New Delhi, India: The Ministry of Civil Aviation (MoCA) is set to convene a comprehensive review meeting with India’s flying training organisations (FTOs) after the DGCA had announced on July 9 the launch of a bi-annual ranking system for flying training organisations nationwide, effective by 1 October 2025 and then the Directorate General of Civil Aviation (DGCA) released its first-ever ranking report, revealing that none of the country’s training academies met the top performance standards. According to the DGCA’s assessment, covering the period from September 1, 2024, to August 31, 2025, none of the 35 evaluated flying schools achieved an “A+” or “A” grade. The rankings placed 13 FTOs in the ‘B’ category and 22 in ‘C’, indicating widespread gaps in operational efficiency, safety practices, and training quality. The grading framework classified institutions based on their overall performance: A+ (85% and above) A (70–84.99%) B (50–69.99%) C (below 50%) A senior ministry official said the upcoming review will focus on identifying systemic shortcomings and developing corrective measures. “The objective is to improve training quality and ensure that India’s flying schools meet international standards in safety, efficiency, and student outcomes,” the official stated. FTOs placed in the “C” category have been directed to undertake self-assessment exercises and submit improvement plans to the DGCA within a stipulated timeframe. The aviation regulator is expected to monitor compliance closely and provide targeted support to address performance deficiencies. Civil Aviation Minister K. Rammohan Naidu has emphasised that the ranking initiative aims to promote transparency and accountability within the pilot training ecosystem. The DGCA will now publish rankings every six months, with the next report scheduled for April 1, 2026. The government’s move comes at a time when India is witnessing a growing demand for pilots to support the expanding civil aviation sector. Strengthening training infrastructure and ensuring adherence to regulatory standards are seen as key priorities to meet this demand sustainably.

Kuala Lumpur, Malaysia: Industry associations in Malaysia are raising the alarm over proposals to ban alcoholic beverages on flights operated by Malaysia Airlines (MH), warning that such a move risks undermining the country’s global reputation as a tolerant and inclusive tourism destination. At the crux of the debate is a call from a member of parliament from the Parti Islam Se‑Malaysia (PAS), who has urged Malaysia Airlines to cease serving alcohol on its flights, citing religious concerns and the welfare of Muslim cabin-crew. The Malaysian Association of Tour and Travel Agents (MATTA) has publicly voiced concern that banning in-flight alcoholic drinks would send the wrong signal to international travellers. MATTA president Nigel Wong stated, “Malaysia is known as a moderate tourism country. We emphasise values like tolerance, acceptance, and inclusiveness. That’s what makes Malaysia so appealing as a tourism destination.” Meanwhile, the Malaysian Tourism Federation (MTF) president Sri Ganesh Michiel urged stakeholders to consider the airline’s service strategy before leaping to conclusions, pointing to the need for Malaysia to remain competitive and welcoming to global travellers. Tourism stakeholders argue that in-flight alcohol service is less about indulgence and more about meeting the expectations of international passengers accustomed to full-service carriers. According to industry commentary, mandating a blanket ban could weaken Malaysia Airlines’ appeal and, by extension, harm the broader tourism ecosystem. One critic, Wong Soon Koh of the Borneo Post Online, described the MP’s call as “ignorant and short-sighted”, cautioning that Malaysia Airlines needs to cater to an international clientele and cannot afford to appear to be retreating from global service norms. The discussion intensifies amid preparations for the “Visit Malaysia 2026” campaign, where Malaysia seeks to boost tourism inflows and emphasise its status as an open, multicultural destination. Industry voices say any abrupt policy shifts that appear to constrain service norms may cast doubt on that message. The alcohol-service controversy emerges against the backdrop of earlier scrutiny over an event hosted under the banner of Tourism Malaysia which included alcohol, which drew criticism from conservative quarters. While the PAS MP’s call has stirred debate, there is no indication that a formal directive or policy change has been approved by Malaysia Airlines or the Ministry of Transport (Malaysia) at this stage. Tourism bodies are urging caution and consultation, arguing that service standards and competitiveness should not be compromised without comprehensive impact assessment.

Mumbai, India: On October 8, 2025, the first phase of the Navi Mumbai International Airport (NMIA) was inaugurated, marking a significant milestone in India’s aviation sector. Built at a cost of around Rs 19,650 crore under a Public-Private Partnership (PPP) model by the Adani Group, the airport is expected to ease congestion at Mumbai’s Chhatrapati Shivaji Maharaj International Airport and enhance the city’s position as a global aviation hub. Phase 1 of NMIA features Terminal 1 and Runway 1, equipped with 10 bus gates and 29 aero bridges. The facility is designed to handle 20 million passengers annually, with plans to expand capacity to 90 million in future phases. Its lotus-inspired architecture includes 12 sculptural columns resembling petals and 17 mega columns supporting the roof, reflecting India’s cultural heritage. Situated in Ulwe, Navi Mumbai, about 37 kilometers from South Mumbai, NMIA is integrated with multimodal transport options, including metro, roadways, and public transport systems, ensuring seamless connectivity. The airport also hosts India’s largest aircraft maintenance, repair, and overhaul (MRO) facilities, positioning it as a major cargo and logistics hub. Prime Minister Narendra Modi attended the inauguration ceremony, alongside Maharashtra Chief Minister Devendra Fadnavis, Deputy Chief Ministers Eknath Shinde and Ajit Pawar, highlighting the national importance of the project. Chief Minister Fadnavis announced that the first ticket issued from the airport would bear the name of the late D.B. Patil, a prominent farmer leader and legislator. Commercial operations are scheduled to begin in December 2025. NMIA’s advanced facilities, strategic location, and integration with multimodal transport networks are set to transform Mumbai’s aviation landscape. In addition, the 'Mumbai One' app was launched to enhance urban mobility. The platform integrates services from 11 public transport operators across the Mumbai Metropolitan Region, allowing seamless travel on trains, metros, buses, monorails, and Navi Mumbai Municipal Transport (NMMT), which serves around 200,000 passengers daily.

