New Delhi, India: In a new circular dated November 20, the DGCA has ordered stricter measures to address pilot fatigue, signalling a shift in the regulator’s approach from mere duty-hour limits to systemic fatigue-risk management. The DGCA initiated this crackdown after an audit of all scheduled airlines found that many operators were uncertain about the scope and content of “annual fatigue training.” Officials noted that fatigue-reports from crew members had not been reaching DGCA for several months, especially following the implementation of the first phase of revised duty and rest norms on July 1, 2025. Under the broader regulatory overhaul of 2025, the DGCA had already increased the minimum weekly rest period for pilots from 36 to 48 hours and set stricter limits on night duty, night-landing frequency and consecutive night flights. Still, regulators found that merely limiting duty-hours was not enough fatigue risk persisted when scheduling, rostering and crew-management systems failed to account for real-world operational stresses. The new circular aims to close that gap. The new measures mean that airlines must now build internal processes, not just comply with hours-based restrictions. Mandatory training for schedulers/dispatchers, a fatigue-reporting system, and a review committee these steps aim to ensure safety proactively, rather than reactive incident-based enforcement. For flight-crew, this may encourage a culture of openness about fatigue; the quarterly reporting system and independent review could reduce pressure on pilots to “tough it out.” For airlines, compliance will demand more than roster-planning operators will need to implement fatigue-awareness training, document reporting and follow-up, and coordinate across departments (scheduling, operations, HR). The November 25 circular builds on changes introduced earlier in 2025. In February, DGCA told the court that a revised framework for flight duty time limitation (FDTL) would be phased in from July 1, with full implementation by November 1. Under that framework: weekly rest was raised to 48 hours, night-duty definitions were revised, and caps placed on night landings and consecutive night flights. Simultaneously, DGCA released a draft “Fatigue Risk Management System” (FRMS), offering airlines a performance-based alternative to prescriptive duty-hour limits if operators can demonstrate through data that fatigue risk remains low. However, the regulator clarified that adoption of FRMS would remain optional; airlines may choose to continue under the standard duty-hour/rest rules.

According to a regulatory filing by InterGlobe Aviation, the parent company of IndiGo, the Directorate General of Civil Aviation (DGCA) found the airline in breach of rules after it implemented a Standard Instrument Departure (SID) and Instrument Flight Procedure (IFP) that had been internally formulated by the company rather than issued by the Airport Authority of India (AAI), the only authorised body to publish such procedures. The DGCA stated that the airline’s actions violated Rule 133A of the Aircraft Rules, 1937, along with provisions of Civil Aviation Requirement (CAR) Section 9, Series C, Part I, specifically paragraphs 2.2 and 2.34, which mandate strict adherence to officially promulgated instrument procedures. InterGlobe confirmed that the communication from the DGCA was received on 17 November 2025. In its exchange filing, the company noted that the penalty would have “no material impact” on its operations or financial position. The latest tragedy claimed the lives of 26-year-old Indian trainee pilot Mayank Prajapati and 35-year-old South African pilot Martin Brown, reigniting serious concerns over safety standards, oversight, and accountability in the country’s flight-training industry. Both pilots were enrolled at Aviation Junction Flying School, based in Secunda, Mpumalanga. On 15 October 2025, they were flying separate Sling 2 training aircraft belonging to the flying school, Mayank Prajapati was flying ZU-PBD, while Martin Brown was operating ZU-PBC. He had earned his fixed-wing pilot licence around 18 months earlier through Aviation Junction Flying School. Both aircraft reportedly took off around the same time for routine training operations. Soon after departure, the two aircraft encountered poor weather, including heavy mist, drizzle, and low visibility, resulting in loss of radio and radar contact. Search and rescue teams later discovered the wreckage in separate areas of the KwaZulu-Natal Midlands, Brown’s ZU-PBC was found near Nottingham Road, while Prajapati’s ZU-PBD crashed closer to Pietermaritzburg. Brown’s body was recovered the following day, and Prajapati’s remains were transported to Pietermaritzburg Hospital for post-mortem formalities. The twin crashes have intensified calls for stronger oversight and safety reforms within South Africa’s flight-training industry. A family member of Mayank Prajapati speaking exclusively to Aviation Today, alleged that the accident resulted from air-traffic control (ATC) failures and unsafe training decisions. “The visibility that day was extremely poor, yet students were cleared to fly. A light aircraft en route to Wonderboom Airport lost contact and later was found crashed east of Pretoria (Cullinan). Authorities reported the deaths of the flight instructor and the trainee; initial accounts placed the aircraft on a routine general-aviation flight before the accident. February 2024 – Westonaria, Gauteng Province A Cessna 172K registered ZS-FJU operated by Sun Quest Trading under Part 141 training operations crashed during a training flight. Two occupants were killed, flight instructor and student pilot. While investigations into many of these crashes remain ongoing, aviation-safety experts say the pattern is alarming recurring training flights, small aircraft, and adverse-weather decisions. The regulator also highlighted discrepancies in the alignment of Akasa Air’s Safety Management System (SMS) manual with departmental manuals governing flight operations and engineering. In addition, not all employees had completed mandatory fatigue management training, which forms a critical component of the DGCA’s flight safety oversight framework. Akasa Air, a Mumbai-based Indian airline that launched commercial operations in August 2022. It was founded by Vinay Dube and Aditya Ghosh, with substantial backing from renowned investor Rakesh Jhunjhunwala. The airline began operations on August 7, 2022, with its first flight between Mumbai and Ahmedabad, using a Boeing 737 MAX 8 aircraft. The latest regulatory scrutiny comes as the airline continues its network expansion across domestic routes and prepares for future international growth. New Delhi, India: The Ministry of Civil Aviation (MoCA) is set to convene a comprehensive review meeting with India’s flying training organisations (FTOs) after the DGCA had announced on July 9 the launch of a bi-annual ranking system for flying training organisations nationwide, effective by 1 October 2025 and then the Directorate General of Civil Aviation (DGCA) released its first-ever ranking report, revealing that none of the country’s training academies met the top performance standards. According to the DGCA’s assessment, covering the period from September 1, 2024, to August 31, 2025, none of the 35 evaluated flying schools achieved an “A+” or “A” grade. The rankings placed 13 FTOs in the ‘B’ category and 22 in ‘C’, indicating widespread gaps in operational efficiency, safety practices, and training quality. The grading framework classified institutions based on their overall performance: A+ (85% and above) A (70–84.99%) B (50–69.99%) C (below 50%) A senior ministry official said the upcoming review will focus on identifying systemic shortcomings and developing corrective measures. “The objective is to improve training quality and ensure that India’s flying schools meet international standards in safety, efficiency, and student outcomes,” the official stated. FTOs placed in the “C” category have been directed to undertake self-assessment exercises and submit improvement plans to the DGCA within a stipulated timeframe. The aviation regulator is expected to monitor compliance closely and provide targeted support to address performance deficiencies. Civil Aviation Minister K. Rammohan Naidu has emphasised that the ranking initiative aims to promote transparency and accountability within the pilot training ecosystem.
