The development followed a hearing before a bench of Justices Vikram Nath and Sandeep Mehta on August 17, 2026. The Central Government informed the court that it had fast-tracked the process of framing rules under the Bharatiya Vayuyan Adhiniyam, 2024, and expected the framework to be finalised within three weeks. The government also placed the draft rules before the bench in a sealed cover, saying that some final discussions were still underway. During the hearing, the Supreme Court of India issued a stern warning over airline compliance. “If airlines are not complying, ground them,” the bench said, according to reports of the proceedings. The observation came after the court was told that airlines were allegedly not complying with directions issued by the government of India concerning fares. The remark does not amount to an immediate order grounding any particular airline; rather, it signals that the court expects the existing regulatory directions to be enforced against carriers that fail to comply. The proposed regulatory framework is being prepared under the Bharatiya Vayuyan Adhiniyam, 2024, which replaced the Aircraft Act, 1934 as the principal legislation governing India's civil aviation sector. The new law came into force in January 2025, while the corresponding rules are being framed to operationalise its provisions. According to the latest reports, the draft rules submitted to the Supreme Court of India address several areas directly affecting passengers. These include airline ticket pricing, surge fares, excess baggage charges and passenger refunds. The broader proceedings also involve concerns over cancellation and refund norms, ancillary charges and the need for stronger protection against arbitrary increases in the cost of air travel. The proposed framework is particularly significant because India's airline market currently operates largely on dynamic pricing, under which fares change according to demand, availability and other commercial factors. The latest government proposal is expected to establish clearer rules governing when and how intervention can take place when fares rise sharply. However, the precise mechanism for controlling surge pricing has not yet been publicly finalized, and reports do not establish that the government has approved a permanent fixed airfare cap. The Supreme Court of India also examined whether the proposed framework would provide an effective regulatory mechanism. After examining the draft placed before it, the bench reportedly questioned whether an effective regulator had been provided for. This issue is significant because the proceedings are not limited to ticket prices; they also concern how passenger-protection requirements will be monitored and enforced once the new rules come into force. For airlines, the immediate position remains that existing government directions continue to apply while the new rules are being finalised. The Central Government of India told the court that the Ministry of Civil Aviation has been issuing office memorandums to airlines concerning pricing during the interim period. The petitioners, however, argued that airlines were not following those directions, prompting the Supreme Court's warning that non-compliant carriers should face action, including grounding. The case originates from a petition filed by social activist S. Laxminarayanan seeking tighter regulation of airfares and greater protection for passengers. The plea has raised concerns about steep and unpredictable increases in ticket prices, surge pricing, baggage charges, cancellation and refund practices and other ancillary fees. It has also sought stronger regulatory oversight of the aviation sector. The Supreme Court of India has been examining the issue for several months. In earlier proceedings, the court expressed concern over sharp increases in airfares during periods of high demand and sought a mechanism to provide greater predictability and protection to passengers. On May 15, the court observed that there should be some “rationalisation” of airfares and sought measures to provide relief to air passengers. The latest August hearing follows the court's July direction requiring the Central Government to place the proposed aviation rules before it. The government had said the rules had been framed and were undergoing the statutory process. The court nevertheless required the proposed framework to be produced before it in a sealed cover, even if the rules had not yet completed the parliamentary process. The Central Government of India has now secured three more weeks to complete the rule-making process. The matter has been listed for further hearing on September 7, 2026, when the Supreme Court of India is expected to consider the status of the final rules and the regulatory mechanism proposed for enforcing them. For passengers, the eventual rules could bring greater clarity to how airlines price tickets during periods of unusually high demand, how additional baggage charges are applied and how cancellations and refunds are handled. For airlines, the framework could introduce clearer compliance obligations and potentially stronger enforcement where government directions are breached. The exact obligations, however, will become clear only after the Central Government completes the rule-making process and formally notifies the final rules. The latest development therefore marks a significant step towards a formal regulatory framework for airfare and passenger-related charges, but it does not yet mean that a new airfare cap or a final surge-pricing formula is in force. The Central Government is still completing the rules, and the Supreme Court of India is due to review the matter again on September 7.

