START: India is emerging as the fastest-growing aviation market worldwide, yet it faces a significant hurdle: a shortage of trained technical personnel, including pilots, engineers, and technicians. This challenge is expected to become more acute as Electric Vertical Takeoff and Landing (eVTOL) vehicles enter the market within the next year or two, creating an additional need for pilots. The issue stems largely from inadequate planning and foresight by the authorities. Consequently, many aspiring Indian pilots are pursuing training in countries like Sri Lanka, Thailand, Bosnia, Montenegro, and the Philippines. In fact, approximately 700 out of every 1,000 commercial pilot licenses issued by the Directorate General of Civil Aviation (DGCA) are earned abroad. India’s Potential as a Global Hub for Aviation Education Considering India’s expansive geography and favorable weather for flying, the country is ideally suited to be a global hub for aviation education. In the 1980s and 1990s, students from nations such as Iran, Jordan, Palestine, Afghanistan, Sri Lanka, Bhutan, and several African countries came to India for flight training. Today, the trend has reversed, with Indian students going overseas for pilot education. One key reason is the slow pace of domestic training programs and the cumbersome security clearance process for foreign students, which discourages them from enrolling in India. Competition from International Flight Schools Meanwhile, nations like the United Arab Emirates, Qatar, and Saudi Arabia have established world-class flight schools. Students from neighboring Arab countries now mostly prefer the United States, Canada, and Europe for training, despite these regions lacking ideal weather for primary flight instruction. Domestic regulations further complicate matters. The DGCA allows a flight school to operate only if it meets minimum requirements for aircraft and paid-up capital, while the Airports Authority of India (AAI) imposes additional capital requirements. These rules do not guarantee quality education but are often sufficient to prevent many capable entrepreneurs from opening flight schools. By contrast, an Indian entrepreneur started a flight school in New Zealand with a single rented aircraft, which has since expanded to a fleet of over 20 planes and now attracts Indian students. Shortage of Trainer Aircraft The shortage of trainer aircraft is another pressing challenge. In the 1970s, Prof. David Hazen of Princeton University, invited by the Indian government to establish the first aeronautical department at IIT Kanpur, outlined a roadmap for India to achieve self-reliance in aviation training. However, progress has been slow. The DGCA developed the Swati light aircraft, manufactured by Bharat Heavy Electricals Limited (BHEL), but a fatal accident during testing brought the program to an end. Similarly, the Hansa trainer created by the National Aerospace Laboratory (NAL) was rejected by most flight schools. Lessons from the Pushpak Aircraft A comparison with the Pushpak aircraft is instructive. Manufactured in the 1950s, HAL produced 160 Pushpaks, which served India reliably for over 50 years and maintained an excellent safety record. In 1968, the government gifted one Pushpak each to Singapore and Malaysia to help them establish their flight training programs. The Pushpak’s success was largely due to it being modeled closely on the proven US Aeronca Chief. NAL later developed the next-generation Hansa (NG Hansa), which was showcased at the 2020 Wings India airshow, but production has yet to start, and setting up the necessary infrastructure would still take several years even if action begins immediately. Global Trainer Aircraft Shortages and LSAs The shortage of trainer aircraft is not unique to India. Major manufacturers such as Cessna and Piper had slowed production, underestimating demand, and now struggle to meet global requirements. Other countries have tackled this problem by incorporating Light Sport Aircraft (LSAs) into flight training. Equipped with advanced navigation systems, LSAs are cost-effective, environmentally friendly, and widely used in the US and EU for commercial pilot instruction. However, Indian regulations currently do not permit LSAs for commercial pilot training. Despite being equipped with only a magnetic compass, pilots trained on Pushpaks have gone on to fly advanced aircraft like the Boeing 777 and Airbus A320. Allowing LSAs in India could reduce aircraft shortages, encourage domestic manufacturing, generate employment, and attract foreign investment. Lack of Experienced Flight Instructors The lack of experienced flight instructors adds another layer of difficulty. Rapid growth in airlines such as Indigo and Air India has led many instructors to leave training schools for better pay, career progression, and recognition in commercial aviation. This high turnover leaves less-experienced instructors teaching students, unlike other professional fields where teachers usually have extensive industry experience. In countries like the US, airline pilots can provide primary flight training in their spare time, giving trainees the advantage of learning from seasoned professionals and ensuring higher safety