crew, and the DGCA’s move to adopt CBTA reflects the regulator’s effort to strengthen operational safety standards amid rapid expansion. The regulator’s shift toward competency-based models also aligns with its broader vision of improving human performance, safety culture, and regulatory oversight within the Indian aviation ecosystem.
