Busan, South Korea: Korean Air and the Busan Metropolitan Government have formalised a major aerospace development initiative through a memorandum of understanding (MOU) to establish a large-scale unmanned aircraft manufacturing facility in western Busan. The agreement marks a strategic expansion of South Korea’s aerospace and defence manufacturing ecosystem, with a focus on next-generation unmanned aerial systems (UAS), artificial intelligence-driven aviation technologies, and aircraft component production. Under the agreement, Korean Air will invest approximately ₩200 billion (about $145 million) to construct and operate the new facility within the Busan Tech Center complex. The planned development site will span around 52,892 square meters, making it one of the significant aerospace infrastructure projects tied to the city’s long-term industrial diversification strategy. The facility will be dedicated to multiple aerospace functions, including the manufacturing of unmanned aerial vehicles (UAVs), development of AI-enabled autonomous flight systems, production of aircraft structural components, and expansion of maintenance, repair, and overhaul (MRO) capabilities. The project is expected to enhance Korean Air’s position beyond its core airline operations, strengthening its aerospace manufacturing and defence-related aviation portfolio. The agreement aligns with Busan’s broader ambition to develop an integrated aviation and aerospace industrial cluster, particularly in connection with future aviation infrastructure projects such as the Gadeokdo New Airport aviation ecosystem plan. Local authorities view the initiative as a catalyst for attracting high-value aerospace investment, research activity, and skilled employment in the region. The MOU was signed on March 30, 2026 during an official ceremony attended by senior representatives from both sides. The Busan Metropolitan Government was represented by Mayor Park Heong-joon, while Korean Air was represented by Vice Chairman Woo Kee-hong, according to local government and media reports. Both sides emphasised the project’s potential to position Busan as a competitive hub for advanced aviation manufacturing and unmanned systems development in Northeast Asia. Officials noted that the agreement currently remains a non-binding MOU, meaning it serves as a framework for cooperation rather than a finalized construction contract. Detailed investment execution plans, regulatory approvals, land development procedures, and project timelines are expected to be finalized in subsequent phases of implementation. Korean Air has been steadily expanding its aerospace division in recent years, investing in areas such as unmanned aerial systems, aircraft structures manufacturing, and defence aviation technologies. The Busan project is widely viewed as part of this long-term strategic shift toward high-value aerospace engineering and future mobility solutions. The initiative is also expected to strengthen South Korea’s domestic UAV industry and enhance its competitiveness in the global aerospace supply chain, particularly as demand rises for autonomous systems in both civilian and defence applications.

São Paulo, Brazil: On 10 November, 2025 Eve Air Mobility and Revo have announced the first real-world operational deployment of Eve’s Vector Urban Air Traffic Management (UATM) software during the 2025 São Paulo Grand Prix, marking a significant milestone in the advancement of urban air mobility infrastructure. The deployment will take place at Autódromo José Carlos Pace (Interlagos), where Revo will use Vector to manage high-volume helicopter operations during the Formula 1 race weekend. The software will support real-time coordination of aircraft movements, ground operations and vertiport activity in one of the most demanding urban aviation environments in Brazil. Vector’s Vertiport and Ground Operations module will be used for the live operation. The module enables scheduling, traffic optimization, aircraft sequencing and digital coordination between air and ground teams. According to Eve Air Mobility, this marks the first time the software will operate outside a test or simulated environment. Eve stated that the deployment represents a critical step in validating Vector’s readiness for large-scale commercial use. The company also confirmed that a Fleet Operations module, designed to support both helicopters and future eVTOL aircraft, is scheduled for release in 2026. The deployment builds on the long-term partnership between Eve and Revo. In June 2025, Revo signed a framework agreement with Eve covering up to 50 electric vertical take-off and landing (eVTOL) aircraft, positioning São Paulo as one of the first cities expected to see large-scale commercial eVTOL services. Eve said real-world operations at a high-traffic international sporting event will provide critical data to refine Vector’s performance, scalability and safety features ahead of future urban eVTOL networks.

