Speaking at the Focus Africa Conference in Addis Ababa, IATA’s Regional Vice President for Africa and the Middle East, Kamil Alawadhi, said aviation delivers long-term value through job creation, trade facilitation, tourism growth, and regional integration. “Aviation is the economic infrastructure for Africa. Its value lies in the long-term benefits it delivers,” Alawadhi said. “An aviation strategy focused on safety, cost-competitiveness, energy security and sustainability, and ease of doing business will create jobs, enable trade, support tourism, and further regional integration.” He added that the economic benefits generated by aviation “will allow governments to push forward social and economic development more durably than any tax that might be collected from travelers.” IATA acknowledged that Africa has made progress in aviation safety, with accident rates improving between 2024 and 2025. However, it noted that the region still lags behind global standards. IATA reported that African countries account for a significant share of global blocked airline revenues, with funds failing to be repatriated despite international agreements guaranteeing such transfers. The association stressed that inability to access revenues undermines airline operations, forcing carriers to reduce flight frequencies or suspend routes, ultimately affecting connectivity and economic activity. IATA called on governments to comply with international obligations and ensure unrestricted repatriation of airline revenues. The organisation also emphasised the need to improve the ease of doing business in aviation markets across Africa. It highlighted visa restrictions as a major barrier to intra-African travel, noting that nearly half of travel within the continent still requires visas before departure. IATA said easing these restrictions would significantly boost tourism, trade, and regional mobility. It further urged governments to remove operational bottlenecks that hinder airline efficiency and market access. IATA also highlighted Africa’s potential role in sustainable aviation, particularly in Sustainable Aviation Fuel (SAF) production and carbon markets. The association noted that Africa could supply significant volumes of SAF feedstock by 2050, using agricultural residues, forestry waste, and municipal waste streams. It also encouraged African states to participate in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), describing it as a key global mechanism for managing aviation emissions while unlocking climate finance opportunities for developing economies. Mexico City, Mexico: In a landmark ruling that reshapes the narrative of one of Cuba’s deadliest aviation disasters, a Mexican court has held charter airline Aerolíneas Damojh (Global Air) responsible for the 2018 crash of a Boeing 737 in Havana, concluding that the aircraft suffered from severe maintenance failures and “should never have flown.” The decision, based on court documents dated March 31 and reviewed by multiple international outlets, marks a significant legal departure from earlier findings that attributed the accident primarily to pilot error. An independent expert assessment presented during proceedings determined that the crash of Cubana de Aviación Flight 0972 was an “institutional accident” caused by systemic maintenance negligence. The report emphasized that the pilots were merely the “final line of defense” and were unable to prevent the catastrophe once critical failures had already developed. The judge accepted these findings and ruled that the aircraft’s operator, Global Air, bore responsibility for placing an unfit aircraft into service. According to the Civil Aviation Authority of Singapore (CAAS), the levy will apply to tickets issued from April 1, 2026, for flights departing on or after October 1, 2026. The collected funds will be channelled into purchasing sustainable aviation fuel, helping airlines transition away from fossil-based jet fuel. Under the new system, passengers will pay different levy rates depending on destination zones and cabin classes: Band 1 – Southeast Asia: Economy S$1 | Premium S$4 Band 2 – Northeast Asia, South Asia, Australia & Papua New Guinea: Economy S$2.80 | Premium S$11.20 Band 3 – Africa, Europe, Middle East, Pacific Islands, Central & West Asia: Economy S$6.40 | Premium S$25.60 Band 4 – The Americas: Economy S$10.40 | Premium S$41.60 Transit passengers passing through Singapore will be exempt from the levy. The scheme will also cover cargo operators, business aviation, and general aviation flights, which will pay a SAF contribution based on aircraft weight or cargo load. CAAS stated that the initiative is a market-based mechanism designed to accelerate the uptake of SAF in a cost-effective and transparent manner. The authority said the levy would make the cost of cleaner fuel predictable for airlines and travellers while ensuring funds are ring-fenced for SAF purchases. “The SAF levy is a key part of Singapore’s decarbonisation framework for aviation. It enables us to make steady progress towards our targets while maintaining competitiveness as a global air hub,” CAAS said in a statement. Singapore’s aviation decarbonisation roadmap targets at least 1 % SAF usage by 2026, increasing to 3 %–5 % by 2030, depending on supply availability and cost developments. The levy rates could be adjusted in future as the SAF blend ratio rises. Globally, sustainable aviation fuel remains more expensive than conventional jet fuel typically costing two to five times more but is widely regarded as the most immediate tool to cut aviation’s carbon footprint. Singapore’s move follows similar measures adopted in the European Union and Japan, and could set a precedent for other Asian hubs exploring SAF mandates or incentives.
