A new IATA-Emerton study found that 648 Pratt & Whitney GTF-powered aircraft, about 28% of the global fleet, were grounded at the peak of the crisis in March 2025. The organization expects maintenance pressures to increase as deliveries of LEAP and GTF engines continue to rise. To address the issue, IATA is calling for faster repair approvals, greater spare parts availability, expanded MRO capacity and increased access for independent maintenance providers to strengthen supply chain resilience and reduce operational disruptions. Madrid, Spain: The International Air Transport Association (IATA) has warned that growing bottlenecks in the maintenance, repair and overhaul (MRO) of next-generation aircraft engines are placing increasing pressure on airlines worldwide, urging immediate industry-wide action to prevent further disruption as global fleets continue to expand. The warning accompanies a new study released by IATA in partnership with consulting firm Emerton, titled Single Aisle Aircraft Engines MRO: Strategic Levers to Address Supply Chain Challenges. The report examines the mounting challenges affecting the maintenance ecosystem for the latest-generation single-aisle aircraft engines, particularly CFM International's LEAP engine family and Pratt & Whitney's Geared Turbofan (GTF) engines. According to the study, a combination of engine durability concerns, shortages of spare parts, limited availability of spare engines and restricted access to the aftermarket repair sector has significantly disrupted airline operations. The resulting pressures have reduced engine time on wing, increased demand for engine shop visits and complicated maintenance planning for carriers across the globe. The report highlights the scale of the challenge by pointing to the Pratt & Whitney GTF fleet, where the number of grounded aircraft reached a peak in March 2025. At that time, 648 GTF-powered aircraft equivalent to approximately 28% of the global GTF fleet were out of service while awaiting maintenance slots, replacement engines or critical spare parts. Airlines affected by the disruptions were forced to modify fleet strategies by retaining older aircraft longer than planned, extending existing lease agreements, securing additional leased aircraft and adjusting operational capacity. IATA cautioned that the problem is likely to intensify over the coming decade as airlines continue to take delivery of large numbers of fuel-efficient narrowbody aircraft. In 2024 alone, manufacturers delivered approximately 2,000 single-aisle engines, including around 800 GTF engines and 1,200 LEAP engines. Between 2030 and 2040, annual deliveries are expected to remain at roughly 3,700 engines per year, consisting of approximately 1,200 GTF engines and 2,500 LEAP engines annually. As these fleets grow, engine maintenance requirements are expected to increase dramatically. The study forecasts annual LEAP engine shop visits will rise from roughly 600–800 visits in 2025 to more than 5,000 by 2040. For Pratt & Whitney's GTF engines, annual shop visits are projected to increase from approximately 1,000 in 2025 to over 2,000 by 2040. Commenting on the findings, Willie Walsh, IATA's Director General, said current MRO constraints are already affecting airline operations and warned that the situation will worsen without significant structural changes. While engine manufacturers are investing in additional maintenance capacity, Walsh stressed that capacity expansion alone will not solve the problem. Instead, airlines require improved access to spare parts, a wider range of approved repair solutions, fair access to maintenance capacity and greater competition within the aftermarket sector. To address the crisis, the study identifies several strategic actions that stakeholders across the aviation value chain can implement. One recommendation focuses on increasing the availability of engine components. The report calls for accelerated development and regulatory approval of repair solutions that can reduce component scrappage rates. It also advocates expanding licensed production of critical parts and increasing access to used serviceable material recovered from engine teardowns. Another priority is improving access to the MRO market by removing barriers that limit participation by independent maintenance providers. IATA argues that third-party MRO companies should have fair access to parts, repair information and specialized tooling needed to expand maintenance capacity. The association pointed to its agreement with CFM International, originally signed in 2018 and renewed in January 2026, as an example of a framework that supports customer choice, regulator-approved non-OEM parts and repairs, and equitable access for independent MRO providers. The report also urges airlines and lessors to incorporate long-term spare parts access provisions into future aircraft and engine acquisition agreements. Such arrangements would