The review assumes heightened significance following a turbulent period for Indian aviation, marked by a series of operational disruptions, infrastructure failures and fatal accidents that have triggered concerns over the effectiveness of regulatory oversight in one of the world’s fastest-growing aviation markets. According to reports, the FAA assessment will examine whether the DGCA continues to meet international safety oversight standards established by the International Civil Aviation Organization (ICAO). The audit focuses on the capabilities of the regulator rather than the performance of individual airlines. The upcoming review follows what industry observers have described as one of the most challenging periods for Indian aviation in recent decades. Among the major events cited are the fatal Air India Boeing 787 crash in Ahmedabad, multiple helicopter accidents in Uttarakhand, a significant failure of Delhi’s air traffic control systems and the widespread operational disruption experienced by IndiGo in December 2025. The IndiGo disruption, one of the largest airline operational failures witnessed in India, resulted in the cancellation of 2,507 flights and delays to 1,852 services over a three-day period, affecting more than 300,000 passengers nationwide. A DGCA-appointed committee later identified over-optimisation of operations, inadequate regulatory preparedness, software deficiencies and shortcomings in management control as key contributing factors. The FAA review is particularly important because India currently holds Category 1 status under the IASA programme, allowing Indian carriers to operate and expand services to the United States. Retaining that rating is critical for airlines pursuing long-haul growth strategies, including Air India and IndiGo, both of which have announced ambitious international expansion plans. Recognising these challenges, the DGCA has initiated a series of corrective measures over the past year. These include enhanced surveillance activities, special safety audits, inspections of airlines and maintenance organisations, and stricter monitoring of airfield operators. Recently, the regulator directed operators of uncontrolled airstrips across the country to immediately review operational conditions and rectify any deficiencies affecting safety. The FAA’s assessment will evaluate multiple elements of India’s aviation oversight system, including aviation legislation, regulatory frameworks, personnel qualifications, technical guidance, certification processes, surveillance programmes and the resolution of safety concerns. The review will determine whether the DGCA possesses the resources, expertise and authority necessary to ensure compliance with international aviation safety standards. The outcome of the November review is expected to be closely watched by airlines, aircraft manufacturers, lessors and international aviation stakeholders. Beyond its immediate impact on air services between India and the United States, the assessment is widely viewed as a test of the strength and maturity of India’s aviation regulatory framework at a time when the country is positioning itself as a major global aviation hub.

Belgrade, Serbia: Low-cost carrier Wizz Air has launched an unprecedented public attack on Serbian authorities, alleging that newly adopted aviation regulations are designed to force the airline to shut down its Belgrade base from November 2026, a move it says would violate European aviation agreements, reduce competition, and threaten jobs. In a strongly worded statement released on June 3, Wizz Air claimed that Serbian authorities are attempting to introduce measures that would effectively prevent foreign airlines from maintaining base operations in the country unless they are Serbian operators. The airline argues that the changes amount to a protectionist policy intended to shield state-backed national carrier Air Serbia from competition. According to Wizz Air, the proposed measures would make it impossible for the airline to continue operating its Belgrade base under its current business model despite having maintained a presence in Serbia for more than 15 years. The airline said it has invested hundreds of millions of euros in Serbia since launching operations in 2010 and has carried more than 14 million passengers to and from the country. Wizz Air currently operates 29 routes linking Belgrade with 26 destinations across 10 countries and maintains one of the largest low-cost carrier networks in the Serbian market. Wizz Air warned that the closure of its Belgrade base would result in the loss of more than 150 direct jobs while also impacting thousands of positions indirectly supported through tourism, hospitality, airport services, and related sectors. The carrier further argued that Serbian travelers would face fewer direct flight options, reduced connectivity, diminished consumer choice, and potentially higher airfares if the measures are implemented. "The measures they plan to use against Wizz Air are illegal," the airline's Chief Corporate Officer, Owain Jones, said in comments accompanying the statement. He accused Serbian authorities of engaging in discriminatory practices and called for the preservation of fair and transparent market conditions for all airlines operating in the country. Central to Wizz Air's argument is the European Common Aviation Area (ECAA) Agreement, often referred to as the "Open Skies" framework, which provides participating countries and airlines with market access rights and seeks to ensure fair competition across European aviation markets. Abuja, Nigeria: Nigeria’s domestic aviation sector has entered a fresh regulatory dispute after the Nigerian Civil Aviation Authority (NCAA) placed 11 airlines on a “No-Pay-No-Service” list over alleged unpaid statutory obligations, prompting strong denials from airline operators and raising concerns over potential operational disruptions across the country. The directive, contained in an internal NCAA memo dated May 22, 2026, instructed all directorates and regional offices of the regulator not to provide services to affected airlines without clearance from the Directorate of Finance and Accounts. The memo was signed by Olufemi Odukoya, NCAA’s Director of Finance and Accounts, and copied to the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, along with senior officials within the