standards. Manama, Bahrain: On 3 December 2025, Oman's Civil Aviation Authority (CAA) welcomed the decision by leaders of the Gulf Cooperation Council (GCC) to create a unified GCC Civil Aviation Authority under the umbrella of the GCC General Secretariat. The resolution, adopted during the 46th session of the Supreme Council in Bahrain, marks a strategic milestone for Gulf-wide aviation cooperation. According to CAA, this move underscores the GCC states’ commitment to harmonize their civil aviation systems in line with evolving global regulatory and technological standards. The unified authority aims to enhance safety, security, sustainability, and overall competitiveness across the region’s aviation sector. In a statement, CAA President Naif bin Ali Al‑Abri said the establishment of the GCC-wide authority represents a continuation of long‑standing Gulf cooperation. He described it as the beginning of a new era of joint action and reaffirmed Oman’s support for deeper integration especially through regulatory modernization, aviation resource development, and unified representation in international aviation forums. The GCC Civil Aviation Authority will work to unify civil aviation regulations and policies among member states, aligning national legislation under a common Gulf framework capable of keeping pace with rapid developments in global aviation. It will also promote cooperation on infrastructure development, including airports and navigation systems, support training and capacity‑building of aviation personnel, and encourage investment. Beyond regulatory and infrastructure harmonization, the authority will coordinate efforts on safety and security standards, environmental sustainability, passenger rights and travel procedures all with the goal of elevating service quality and strengthening the Gulf’s competitiveness in international civil aviation. The CAA highlighted that GCC‑CAA will not only unify regulatory frameworks but will also enhance passenger experience, elevate safety and security standards, and encourage environmentally sustainable practices in line with global civil aviation developments. By consolidating oversight and coordination at the regional level, GCC states aim to boost efficiency, competitiveness, and the global reputation of Gulf aviation. São Paulo, Brazil: On 10 November, 2025 Eve Air Mobility and Revo have announced the first real-world operational deployment of Eve’s Vector Urban Air Traffic Management (UATM) software during the 2025 São Paulo Grand Prix, marking a significant milestone in the advancement of urban air mobility infrastructure. The deployment will take place at Autódromo José Carlos Pace (Interlagos), where Revo will use Vector to manage high-volume helicopter operations during the Formula 1 race weekend. The software will support real-time coordination of aircraft movements, ground operations and vertiport activity in one of the most demanding urban aviation environments in Brazil. Vector’s Vertiport and Ground Operations module will be used for the live operation. The module enables scheduling, traffic optimization, aircraft sequencing and digital coordination between air and ground teams. According to Eve Air Mobility, this marks the first time the software will operate outside a test or simulated environment. Eve stated that the deployment represents a critical step in validating Vector’s readiness for large-scale commercial use. The company also confirmed that a Fleet Operations module, designed to support both helicopters and future eVTOL aircraft, is scheduled for release in 2026. The deployment builds on the long-term partnership between Eve and Revo. In June 2025, Revo signed a framework agreement with Eve covering up to 50 electric vertical take-off and landing (eVTOL) aircraft, positioning São Paulo as one of the first cities expected to see large-scale commercial eVTOL services. The agreement, signed on October 27, 2025, positions Falcon as one of the first regional operators preparing large-scale deployment of eVTOL platforms for industrial and mobility missions. The order includes 15 V2000CG “CarryAll” cargo aircraft and 35 V2000EM “Prosperity” passenger aircraft, with the first deliveries expected by the end of 2025. Falcon intends to use the fleet to support operations for the Abu Dhabi National Oil Company (ADNOC), signalling a shift towards low-emission, high-efficiency aerial support in the energy sector. AutoFlight’s cargo model, the CarryAll, has already achieved a full suite of airworthiness approvals from the Civil Aviation Administration of China (CAAC) including the Type Certificate, Production Certificate and individual Airworthiness Certificates. The aircraft has also entered commercial service in China following delivery to Heli Chuangxing Intelligent, marking one of the first certified heavy-lift eVTOL deployments globally. The passenger-focused Prosperity model remains in its verification and regulatory testing phase. AutoFlight is working toward passenger-operation certification in multiple jurisdictions, a process that will determine the pace of Falcon’s full-scale rollout in the UAE. According to the Civil Aviation Authority of Singapore (CAAS), the levy will apply to tickets issued