The carriers, through the Federation of Indian Airlines (FIA), have written to the Directorate General of Civil Aviation (DGCA) requesting reconsideration of certain provisions, arguing that the framework limits flexibility in crew rostering, particularly during peak travel periods. Industry insiders warn that stringent compliance could affect domestic flight schedules and hinder operational efficiency. “While we fully support the objective of ensuring crew safety, some of the proposed restrictions are operationally challenging and do not align with global fatigue management practices,” the FIA said in a letter to the DGCA dated January 12. In this letter to the Directorate General of Civil Aviation (DGCA), the Federation of Indian Airlines (FIA) called for “globally harmonised, evidence-based and operationally practical provisions” in the final norms. The FIA emphasized that flight duty period, rather than flight time, should be the primary measure used to manage daily cabin crew fatigue. “Duty and rest limits may focus on Flight Duty Period and minimum rest periods, avoiding cumulative caps or direct linkage to the number of landings,” the FIA said in the letter, as reported by PTI. The airlines’ opposition highlights the real-world impact of these rules. By November 1, 2025, stricter FDTL norms were enforced, leading to operational disruptions in December that contributed to widespread IndiGo flight cancellations and delays, in which they had to adjust pilot and crew rosters to comply with new duty hour limits. Airlines argue that the regulatory framework, while well-intentioned, does not adequately account for the operational realities of India’s high-frequency domestic market, potentially creating a mismatch between safety compliance and service reliability. After granting temporary exemptions to IndiGo for night duty adjustments in late 2025, the DGCA confirmed that all carriers must now fully comply with the revised rules as of February 2026. Failure to adhere could result in regulatory scrutiny and enforcement action. The DGCA has also reiterated to the Delhi High Court that weekly pilot rest norms remain mandatory, maintaining the regulator’s firm stance on crew fatigue management. With stricter FDTL rules now fully in effect, India’s aviation sector faces a delicate balance between operational efficiency and safety compliance. New Delhi, India: India’s civil aviation sector is facing an escalating pilot shortage that has forced major carriers into an unprecedented competition for captains and senior flight crew, industry sources and official communications show. The scramble for personnel comes amid tighter safety rules on flight duty times and a recent operational disruption at the country’s largest airline. The roster crisis first became widely visible earlier in December, when IndiGo operated by InterGlobe Aviation Ltd cancelled thousands of flights due to crew unavailability following the implementation of stricter Flight Duty Time Limitations (FDTL) issued by the Directorate General of Civil Aviation (DGCA). These rules, aimed at improving pilot rest and reducing fatigue, require longer rest periods and limit the number of night landings, increasing the number of pilots needed for scheduled services. According to TOI, both IndiGo and the Air India group have entered a fierce competition to recruit experienced captains, with some offers reportedly including joining bonuses of up to ₹50 lakh to attract talent from rivals or international carriers. Such incentives rarely seen at this scale in Indian aviation reflect the acute need for senior pilots capable of leading flight operations across domestic and international routes. Earlier IndiGo has informed the DGCA that it plans to add about 100 pilots in January, while Air India has launched new hiring drives. However, both carriers are dealing with a rise in captain departures, some moving overseas sharpening the recruitment battle as airlines work to meet required crew levels. A senior airline executive quoted by TOI described the situation as exceptionally intense, noting that carriers are actively poaching captains from each other and bracing for continued shortages as FDTL norms reduce the pool of available crew. In response to the operational stress and pilot attrition, IndiGo has announced a revision of pilot compensation, including increases in domestic layover, deadhead, night flying, transit, and newly introduced tail-swap allowances, effective January 1, 2026. Communication from the airline’s flight operations leadership details the enhanced pay structure for both captains and first officers. India is set to see an intense contest for captains between the Air India group and IndiGo. While Air India does not currently face a pilot shortage across most of its fleet, barring the Boeing 787, it must recruit for future growth. IndiGo, meanwhile, will need to strengthen pilot–management relations to retain and attract talent. Akasa does not require additional pilots as it has a surplus. The DGCA acted on Friday after concluding that the inspectors tasked with monitoring safety and compliance at IndiGo failed to adequately oversee the airline’s preparedness, particularly in ensuring sufficient cockpit crew in line with newly implemented duty and rest norms. In a related move, DGCA teams have been deployed to IndiGo’s headquarters in Gurugram, where officials are monitoring daily operations including crew deployment, flight cancellations, unplanned pilot leave and passenger