Abuja, Nigeria: Nigeria’s domestic aviation sector has entered a fresh regulatory dispute after the Nigerian Civil Aviation Authority (NCAA) placed 11 airlines on a “No-Pay-No-Service” list over alleged unpaid statutory obligations, prompting strong denials from airline operators and raising concerns over potential operational disruptions across the country. The directive, contained in an internal NCAA memo dated May 22, 2026, instructed all directorates and regional offices of the regulator not to provide services to affected airlines without clearance from the Directorate of Finance and Accounts. The memo was signed by Olufemi Odukoya, NCAA’s Director of Finance and Accounts, and copied to the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, along with senior officials within the authority. The airlines named in the updated “No-Pay-No-Service” list are: Air Peace Ibom Air Arik Air United Nigeria Airlines Umza Air NG Eagle Max Air Caverton Helicopters Overland Airways Rano Air ValueJet According to the memo, “no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts.” The NCAA argued that the move was necessary because airlines had failed to meet outstanding financial obligations owed to the regulator. At the center of the dispute are the statutory five percent Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC), levies collected by airlines on behalf of the NCAA from passengers and cargo operators. The regulator relies heavily on these remittances to fund safety oversight, inspections, personnel obligations, economic regulation and other administrative responsibilities within Nigeria’s aviation sector. However, the Airline Operators of Nigeria (AON), representing domestic carriers, rejected the allegations and described reports suggesting airlines were indebted to the NCAA as inaccurate. According to the operators, many NCAA services are already paid for in advance under a “cash-before-service” arrangement, making the regulator’s characterization misleading. The airlines reportedly argued that the disputed amounts relate mainly to the Ticket Sales Charge collection system rather than direct service debts. Industry operators also renewed calls for reforms to Nigeria’s aviation charging structure, urging the government to amend regulations so the NCAA can collect the five percent TSC directly from passengers instead of routing collections through airlines. Carriers argue that the current system exposes them to banking charges, reconciliation complications and financial pressure amid rising operational costs. The latest dispute comes during a difficult financial period for Nigerian airlines, which continue to face mounting economic challenges driven by soaring Jet A1 fuel prices, foreign exchange shortages, high maintenance expenses, airport charges and weak profit margins. In April 2026, domestic carriers had warned of possible operational shutdowns due to escalating fuel costs and debt burdens. Following negotiations with airline operators, Nigerian President Bola Tinubu approved, in principle, a 30 percent reduction or write-off of debts owed by airlines to aviation agencies as part of broader relief measures aimed at stabilizing the sector. The ICIR reported that Tinubu approved the debt relief initiative on April 23, 2026, though implementation had not commenced as of late May. Explaining the delay, NCAA Director-General Capt. Chris Najomo stated that the process required consultations with airlines and aviation agencies before execution. Another aviation consultant, Adeola Fadairo, defended the NCAA’s action, arguing that the Ticket Sales Charge belongs to the regulator and should not be retained by airlines to offset operational shortfalls. He described non-remittance of statutory levies as a serious breach of public trust and corporate responsibility. Meanwhile, United Nigeria Airlines confirmed it had opened discussions with the NCAA regarding the matter, while several other affected airlines had not publicly commented at the time of reporting. However, the NCAA later suspended enforcement of the “No-Pay-No-Service” directive following industry backlash and concerns that the move could disrupt airline operations, licensing processes and other regulatory services. The regulator said the temporary relief would allow further consultations with airlines and aviation stakeholders over the disputed Ticket Sales Charges and outstanding obligations.

