Indonesia Takes Delivery Of First Aircraft Carrier For Disaster Response Missions

Washington, United States: The latest US Congressional Budget Office (CBO) assessment has estimated that the United States spent about $38 billion on combat operations against Iran through 1 August 2026, covering munitions, aircraft operations, equipment losses, fuel and other operational costs. The new figure follows a US Department of War Inspector General report, which estimated $33.4 billion in costs for Operation Epic Fury through 29 June 2026. The Pentagon figure included $22.3 billion in expended munitions, $7.4 billion in incremental operational costs and $3.7 billion in equipment losses. The Inspector General said the expenditure had “resulted in strategic inventory shortfalls and revealed industrial base bottlenecks for munitions resupply.” The Pentagon report also detailed significant aircraft losses. It recorded four F-15E fighters destroyed, one F-35A damaged, one A-10 destroyed, seven KC-135 tankers damaged or destroyed, one E-3 damaged, one HH-60W damaged, one MQ-4C crashed, four AH-6 helicopters destroyed, one AH-64 shot down, one MH-60 crashed and as many as 30 MQ-9 drones destroyed. Iranian attacks also damaged or destroyed hundreds of buildings and structures at U.S. military facilities across Kuwait, Bahrain, Qatar, the UAE, Saudi Arabia, Iraq, Oman and Jordan. The Inspector General recorded 417 U.S. personnel wounded in action, along with seven killed in action and seven killed in non-hostile incidents through 30 June. The conflict began on 28 February 2026, when the United States launched Operation Epic Fury alongside Israel against Iran. Washington said the operation was aimed at destroying Iran's military capabilities, including its ballistic-missile forces, missile production, naval assets, air defences and nuclear-related capabilities. US Secretary of War Pete Hegseth said the mission was to “destroy Iranian offensive missiles, destroy Iranian missile production, destroy their navy and other security infrastructure, and they will never have nuclear weapons.” The operation followed the US Operation Midnight Hammer strikes against Iranian nuclear facilities in June 2025. The 2026 campaign subsequently involved thousands of U.S. personnel, combat aircraft, tankers, drones and missile-defence systems across the Middle East. The CBO said the cost could continue rising as operations continue. It separately estimated that replacing expended munitions accounted for about $21.7 billion through 1 August, including roughly $13.1 billion for missile-defence interceptors and $7.3 billion for land-attack cruise missiles. The CBO and Pentagon figures cover different periods and use different methodologies; therefore, $38 billion is the latest available CBO estimate through 1 August, while $33.4 billion is the Pentagon Inspector General's figure through 29 June.