The MoU was announced during the Dubai Airshow 2025, highlighting flydubai’s strategic growth plans aligned with Dubai’s long-term economic vision. The signing ceremony included Sheikh Ahmed bin Saeed Al Maktoum, Chairman of flydubai, Ghaith Al Ghaith, CEO of flydubai, and Christian Scherer, Airbus Chief Commercial Officer. Sheikh Ahmed described the MoU as a “landmark” agreement that goes beyond fleet expansion, underscoring flydubai’s role in supporting Dubai World Central (DWC), the emirate’s growing aviation hub. Until now, flydubai has operated an exclusively Boeing 737 fleet. The inclusion of Airbus A321neos marks a strategic diversification of its narrow-body fleet, providing more operational flexibility and positioning the airline to meet increasing demand on regional and international routes. Analysts note that diversifying suppliers reduces dependency risks and strengthens negotiating leverage. The aircraft also supports operations with up to 50% Sustainable Aviation Fuel (SAF) today, with Airbus targeting full 100% SAF capability by 2030, reflecting the airline’s and manufacturer’s commitment to sustainable aviation. According to Ghaith Al Ghaith, flydubai’s CEO, the acquisition aligns with Dubai’s Economic Agenda D33, aiming to strengthen connectivity across the Middle East, Asia, and Europe, while supporting the emirate’s infrastructure and aviation growth objectives. Singapore: Passengers flying out of Changi Airport and Seletar Airport will soon pay a new Sustainable Aviation Fuel (SAF) levy starting in 2026, as part of Singapore’s drive to reduce the aviation sector’s carbon emissions and support global decarbonisation goals. According to the Civil Aviation Authority of Singapore (CAAS), the levy will apply to tickets issued from April 1, 2026, for flights departing on or after October 1, 2026. The collected funds will be channelled into purchasing sustainable aviation fuel, helping airlines transition away from fossil-based jet fuel. Under the new system, passengers will pay different levy rates depending on destination zones and cabin classes: Band 1 – Southeast Asia: Economy S$1 | Premium S$4 Band 2 – Northeast Asia, South Asia, Australia & Papua New Guinea: Economy S$2.80 | Premium S$11.20 Band 3 – Africa, Europe, Middle East, Pacific Islands, Central & West Asia: Economy S$6.40 | Premium S$25.60 Band 4 – The Americas: Economy S$10.40 | Premium S$41.60 Transit passengers passing through Singapore will be exempt from the levy. The scheme will also cover cargo operators, business aviation, and general aviation flights, which will pay a SAF contribution based on aircraft weight or cargo load. CAAS stated that the initiative is a market-based mechanism designed to accelerate the uptake of SAF in a cost-effective and transparent manner. The authority said the levy would make the cost of cleaner fuel predictable for airlines and travellers while ensuring funds are ring-fenced for SAF purchases. “The SAF levy is a key part of Singapore’s decarbonisation framework for aviation. It enables us to make steady progress towards our targets while maintaining competitiveness as a global air hub,” CAAS said in a statement. Singapore’s aviation decarbonisation roadmap targets at least 1 % SAF usage by 2026, increasing to 3 %–5 % by 2030, depending on supply availability and cost developments. The levy rates could be adjusted in future as the SAF blend ratio rises. Globally, sustainable aviation fuel remains more expensive than conventional jet fuel typically costing two to five times more but is widely regarded as the most immediate tool to cut aviation’s carbon footprint. Singapore’s move follows similar measures adopted in the European Union and Japan, and could set a precedent for other Asian hubs exploring SAF mandates or incentives. The initiative complements broader efforts under the International Civil Aviation Organization’s (ICAO) CORSIA framework, which aims for net-zero carbon emissions from international aviation by 2050. By creating a structured and transparent levy system, Singapore aims to send a clear demand signal to fuel producers and investors, potentially attracting SAF production and supply-chain projects to the region.