Lagos, Nigeria: Nigeria’s aviation sector is facing mounting operational and financial strain as soaring jet fuel prices and worsening supply shortages trigger widespread flight disruptions, route cuts and growing safety concerns across the country’s domestic airline industry. Industry officials and airline operators say the crisis has intensified in recent weeks despite government intervention efforts and increased local refining capacity from the Dangote Refinery, which began full-scale operations earlier this year. Airlines argue that while domestic production has improved supply volumes, the price of Jet A1 aviation fuel remains prohibitively high under Nigeria’s deregulated fuel market. According to the National Association of Aircraft Pilots and Engineers (NAAPE), persistent fuel scarcity has caused repeated flight delays, last-minute schedule changes and route cancellations as carriers struggle to secure sufficient supplies for daily operations. The association warned that prolonged disruptions are also forcing extended crew duty periods, raising concerns over fatigue and operational safety in an industry governed by strict rest regulations. Transportation Minister Dudy Purwagandhi confirmed that the decision followed consultations with domestic carriers, emphasizing that the policy seeks to balance rising operational costs with consumer purchasing power. “This decision was not taken unilaterally, but through coordination and input, particularly from the airlines,” he said during a press conference in Jakarta. The revised surcharge replaces the previous limits set under a 2023 regulation, which capped surcharges at 10% for jet aircraft and 25% for propeller aircraft. The new policy standardizes the cap at 38% across all aircraft types. The move comes amid escalating global energy prices driven by geopolitical tensions, which have significantly increased aviation fuel costs. Indonesia’s Energy and Mineral Resources Minister Bahlil Lahadalia noted that domestic jet fuel pricing follows international market mechanisms, with state energy firm Pertamina adjusting rates in line with global trends. Rammohan Naidu said. The minister made the remarks while addressing an aviation industry gathering, where he outlined the government’s strategy to transform India into a competitive global MRO destination and curb the country’s heavy reliance on overseas maintenance facilities. At present, nearly nine out of ten Indian-registered aircraft are maintained abroad, primarily due to cost disadvantages and regulatory complexities. This has resulted in substantial foreign exchange outflows, estimated by industry bodies at over $1.5 billion annually. Officials believe that strengthening domestic MRO capacity can reverse this trend while improving operational efficiency for Indian airlines. Naidu said the government has undertaken a series of policy measures to improve the sector’s viability, most notably the reduction of Goods and Services Tax (GST) on MRO services from 18 per cent to 5 per cent, placing India on a more level footing with established MRO hubs in Southeast Asia and the Middle East. “These reforms are intended to create a stable, predictable and investor-friendly environment,” the minister said, adding that lower taxation and streamlined compliance procedures have already begun to attract international players. The inauguration of new facilities, including Safran Aircraft Engine Services India, has been cited by the ministry as a key milestone in building a strong MRO ecosystem. The Safran facility is expected to support next-generation aircraft engines and contribute to skill development, technology transfer and local employment. India’s commercial aviation sector continues to expand rapidly. The country is currently the third-largest domestic aviation market globally, and its fleet size is expected to grow sharply over the next decade. Industry projections suggest that Indian airlines could be operating more than 1,500 aircraft by the early 2030s, significantly increasing demand for routine maintenance, heavy checks and engine overhauls. Government officials say a robust MRO sector will help airlines reduce aircraft downtime, lower operating costs and improve fleet availability. The sector is also expected to generate high-skilled jobs in engineering, tooling, quality assurance and aviation safety, while supporting allied industries such as component manufacturing and logistics. Naidu reiterated that developing domestic MRO capabilities aligns with the government’s broader “Make in India” and Atmanirbhar Bharat initiatives. By retaining maintenance work within the country, India aims to strengthen its position across the global aviation value chain and reduce long-term dependence on foreign service providers. The airline said it was “considering its options” and warned passengers not to travel to airports unless they had made alternative arrangements. The sudden halt ended more than two decades of operations for the airline that connected Guernsey and Jersey with airports across the UK and parts of Europe. Blue Islands whose fleet consisted of ATR 72 turboprops grounded its aircraft as staff and passengers learned of the closure late on Friday. In its media statement the carrier said it regretted the disruption and advised customers with bookings to contact their booking agent or payment provider for refunds and further guidance. The airline also referred passengers with codeshare bookings to the partner carrier named on their ticket. Local authorities in the Channel Islands said they were urgently assessing the fallout for passengers and staff. The collapse said Blue Islands’ decision followed unsuccessful attempts to secure a last-minute financial lifeline. Reports indicate the Government of Jersey had been unable to provide further support, leaving the airline with no viable option but to suspend operations. Regional operators moved quickly to plug gaps left by Blue Islands. Loganair announced it would operate flights on several former Blue Islands routes and offer special “rescue fares” to help stranded travellers, with services planned between Jersey, Guernsey and key UK airports from as early as the weekend following the suspension. Aurigny and other operators also confirmed they were coordinating to provide additional capacity where possible. Passengers affected by cancellations were advised by the airline and local broadcasters not to travel to airports unless they had confirmed onward travel. Those seeking refunds were told to contact the company they booked through or their card issuer. Industry guidance also suggested passengers on package holidays contact their tour operator. Blue Islands’ collapse comes amid a turbulent period for small regional carriers in the UK market, following other recent failures that have reduced seat capacity on short-haul and island routes. Analysts say a combination of rising operating costs, labour pressures and thin margins for short regional sectors has left several carriers exposed. The immediate priorities for governments and airports will be to restore reliable services for island communities and to manage the economic and employment impact.