from April 1, 2026, for flights departing on or after October 1, 2026. The collected funds will be channelled into purchasing sustainable aviation fuel, helping airlines transition away from fossil-based jet fuel. Under the new system, passengers will pay different levy rates depending on destination zones and cabin classes: Band 1 – Southeast Asia: Economy S$1 | Premium S$4 Band 2 – Northeast Asia, South Asia, Australia & Papua New Guinea: Economy S$2.80 | Premium S$11.20 Band 3 – Africa, Europe, Middle East, Pacific Islands, Central & West Asia: Economy S$6.40 | Premium S$25.60 Band 4 – The Americas: Economy S$10.40 | Premium S$41.60 Transit passengers passing through Singapore will be exempt from the levy. The scheme will also cover cargo operators, business aviation, and general aviation flights, which will pay a SAF contribution based on aircraft weight or cargo load. CAAS stated that the initiative is a market-based mechanism designed to accelerate the uptake of SAF in a cost-effective and transparent manner. The authority said the levy would make the cost of cleaner fuel predictable for airlines and travellers while ensuring funds are ring-fenced for SAF purchases. “The SAF levy is a key part of Singapore’s decarbonisation framework for aviation. It enables us to make steady progress towards our targets while maintaining competitiveness as a global air hub,” CAAS said in a statement. Singapore’s aviation decarbonisation roadmap targets at least 1 % SAF usage by 2026, increasing to 3 %–5 % by 2030, depending on supply availability and cost developments. The levy rates could be adjusted in future as the SAF blend ratio rises. Globally, sustainable aviation fuel remains more expensive than conventional jet fuel typically costing two to five times more but is widely regarded as the most immediate tool to cut aviation’s carbon footprint. Singapore’s move follows similar measures adopted in the European Union and Japan, and could set a precedent for other Asian hubs exploring SAF mandates or incentives. The initiative complements broader efforts under the International Civil Aviation Organization’s (ICAO) CORSIA framework, which aims for net-zero carbon emissions from international aviation by 2050. By creating a structured and transparent levy system, Singapore aims to send a clear demand signal to fuel producers and investors, potentially attracting SAF production and supply-chain projects to the region.

The Ministry of Transportation confirmed that waste generated by international flights including cabin trash, catering residues, and cargo packaging must be repatriated and processed under the waste management rules of the originating nation. The regulation is part of Indonesia’s effort to safeguard environmental sovereignty and ensure strict adherence to international waste-control agreements. Officials said the measure is consistent with Indonesia’s commitments under the Basel Convention, which mandates the return of hazardous or non-compliant waste shipments to their source countries. Authorities emphasized that no imported waste, whether by air or sea, should contain hazardous or contaminated materials disguised as recyclables. The government has already begun returning several shipments found to contain dangerous or non-conforming substances. Abu Dhabi, United Arab Emirates: Cleveland Clinic Abu Dhabi (CCAD), part of the M42 network, has partnered with Archer Aviation Inc. to develop the UAE’s first hospital-based vertiport, paving the way for next-generation urban air mobility in the healthcare sector. The announcement was made through Archer’s official investor release and verified by eVTOL Insights. According to the statement, the vertiport will be established under the UAE General Civil Aviation Authority’s (GCAA) recently introduced hybrid conversion framework, which allows existing helipads to be upgraded for dual operations supporting both traditional helicopters and electric vertical take-off and landing (eVTOL) aircraft. The initiative will see Cleveland Clinic Abu Dhabi’s current helipad transformed into a hybrid vertiport, facilitating advanced aerial logistics such as, Rapid medical transport, including time-critical organ delivery for transplants, Non-emergency patient transfers between medical facilities and visitor and staff transport, reducing ground traffic and emissions. Archer will deploy its Midnight eVTOL aircraft, a four-passenger electric aircraft designed for short-distance urban air mobility missions. The Midnight aircraft produces significantly lower noise levels and zero in-flight emissions, aligning with the UAE’s sustainability goals and Cleveland Clinic Abu Dhabi’s environmental responsibility framework. “Cleveland Clinic Abu Dhabi continues to explore innovative solutions that enhance patient care and sustainability,” said Dr. Georges-Pascal Haber, CEO of Cleveland Clinic Abu Dhabi. “Integrating vertiport operations into our medical transport system will expand access to high-quality care while advancing Abu Dhabi’s leadership in future mobility.” Bryan Bernhard, Chief Growth & Infrastructure Officer at Archer Aviation, added, “This partnership demonstrates how advanced air mobility can transform essential services.