Washington, United States: As the U.S. government entered a partial shutdown at midnight on October 1, the Federal Aviation Administration (FAA) announced plans to furlough over 11,000 employees, approximately one-quarter of its workforce due to a lapse in federal funding. This move follows the Department of Transportation's notification that such furloughs would be necessary if the shutdown persisted. Despite the furloughs, more than 13,000 air traffic controllers are required to continue working without pay to maintain air traffic operations. The FAA is also proceeding with hiring and training new controllers, a departure from practices during previous shutdowns. The agency remains approximately 3,800 controllers short of its staffing targets. The National Transportation Safety Board (NTSB) has stated that about 25% of its 400 employees would be furloughed. However, the NTSB will continue to launch new investigations into air accidents and other incidents during the shutdown. Meanwhile, about 50,000 Transportation Security Administration (TSA) staff working airport security checkpoints would also continue working without pay. During the 35-day shutdown in 2019, absences among controllers and TSA officers increased as paychecks were missed, leading to longer checkpoint wait times and slowed air traffic in cities such as New York, which put pressure on lawmakers to resolve the funding impasse. Airline trade group, Airlines for America, representing carriers including United, Delta, American, and Southwest, warned that a lapse in funding could force the system to slow down, reducing efficiency and affecting travelers. The U.S. Travel Association, which represents airlines, hotels, car rental companies, and other travel businesses, estimated that even a partial shutdown could cost the U.S. travel sector approximately $1 billion per week. The FAA employs around 45,000 people, and the Transportation Department as a whole would furlough 12,200 of its 53,717 employees, including those at the FAA. The agency confirmed that essential certification activities covering commercial airplanes and engines, as well as commercial space launches would continue to ensure operational safety.

According to Bloomberg Government, delegates at the 42nd ICAO General Assembly voted to maintain the current mandatory retirement age for airline pilots at 65, rejecting the proposal to extend it to 67. The International Air Transport Association (IATA) had advocated for raising the pilot retirement age to 67, arguing that the two-year extension would alleviate pilot staffing shortages without compromising safety. The proposal is supported by examples from countries like Canada, Australia, and New Zealand, where there are no strict upper age limits for pilots. IATA emphasized that raising the pilot retirement age aligns with ICAO’s efforts to standardize medical assessments, advocating for consistent oversight to ensure older pilots remain fit to fly. The move also supports broader aviation workforce goals, including the UN’s Sustainable Development Goals and ICAO’s Next Generation of Aviation Professionals (NGAP) Programme, by helping retain experienced pilots and maintain a steady supply of qualified aviation personnel. New Delhi, India: The 56th GST Council has approved major reforms to India’s indirect tax regime, introducing a uniform 5% GST rate on all drones and granting a full GST exemption on flight simulators and motion simulators. The Civil Aviation Ministry called the decision a strategic, principled and citizen-centric evolution of India’s landmark tax framework, aimed at supporting the country’s rapidly growing drone ecosystem and strengthening the aviation training sector. Under the previous structure, drones with integrated cameras attracted 18% GST, while drones classified for personal use were taxed at 28%. The newly rationalized regime applies a flat 5% GST to all drones, irrespective of whether a camera is integrated or separate, and regardless of commercial or personal use. Civil Aviation Minister Ram Mohan Naidu hailed the decision, saying, “The GST rate rationalization with a simplified two-slab structure of 5% and 18% is the biggest reform in India’s indirect taxation ever. Under the strong leadership of our Prime Minister Shri Narendra Modi, we are charting the path towards our goal of Viksit Bharat 2047 with Atmanirbhar Bharat as its foundation. The sweeping rate reductions across sectors will strengthen ease of living, ease of compliance and ease of doing business in the country. It is going to be a big boon for the consumers and at the same time a big boost for the Indian manufacturers. This significant measure will also enable India to emerge as a leader in transformative technologies like drones. A uniform 5% GST will now apply on all drones, providing significant policy certainty and eliminating classification disputes. Furthermore, flight simulators and motion simulators which are critical for pilot training have also been exempted from GST. I believe it will encourage the training ecosystem in the country, helping airlines and academies reduce expenditure on training equipment.” According to the ministry, the reforms will provide greater clarity for manufacturers and lower costs for users, boosting drone adoption in agriculture, petroleum, mining, infrastructure, logistics, and defense. Affordable drones and reduced training costs are also expected to advance Make in India and Atmanirbhar Bharat goals, while creating employment opportunities in manufacturing, assembly, software development, data analytics, and field operations. Officials said the revised rates will make GST more growth-oriented for aviation and emerging technologies like UAVs, recognizing drones as both an economic opportunity and a strategic necessity for India.