refunds. These teams are required to submit daily reports to the regulator as the investigation continues. The regulatory action follows a series of disruptions that began in early December, when IndiGo began cancelling large numbers of flights reportedly thousands nationwide after tighter Flight Duty Time Limitation (FDTL) rules came into full effect on November 1. These rules, designed to extend mandatory rest periods and limit duty hours for pilots, significantly reduced the number of permissible night landings and imposed greater rest requirements. Parliamentary data indicates IndiGo’s pilot count dropped to approximately 5,085 by early December, down from around 5,463 in March 2025, exacerbating the strain on flight operations as rest norms tightened. Industry and pilot association sources have criticised IndiGo’s staffing strategy, arguing that the airline did not hire sufficient pilots or adjust crew rostering in anticipation of the FDTL rules, despite a two‑year preparatory window. The Federation of Indian Pilots (FIP) described the airline’s approach as a “prolonged and unorthodox lean manpower strategy,” contending it worsened the impact of the new norms. Earlier in a significant regulatory intervention, the Directorate General of Civil Aviation (DGCA) has ordered IndiGo to cut approximately 10 % of its winter flight schedule, a move that could result in more than 200 fewer daily operations for India’s largest carrier as it grapples with widespread cancellations and pilot staffing shortfalls. The directive comes after an intensive review of the airline’s ability to operate the winter schedule safely and reliably amid ongoing disruptions that began in early December, with regulators finding that IndiGo had “not demonstrated an ability to operate these schedules efficiently.” Under the new order, the airline has been instructed to revise its winter roster and scale down services, particularly on routes where alternative options exist, in a bid to stabilise operations through the winter period that runs until late March 2026. Elbers previously appeared before the panel, which is also examining manpower planning, rostering systems and compliance readiness under the FDTL framework. To address the pilot shortage, IndiGo has submitted a comprehensive manpower plan to the regulator, outlining targets to expand its flight crew through both domestic recruitment and the hiring of expatriate pilots. The airline aims to recruit several hundred additional captains and first officers by early 2026. Civil Aviation Minister K. Ram Mohan Naidu has publicly rejected claims that regulatory oversight lapses caused the disruptions, placing primary responsibility on IndiGo’s internal management and rostering failures. He also highlighted the need for broader structural reforms in India’s aviation sector to prevent over‑reliance on a single major carrier. The crisis has intensified debate over airline preparedness, regulatory implementation and passenger rights, with government officials, industry analysts and pilots weighing in on both operational planning failures and the challenges posed by the new safety‑oriented duty norms.

The DGCA initiated this crackdown after an audit of all scheduled airlines found that many operators were uncertain about the scope and content of “annual fatigue training.” Officials noted that fatigue-reports from crew members had not been reaching DGCA for several months, especially following the implementation of the first phase of revised duty and rest norms on July 1, 2025. Under the broader regulatory overhaul of 2025, the DGCA had already increased the minimum weekly rest period for pilots from 36 to 48 hours and set stricter limits on night duty, night-landing frequency and consecutive night flights. Still, regulators found that merely limiting duty-hours was not enough fatigue risk persisted when scheduling, rostering and crew-management systems failed to account for real-world operational stresses. The new circular aims to close that gap. The new measures mean that airlines must now build internal processes, not just comply with hours-based restrictions. Mandatory training for schedulers/dispatchers, a fatigue-reporting system, and a review committee these steps aim to ensure safety proactively, rather than reactive incident-based enforcement. For flight-crew, this may encourage a culture of openness about fatigue; the quarterly reporting system and independent review could reduce pressure on pilots to “tough it out.” For airlines, compliance will demand more than roster-planning operators will need to implement fatigue-awareness training, document reporting and follow-up, and coordinate across departments (scheduling, operations, HR). The November 25 circular builds on changes introduced earlier in 2025. In February, DGCA told the court that a revised framework for flight duty time limitation (FDTL) would be phased in from July 1, with full implementation by November 1. Under that framework: weekly rest was raised to 48 hours, night-duty definitions were revised, and caps placed on night landings and consecutive night flights. Simultaneously, DGCA released a draft “Fatigue Risk Management System” (FRMS), offering airlines a performance-based alternative to prescriptive duty-hour limits if operators can demonstrate through data that fatigue risk remains low. However, the regulator clarified that adoption of FRMS would remain optional; airlines may choose to continue under the standard duty-hour/rest rules.
