Experts say the key challenge is not just increasing numbers but ensuring pilots are operationally ready, while the absence of real-time workforce data remains a policy gap. In a written reply to the Lok Sabha, the Ministry of Civil Aviation said the data is based on records maintained by the Directorate General of Civil Aviation (DGCA) and includes pilots below the age of 65 who hold valid licences issued by the regulator. The figures reflect licence status only and not actual employment across airlines or other aviation operators. According to the government’s response, the total pool of 25,001 active pilots comprises: Airline Transport Pilot Licence (ATPL – Aeroplane): 10,051 ATPL (Helicopter): 210 Commercial Pilot Licence (CPL – Aeroplane): 12,480 CPL (Helicopter): 777 Private Pilot Licence (PPL – Aeroplane): 1,477 PPL (Helicopter): 6 ATPL holders typically serve as captains on commercial airline operations, while CPL holders form the backbone of first officers, charter pilots, business aviation crews, and instructors. The Ministry clarified that the DGCA does not maintain centralised data on how many of these pilots are currently employed, unemployed, or actively flying. As a result, the official count represents licensed manpower rather than the number of pilots on airline rosters. This distinction is significant in the Indian context, where many licensed pilots may be between jobs, flying in general aviation, working overseas, or not actively employed due to market conditions or training costs. In a separate parliamentary reply earlier, the government had stated that six major domestic airlines together employed about 13,989 pilots, indicating that a substantial number of licensed pilots operate outside scheduled airlines or are not on active payrolls. The disclosure comes as India remains one of the world’s fastest-growing aviation markets. Domestic airlines have placed record aircraft orders over the past two years, with hundreds of narrowbody and widebody jets scheduled for delivery through the next decade. Industry executives say the challenge is not just numbers but readiness ensuring newly licensed pilots are type-rated, line-trained, and operationally prepared for complex airline environments. On the supply side, pilot training output is rising. The DGCA issued a record 1,628 Commercial Pilot Licences in 2024, the highest annual figure so far, as new flight training organisations entered the market and existing academies expanded capacity. From a regulatory standpoint, the lack of real-time employment data remains a gap. While the DGCA tracks licences, medical validity, and renewals, it does not currently maintain a national employment registry for pilots. This makes it difficult for policymakers to precisely assess shortages, unemployment, or skill mismatches across the aviation sector. As India positions itself as a global aviation hub, experts say integrating licensing data with workforce planning will become increasingly important especially as airlines, training academies, and regulators attempt to balance safety, growth, and manpower sustainability in one of the world’s most dynamic aviation markets.

This membership ensures that every journey meets the highest standards of reliability, safety, and convenience.” The IATA membership allows Air India Express to participate in global financial settlement systems, including the Billing and Settlement Plan (BSP), streamlining payments and enabling wider distribution through accredited travel agents. This step also empowers the airline to contribute actively to shaping global aviation policies and standards. Currently, Air India Express operates a fleet of 115 aircraft, offering over 500 daily flights to 41 domestic and 17 international destinations, including key markets in the Middle East, Southeast Asia, and the Indian subcontinent. The airline has recently launched daily direct flights between Bengaluru and Bangkok starting October 18, 2025, enhancing connectivity during the festive season. This strategic development positions Air India Express as one of India’s fastest-growing carriers, combining international operational standards with expanding global reach to provide passengers with safer, more reliable, and globally connected travel experiences.

New Delhi, India: The GST Council on September 3, 2025, announced a revised two-tier GST structure, set to come into effect from September 22, 2025, impacting air travel and luxury services. Under the new system, most goods and services will attract either 5% or 18% GST, while select luxury and “sin” items will be taxed at 40%. For air travel, the changes are as follows: Economy class tickets: Continue at 5% GST, unchanged from previous rates. Premium economy, business, and first-class tickets: Previously taxed at 12% GST, these fares will now attract 18% GST, increasing the cost for premium travelers. For example, a business class ticket booked on September 4, 2025, for travel on September 24, 2025, will attract the old 12% GST, while the same ticket booked on or after September 23, 2025, will incur the new 18% GST. The Finance Ministry clarified under Section 14(a)(i) of the CGST Act, 2017, that GST liability is determined by the time of supply: If goods or services are supplied before the rate change but invoiced afterward, GST depends on the time of supply. Payment after the rate change: time of supply is the earlier of the invoice date or payment receipt date. Payment before the rate change: time of supply is the payment receipt date. The GST on private jets, helicopters, yachts, and pleasure vessels has increased from an effective 31% (28% GST + 3% cess) to a flat 40% GST, eliminating the cess and raising costs for high-end travelers and operators. According to PTI, The International Air Transport Association (IATA) expressed disappointment over the increase in GST on non-economy travel. “Aviation has significant potential to boost India’s economy, both through airline growth and improved connectivity. It is therefore disappointing to increase GST on non-economy travel without clear justification,” said Sheldon Hee, IATA’s Asia Pacific regional vice-president. He added that the tax on premium travel has more than doubled since 2017 and warned that such increases could dampen demand and affect airline profitability, especially since premium travelers often determine a route’s viability. Airlines are expected to pass on the higher GST to passengers, making premium tickets more expensive. Meanwhile, economy travelers benefit from stable fares, with GST unchanged at 5%. The revised structure aims to simplify taxation while ensuring that revenue from luxury and non-essential services contributes to public finances.

New Delhi, India: All airports across India have been placed on high alert following a directive issued by the Bureau of Civil Aviation Security (BCAS) in response to intelligence inputs warning of a possible terror attack. The advisory, issued to all airport operators, calls for maximum vigilance from September 22 to October 2 and includes all airports, airstrips, helipads, flight schools, training institutes and other civil aviation installations across the country. The alert is based on intelligence suggesting a possible threat originating from a Pakistani-based terror group. The BCAS circular instructs airport operators to implement heightened security protocols, including intensified passenger screening, strict ID verification of staff and vendors, continuous CCTV monitoring, and increased patrolling of sensitive airport zones such as parking areas and terminal entry points. The advisory is part of routine precautionary measures often issued around national holidays or major events. Such alerts are typically seen during Independence Day, Republic Day, and large-scale religious festivals like Durga Puja. All regional airport directors have received the advisory and are complying with the enhanced security measures. Passengers are being advised to arrive earlier than usual for their flights due to extended screening procedures, though no disruptions to commercial operations have been reported so far. The BCAS has directed all security agencies, including the Central Industrial Security Force (CISF), Intelligence Bureau (IB), state police, and airport management, to maintain strict coordination and ensure there are no lapses in any security procedures. Additional emergency drills and mock exercises are being conducted to test the preparedness of all involved agencies. Airport operators have also been instructed to improve baggage screening, carry out random checks at terminal entry gates, and ensure real-time sharing of any suspicious activity. Airport staff have been told to be extra vigilant in identifying unattended items and reporting any irregularities without delay.