authority. The airlines named in the updated “No-Pay-No-Service” list are: Air Peace Ibom Air Arik Air United Nigeria Airlines Umza Air NG Eagle Max Air Caverton Helicopters Overland Airways Rano Air ValueJet According to the memo, “no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts.” The NCAA argued that the move was necessary because airlines had failed to meet outstanding financial obligations owed to the regulator. At the center of the dispute are the statutory five percent Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC), levies collected by airlines on behalf of the NCAA from passengers and cargo operators. The regulator relies heavily on these remittances to fund safety oversight, inspections, personnel obligations, economic regulation and other administrative responsibilities within Nigeria’s aviation sector. However, the Airline Operators of Nigeria (AON), representing domestic carriers, rejected the allegations and described reports suggesting airlines were indebted to the NCAA as inaccurate. According to the operators, many NCAA services are already paid for in advance under a “cash-before-service” arrangement, making the regulator’s characterization misleading. The airlines reportedly argued that the disputed amounts relate mainly to the Ticket Sales Charge collection system rather than direct service debts. Industry operators also renewed calls for reforms to Nigeria’s aviation charging structure, urging the government to amend regulations so the NCAA can collect the five percent TSC directly from passengers instead of routing collections through airlines. Carriers argue that the current system exposes them to banking charges, reconciliation complications and financial pressure amid rising operational costs. The latest dispute comes during a difficult financial period for Nigerian airlines, which continue to face mounting economic challenges driven by soaring Jet A1 fuel prices, foreign exchange shortages, high maintenance expenses, airport charges and weak profit margins. Following negotiations with airline operators, Nigerian President Bola Tinubu approved, in principle, a 30 percent reduction or write-off of debts owed by airlines to aviation agencies as part of broader relief measures aimed at stabilizing the sector. The ICIR reported that Tinubu approved the debt relief initiative on April 23, 2026, though implementation had not commenced as of late May. Explaining the delay, NCAA Director-General Capt. Chris Najomo stated that the process required consultations with airlines and aviation agencies before execution. Another aviation consultant, Adeola Fadairo, defended the NCAA’s action, arguing that the Ticket Sales Charge belongs to the regulator and should not be retained by airlines to offset operational shortfalls. He described non-remittance of statutory levies as a serious breach of public trust and corporate responsibility. Meanwhile, United Nigeria Airlines confirmed it had opened discussions with the NCAA regarding the matter, while several other affected airlines had not publicly commented at the time of reporting. However, the NCAA later suspended enforcement of the “No-Pay-No-Service” directive following industry backlash and concerns that the move could disrupt airline operations, licensing processes and other regulatory services. The regulator said the temporary relief would allow further consultations with airlines and aviation stakeholders over the disputed Ticket Sales Charges and outstanding obligations.

Aligarh, India: A training aircraft belonging to a private flying club made an emergency landing in an agricultural field in Uttar Pradesh’s Aligarh district on Sunday after suffering a technical malfunction during a routine training sortie, with both occupants escaping safely, according to the officials and PTI . The aircraft involved in the incident was identified as a Diamond DA-40, a single-engine, four-seater trainer aircraft bearing registration VT-PFB, which was operating from Dhanipur Airport in Aligarh when the crew reported a mid-air technical snag prompting the pilots to carry out a precautionary landing in a field near Changeyri (also reported as Changari) village under the Harduaganj police station area. Officials said the aircraft belonged to the Pioneer Flying Club, one of the pilot training organisations operating from Dhanipur Airport. The incident occurred during a scheduled training exercise on Sunday morning, with reports placing the emergency landing between approximately 9:30 am and 11 am. The instructor pilot and trainee pilot safely exited the aircraft after the landing and did not suffer injuries. Both were later taken to a district hospital for routine medical examination. Eyewitnesses said panic spread among villagers after they saw the aircraft descending suddenly towards the ground. However, the plane landed safely in the field without causing any damage or injuries. Following the incident, local police, fire brigade personnel and district administration officials rushed to the spot. City Magistrate Atul Gupta and Airport Director Satyavrat also inspected the site. Authorities said the pilots managed to bring the aircraft down safely in the agricultural field without causing casualties or significant structural damage to the aircraft. The successful emergency handling prevented what officials described as a potentially serious accident. City Magistrate Atul Gupta confirmed that airport authorities were informed shortly after the incident and emergency response teams were dispatched to the site. Officials from the Airports Authority of India (AAI) subsequently initiated a probe into the technical malfunction and circumstances leading to the forced landing. Last year, a trainee pilot from Pioneer Flying Club crashed a solo-operated Diamond DA-40 trainer aircraft at Aligarh’s Dhanipur Airstrip after the aircraft reportedly skidded off the runway during landing and slammed into the airport boundary wall. The May 2025 incident occurred during a routine solo training sortie, with trainee pilot escaping unhurt despite the aircraft sustaining heavy damage to its nose and front landing gear. Also, in January 2022, a Cessna 172 aircraft from the same academy made an emergency landing in an agricultural field near Dhanipur airstrip during a night cross-country training session. Both the instructor and trainee pilot survived with minor injuries.