The fundraising comes as soaring aviation fuel prices, flight disruptions and longer routings have added financial pressure on airlines while Akasa continues its aggressive expansion strategy. Akasa plans to raise approximately ₹800 crore (US$84 million) through equity and at least ₹250 crore (US$26 million) through debt. The airline has approached both its existing shareholders and two new investors for the equity portion, while simultaneously holding discussions with state-run banks to secure debt financing under the Indian government's special credit line introduced to support airlines affected by the Iran conflict. The discussions remain private and the fundraising structure has not yet been finalized. For the equity raise, existing shareholders are expected to contribute around ₹500 crore (US$52.4 million), while the remaining ₹300 crore (US$31.4 million) is expected to come from one Asian investor and one American investor, according to the report. Akasa Air began operations in August 2022 under SNV Aviation Pvt. Ltd. The airline had already raised capital from investors in June 2025, but market conditions deteriorated following the conflict between Iran and the United States. The war disrupted international air travel, forced airlines to reroute flights around restricted airspace and drove up aviation turbine fuel (ATF) prices. Fuel typically accounts for around 40% of an airline's operating costs, significantly increasing financial pressure across the industry. The airline's fundraising reflects wider challenges confronting both Indian and global carriers. Tata Group-owned Air India recently reported its largest-ever annual loss and is seeking additional funding from its shareholders, including Singapore Airlines. Responding to reports of the fundraising, Akasa Air did not directly confirm the capital raise but said it looks forward to availing itself of the government's aviation credit line "as appropriate, to further strengthen our growth plans." SNV Aviation's shareholder base includes Akasa Air founder and Chief Executive Officer Vinay Dube, the family of late billionaire investor Rakesh Jhunjhunwala, a private equity fund managed by 360 ONE Asset Management, and other investors. Despite the challenging operating environment, Akasa has continued expanding more rapidly than most competitors. While overall airline capacity in India declined by 6% during March and April, Akasa increased its flight operations by 13.2% year-on-year, making it the only domestic carrier to significantly expand capacity during that period. The airline currently operates a fleet of 40 Boeing 737 MAX aircraft. For the financial year ended 31 March 2026, Akasa reported a 37% increase in operating revenue, supported by 30% growth in available seat kilometres (ASKs). Chief Financial Officer Ankur Goel also announced last month that the airline plans to expand capacity by another 30% during FY2027, underscoring management's confidence in long-term demand despite current geopolitical and cost pressures. The proposed fundraising would provide Akasa with additional liquidity to support fleet expansion, network growth and working capital requirements while mitigating the impact of elevated fuel prices and operational disruptions caused by the conflict in the Middle East. If completed, the transaction would further strengthen the airline's balance sheet as it pursues continued expansion in India's highly competitive aviation market.

Kanpur, India: A 22-year-old trainee pilot was seriously injured after being struck by the rotating propeller of a training aircraft following a night instructional flight at Chakeri Airport in Kanpur, prompting the Directorate General of Civil Aviation (DGCA) to order an investigation into the incident and take immediate action against the aircraft and instructor involved. The accident occurred at around 11:15 pm on June 28 at the Flying Training Organisation (FTO) operated by Garg Aviation at Chakeri Airport in Uttar Pradesh. According to the DGCA, the aircraft involved was a Tecnam P2006T twin-engine trainer bearing registration VT-NBV, which had been conducting a scheduled night instructional training sortie. The aircraft was carrying one flight instructor and one female cadet pilot. Preliminary information indicates the trainee pilot exited the aircraft while at least one engine may have remained running. As she moved away from the aircraft, she came into contact with the still-rotating propeller, sustaining serious injuries after coming into contact with the rotating propeller. The injured trainee was immediately rushed to a hospital in Kanpur, where she continues to receive treatment. Authorities have not officially disclosed her identity or released an update on her medical condition. However, multiple media reports identified her as a 22-year-old trainee pilot from New Delhi. Swift intervention by Air Traffic Control (ATC) prevented the situation from escalating, with both aircraft stopping safely before any collision occurred. The incident took place on the evening of June 24 while Air India flight AI2493, operating from Mumbai to Ahmedabad, was taxiing to its assigned parking stand after landing. According to Air India and aviation sources, the aircraft made an unintended turn while taxiing toward its designated bay, entering an active taxiway instead of following its assigned route. At the same time, IndiGo flight 6E5160, scheduled to operate from Ahmedabad to Mumbai, was taxiing for departure toward the runway. The unexpected movement brought the two Airbus A320-family aircraft onto the same taxiway, leaving them positioned directly opposite each other. According to officials, Air Traffic Control immediately instructed both flight crews to stop. The aircraft came to a halt with an estimated separation of around 200 metres, ensuring that no contact occurred between them. Authorities confirmed there were no injuries to passengers or crew and no damage to either aircraft. Following the incident, the Air India aircraft was assisted back to its designated parking bay with ground support, after which the IndiGo aircraft resumed taxiing and departed safely for Mumbai. The IndiGo flight subsequently landed safely at Chhatrapati Shivaji Maharaj International Airport in Mumbai. In an official statement, Air India acknowledged that flight AI2493 had taken an unintended turn during taxiing after landing at Ahmedabad on June 24. "We are aware of an incident where our flight AI2493 operating from Mumbai to Ahmedabad, after landing, inadvertently took a wrong turn during taxiing. There was no compromise on the safety of passengers or crew. The aircraft was subsequently moved to the correct parking bay with ground assistance," the airline said. Air India added that the matter had been reported to the Directorate General of Civil Aviation (DGCA), and an internal investigation had been initiated. IndiGo confirmed that its flight 6E5160 was taxiing for departure to Mumbai when another aircraft entered its taxi path.