Madrid, Spain: Spain’s Council of Ministers has approved a €5.4 billion ($6.3 billion) framework agreement with Poland for the joint acquisition of Airbus A330 Multi Role Tanker Transport (MRTT) aircraft, opening the way for a major European aerial-refuelling and strategic transport programme. The approval was given on August 25, 2026, as part of the Spanish government’s latest Council of Ministers decisions. The seven-year framework agreement covers the procurement of MRTT aircraft as well as the logistical support required to bring them into service. Spain’s official announcement said the programme would be carried out with Poland through an addendum linked to the European Union’s Security Action for Europe (SAFE) instrument. The Spanish government’s announcement did not specify the number of aircraft to be purchased. However, Poland’s Deputy Prime Minister and Minister of National Defence, Władysław Kosiniak-Kamysz, said on August 26 that the joint programme would involve “at least” seven Airbus A330 MRTT aircraft. “The next step will be signing the final agreement,” Kosiniak-Kamysz said, while confirming that Poland is expected to receive four of the aircraft by 2030. The remaining aircraft are expected to go to Spain, although the final allocation remains subject to the completion of the procurement process. Kosiniak-Kamysz described the programme as important for Poland’s military aviation ambitions, particularly as the country prepares to introduce F-35 fighter aircraft into service. “This is essential equipment for our Air Force, which is in the process of introducing F-35 aircraft into service,” he said. The Polish defence minister also described the procurement as strategically significant beyond Poland’s own air capabilities, saying, “This is also a crucial decision regarding NATO security and Poland’s security.” The A330 MRTT is a multirole aircraft designed to combine aerial refuelling with strategic air transport. It can refuel combat aircraft in flight while also transporting personnel, cargo and equipment, and can be configured for medical evacuation missions. The platform is derived from the Airbus A330-200 commercial aircraft. For Poland, the programme would establish a dedicated national aerial-refuelling capability. Warsaw currently does not operate a dedicated fleet of A330 MRTT tankers, making the planned acquisition a significant expansion of its air-support infrastructure. The aircraft would be particularly relevant to Poland’s growing fleet of advanced combat aircraft, including its incoming F-35s. The joint programme also builds on cooperation between Spain and Poland that had already been developing during 2026. The two countries signed a memorandum of understanding on May 29, 2026, covering cooperation on the potential joint acquisition of tanker aircraft. By June, discussions had moved toward implementation, with both sides examining aircraft numbers and production capacity. Spain already operates the A330 MRTT and has an established relationship with Airbus for the aircraft. The Spanish Air and Space Force’s first A330 MRTT entered service with the 45th Wing in April 2025, forming part of Spain’s existing three-aircraft tanker programme. The latest framework is therefore intended to expand cooperation between the two NATO allies while allowing Poland to participate in the procurement through the EU’s SAFE financing mechanism. Spain’s Council of Ministers authorized the seven-year framework, but the approval is not yet the final aircraft purchase contract. An Airbus spokesperson said that “negotiations will start soon,” indicating that the manufacturer and the participating governments still need to finalize the procurement arrangements before the definitive contract can be signed. The €5.4 billion figure represents the estimated value of the seven-year framework agreement and associated logistical support. It should not be treated as the confirmed unit price of the aircraft or as a final country-by-country allocation because those details have not yet been finalized publicly. The programme is nevertheless a significant step for both countries. For Poland, four A330 MRTTs by 2030 would provide a new strategic refuelling and transport capability to support its expanding combat-aircraft fleet. For Spain, the joint programme strengthens its existing MRTT capability while deepening defence cooperation with Poland under the EU’s SAFE framework. Once the final agreement is signed, the programme is expected to move from the framework and budget-approval stage into formal procurement and production planning. The final contract will determine the definitive aircraft configuration, delivery schedule, country allocation and other programme details.

Bangalore, India: In a major milestone for India’s indigenous defence manufacturing, Hindustan Aeronautics Limited (HAL) successfully carried out the maiden flight of the first series-production HTT-40 basic trainer aircraft (tail number TH-4001) from its Bengaluru facility on Friday. The aircraft, built under the “Aatmanirbhar Bharat” initiative, marks the transition of the HTT-40 programme from development to full-scale production. According to HAL, the flight lasted approximately 40 minutes and validated the aircraft’s performance parameters, flight controls, and avionics systems. “This achievement reflects our capability to design, develop, test, and now produce a world-class basic trainer entirely within India,” said HAL Chairman and Managing Director C.B. Ananthakrishnan. “The HTT-40 will soon play a key role in shaping the next generation of Indian Air Force pilots.” The HTT-40 (Hindustan Turbo Trainer-40) is a tandem-seat, fully aerobatic turboprop aircraft designed for ab-initio pilot training. The trainer can perform a range of operations including basic flying, aerobatics, instrument training, and night sorties. Unlike earlier prototypes, the newly flown TH-4001 represents a production-standard version that will lead HAL’s delivery commitments to the Indian Air Force (IAF). The aircraft is powered by a Honeywell TPE331-12B turboprop engine and features a modern glass cockpit, zero-zero ejection seats, hot refuelling capability, and advanced avionics such as VOR/ILS, TACAN, and IFF. HAL officials confirmed that the indigenous content of the HTT-40 currently stands at around 56%, with plans to push it beyond 60% as local suppliers scale up production. The Indian Air Force has placed an order for 70 HTT-40 aircraft, valued at approximately ₹6,800 crore. Deliveries were initially targeted for late 2025 but were delayed due to supply chain constraints, particularly the delayed shipment of Honeywell engines. HAL now expects the first batch of production aircraft to be delivered to the IAF by February 2026, after completion of flight certification and quality assurance trials. A second production line at HAL’s Nashik division has also been inaugurated to accelerate output and meet the IAF’s requirements. The HTT-40 will replace the ageing HPT-32 Deepak trainers that were grounded in 2009 following safety issues. With its modern systems and improved safety standards, the aircraft will serve as the backbone of the IAF’s basic flight training programme, bridging a crucial capability gap in pilot induction.