help provide predictable pricing and ensure that operators can transfer access rights to their preferred maintenance providers, including independent MRO organizations. In addition, IATA is calling on original equipment manufacturers across the engine, airframe and component sectors to adopt transparent and competitive aftermarket practices. These measures would support customer choice and facilitate the use of regulator-approved alternative parts and repair solutions. The association emphasized that solving the problem will require coordinated action from airlines, aircraft manufacturers, engine manufacturers, lessors and maintenance providers. According to IATA, improving parts availability, expanding repair options and aligning maintenance capacity more closely with airline operational requirements are essential to strengthening supply chain resilience. Walsh noted that addressing today's disruptions remains the industry's immediate priority but argued that long-term resilience will depend on creating a more transparent, competitive and collaborative aftermarket environment. He said the relationship between aircraft manufacturers and engine manufacturers must evolve to better support operational resilience throughout an aircraft's lifecycle, ultimately helping airlines return engines to service more quickly and reducing avoidable operational disruptions. The findings were released during IATA's inaugural World Maintenance and Engineering Symposium in Madrid, where the organization has been highlighting broader aviation supply chain challenges facing the global industry.

Ottawa, Canada: More than four decades after the bombing of Air India Flight 182 killed 329 people in one of the world's deadliest aviation terror attacks, Canada's domestic intelligence agency has, for the first time, publicly identified Canada-based Khalistani extremists as the perpetrators, marking a significant shift in the country's official narrative surrounding the tragedy. The Canadian Security Intelligence Service (CSIS) made the statement while commemorating the 41st anniversary of the June 23, 1985 bombing, describing the attack as Canada's deadliest act of terrorism and a defining event in the country's national security history. "On June 23, 1985, a bomb planted by Canada-based Khalistani extremists destroyed Air India Flight 182, killing all 329 people on board, most of them Canadians," CSIS said in its public statement. The acknowledgment is being viewed as a historic development because previous Canadian government statements had generally referred to the bombing as a terrorist attack without explicitly identifying the perpetrators as Canada-based Khalistani extremists. The latest wording aligns with India's long-standing position that extremist groups operating from Canadian soil were responsible for the attack. The timing of the announcement has drawn widespread attention amid renewed discussions over violent extremism, national security, and Canada-India relations. For decades, India has maintained that Khalistani extremists based in Canada planned and executed the bombing. The latest CSIS statement represents the first official public acknowledgment by Canada's intelligence agency using that specific terminology, a move analysts say carries diplomatic as well as historical significance. The statement was released during annual memorial events honouring the victims of Flight 182, whose destruction remains Canada's worst terrorist attack. Air India Flight 182, a Boeing 747 named Emperor Kanishka, departed Toronto on June 22, 1985, before continuing from Montreal toward London as part of its scheduled service to Delhi and Mumbai. At approximately 7:14 a.m. local time on June 23, while cruising over the Atlantic Ocean southwest of Ireland, a suitcase bomb hidden in checked baggage detonated inside the aircraft's forward cargo hold. The explosion caused the aircraft to break apart in mid-air before crashing into the Atlantic, killing all 329 people on board, including 307 passengers and 22 crew members. Among those killed were 268 Canadian citizens, 27 British nationals and 24 Indian citizens, along with passengers from several other countries. The bombing remains Air India's deadliest accident and was the world's deadliest act of aviation terrorism until the September 11 attacks in the United States. Investigators later determined that Flight 182 was one part of a coordinated bombing plot. A second suitcase bomb, intended for another Air India aircraft, exploded prematurely at Narita International Airport near Tokyo while baggage was being transferred to Air India Flight 301. The blast killed two Japanese baggage handlers. Authorities later concluded that both explosions were part of the same coordinated operation originating from Canada. Canadian investigators concluded that the conspiracy was orchestrated by extremists linked to the banned Khalistani militant organization Babbar Khalsa. Talwinder Singh Parmar was identified by investigators as one of the principal architects of the plot. Only one individual, Inderjit Singh Reyat, was ultimately convicted in connection with the bombings. Reyat admitted to building the explosives used in the attacks and later received an additional conviction for perjury after providing false testimony during the Air India trial. Two other accused men were acquitted after courts ruled that prosecutors had failed to prove the charges beyond a reasonable doubt. The investigation also exposed significant shortcomings within Canada's intelligence and law enforcement agencies. One of the most controversial revelations involved CSIS's destruction of surveillance recordings. Before the bombing, CSIS had placed several suspects under electronic surveillance. However, investigators later discovered that 156 of the agency's 210 intercepted wiretap recordings had been erased under routine evidence-retention procedures, even after the bombing had occurred and several monitored individuals had become primary suspects. Justice Ian Josephson later described the handling of the evidence as "unacceptable negligence," while RCMP documents suggested the recordings could have strengthened criminal prosecutions had they been preserved. However, poor coordination between CSIS and the Royal Canadian Mounted Police (RCMP), along with shortcomings in aviation security, prevented authorities from disrupting the plot. Authorities later identified the victims as Randy J. Peterson, 64, of Sonoma, California, who was piloting the aircraft, and Eric Wayne Houston, 50, also of Sonoma, who was traveling as a passenger. The Franklin County Coroner confirmed both men died at the scene. According to accounts provided to local media, the pilot appeared to be attempting to fly beneath the transmission lines crossing the river when the aircraft struck one of the lower power cables. The impact severed the transmission line, causing extensive power outages across the Tri-Cities region. Benton Public Utility District reported that more than 11,000 customers lost electricity. The power outage extended south of the Columbia River from Highway 395 west toward Leslie Road and affected almost 20% of the public utility district’s customers. Franklin PUD also reported a power outage to about 1,800 customers in Pasco north of the Columbia River to Interstate 182. The downed power line also ignited a brush fire near Riverview Park and the Pasco Youth Baseball Complex. Firefighters quickly contained the blaze before it could spread further. Multiple emergency agencies responded immediately to the crash, including the Pasco Fire Department, Pasco Police Department, Franklin County Sheriff's Office, Benton County Sheriff's Office, Columbia Basin Dive Rescue, the U.S. Coast Guard, Washington State Patrol, and utility crews from Benton PUD and Franklin PUD. Several witnesses reportedly entered the river in an attempt to rescue the occupants before emergency crews arrived. However, the aircraft had overturned and both occupants were trapped inside. Rescue personnel later recovered the victims from the submerged aircraft. The floatplane remained partially afloat before drifting downstream, where responders secured it using rescue boats. A crane was later used to lift the wreckage from the Columbia River for investigators. The Washington Department of Ecology also responded to monitor the river for any fuel spill. Officials later determined there was no significant environmental impact, stating that only a small amount of fuel had escaped and quickly dissipated. The National Transportation Safety Board (NTSB) has launched an investigation into the accident, with assistance from the Federal Aviation Administration (FAA) and local law enforcement. Investigators are expected to examine the aircraft's maintenance history, pilot qualifications, weather conditions, flight path, and the circumstances that led to the collision with the transmission line. The Franklin County Sheriff's Office is coordinating the local investigation while federal authorities determine the probable cause of the crash. Publicly available Federal Aviation Administration registration records indicate the float-equipped aircraft was registered in Sonoma, California. However, authorities have not officially identified the registered owner, and investigators have not released additional ownership details. Emergency responders stated that numerous agencies worked together to secure the crash site, recover the victims, restore power, extinguish the brush fire, and ensure public safety throughout the incident. The NTSB said it is investigating the circumstances surrounding the crash and will release additional information as the investigation progresses. A preliminary report is expected in the coming weeks, while the final report may take several months. The cause of the accident remains under investigation.
