The regulator found that the airline had used unqualified flight simulators to train pilots operating flights to Category C aerodromes, which are considered challenging due to terrain and approach conditions. According to the filing, the alleged non-compliance relates to the airline’s “failure to use qualified simulators for pilot training at Category C aerodromes.” These airports include Calicut, Mangaluru, Srinagar, Port Blair, Leh, Aizawl, Shimla, and international locations such as Kabul and Kathmandu. Aviation experts said that Category C airports require pilots to undergo specific simulator training replicating the topography and terrain of those airfields. “A qualified simulator must realistically depict the local geography, altitude, and approach pattern. Using a generic simulator can affect pilot readiness for critical airports like Leh or Calicut,” said Captain Anil S. Rao, President of the All India Pilots Association, in comments to The New Indian Express. In its statement, IndiGo said the fine would have no material impact on its operations and that it would contest the DGCA order before the appropriate appellate authority. “We remain committed to maintaining the highest training standards and operational safety,” the airline said. Bengaluru, India: India has taken a significant step forward in its indigenous fighter jet programme after state-run Hindustan Aeronautics Limited (HAL) and GE Aerospace concluded a critical technical agreement for the co-production of F414 jet engines, paving the way for a final commercial contract expected later this year. The development marks a major milestone in India’s defence manufacturing ambitions, as the F414 engine is slated to power three key indigenous combat aircraft the Tejas Mk2, the Twin Engine Deck-Based Fighter (TEDBF), and the initial variant of the Advanced Medium Combat Aircraft (AMCA). HAL and GE Aerospace have finalised the technical aspects of the agreement, including complex negotiations around technology transfer widely regarded as the most challenging phase of the deal. With this stage completed, both sides have moved into commercial negotiations, which are expected to take additional time due to rising global component costs and pricing complexities. Officials indicate that the final contract could be signed within the current financial year, marking the culmination of negotiations that have been underway for nearly three years. A central feature of the agreement is the transfer of approximately 80% of manufacturing technology from GE Aerospace to HAL, one of the most substantial technology transfer arrangements ever secured by India in the aerospace sector. The deal will enable India to manufacture advanced fighter jet engines domestically, significantly reducing dependence on imports and strengthening long-term self-reliance in critical defence technologies. Tejas Mk2 The F414 engine will power the Tejas Mk2, a more advanced and heavier variant of the Light Combat Aircraft designed to replace ageing fleets and enhance the IAF’s combat capability. TEDBF (Naval Fighter) The Twin Engine Deck-Based Fighter, intended for aircraft carrier operations, will rely on dual F414 engines for enhanced thrust and maritime capability. AMCA (5th-Generation Fighter) The initial version of India’s fifth-generation stealth fighter, AMCA Mk1, is also expected to use the F414 engine before transitioning to a more powerful indigenous or co-developed engine in later variants. The agreement is expected to play a key role in: Boosting indigenous defence manufacturing under the “Make in India” initiative Strengthening India–US defence cooperation, particularly in high-end aerospace technologies Addressing the Indian Air Force’s declining squadron strength, a major operational concern Enabling future fighter programmes without dependence on foreign engine supplies Experts note that local production of such high-performance engines represents a critical capability gap that India has long sought to bridge. The HAL–GE engine collaboration traces back to a Memorandum of Understanding signed in June 2023, during Prime Minister Narendra Modi’s visit to the United States. Since then, negotiations have focused heavily on securing deep technology transfer, with India insisting on a minimum threshold of around 80% for the deal to proceed. Following the conclusion of technical discussions in April 2026, the programme has now entered its final phase before contract signing. Once finalised, the agreement will not only power multiple indigenous fighter programmes but also mark a decisive shift towards domestic production of advanced jet engines, a capability currently limited to a handful of countries worldwide.

Preliminary reports indicate that the aircraft lost control after touchdown and overran the runway, eventually coming to rest in nearby vegetation or bushes beyond the paved surface of the airstrip. Images circulating from the scene show the aircraft partially embedded in bushy terrain, with its fuselage extending off the runway area. The assessment, introduced under the leadership of Union Civil Aviation Minister Shri Ram Mohan Naidu in October 2025, is aimed at strengthening transparency, improving safety standards, and encouraging healthy competition across the aviation training ecosystem. The Directorate General of Civil Aviation (DGCA) has issued its bi-annual ranking of Flying Training Organizations for April 2026, marking the second evaluation since the framework was implemented in late 2025. The latest assessment reflects a major reshuffle across India’s pilot training ecosystem, with visible improvements among several institutes alongside a decline in performance for others. First Entry into Category ‘A’ Sets New Benchmark For the first time since the ranking system was introduced, an FTO has entered the top performance bracket. Avyanna Aviation Pvt. Ltd has been placed in Category ‘A’, scoring between 70% and 85%. The institute was not included in the 2025 rankings due to its incomplete 18-month operational requirement. Its entry at the highest tier establishes a new benchmark for safety, compliance, and operational efficiency in the country’s flight training sector. Strong Recovery: Multiple Institutes Climb from Category ‘C’ A key highlight of the 2026 rankings is the notable recovery of several institutes that were earlier placed in Category ‘C’ (below 50%) in 2025. Eleven FTOs have moved up to Category ‘B’ (50%–70%), indicating measurable improvement in training delivery, safety compliance, and operational consistency. Among the major improvers are the Indira Gandhi Rashtriya Uran Akademi (IGRUA), the Bombay Flying Club, and several private academies including Academy of Carver Aviation, Flytech Aviation Academy, Garg Aviation Ltd, Chetak Aviation, Dunes Aviation Academy, Ekvi Air Training Organization, Alchemist Aviation, Ambition Flying Club, and Gujarat Flying Club. The improvements align with the broader policy direction of “Train in India, Fly in India,” which, according to Minister Ram Mohan Naidu, was conceptualized through direct engagement with aspiring cadets and their families. He stated that the framework was designed “to institutionalize a system that brings clarity and conviction to their decision-making.” The Minister further noted that the initiative has already improved flying training efficiency, with average flying hours increasing from 32% to 50%, while also reducing the time required for cadets to obtain their Commercial Pilot License (CPL). The Downturn: Leading Schools Slip to Category ‘C’ The latest evaluation also highlighted a decline in performance for several established institutions. Seven FTOs previously in Category ‘B’ have slipped to Category ‘C’, indicating deterioration in key operational and safety parameters. These include the Haryana Institute of Civil Aviation, Rajiv Gandhi Academy for Aviation Technology, Nagpur Flying Club, Banasthali Vidyapith Gliding & Flying Club, Bihar Flying Institute, Patiala Aviation Club, and SVKM NMIMS Academy of Aviation. DGCA has directed these institutes to undertake formal self-assessment and corrective measures to address deficiencies. Exclusions and Regulatory Strictness The DGCA maintained strict eligibility criteria for the April 2026 rankings, excluding six organizations due to regulatory and operational conditions. Four institutes were excluded under the mandatory 18-month operational rule: Vision Flying Training Institute, Aviation Connectivity Infrastructure Developers Pvt. Ltd, Jharkhand Flying Institute, and ARCA Global. Additionally, the Government Flying Training School was excluded due to invalid FTO approval status as of February 28, 2026. Falcon Aviation Academy, previously in Category ‘C’ in 2025, was removed entirely from the list after being declared non-operational since February 2023. Framework Based on Safety and Performance Metrics The DGCA ranking framework is built on a weighted evaluation system designed to prioritize safety, efficiency, and student outcomes. Operational parameters carry 40% weight, followed by safety at 20%, performance at 20%, compliance at 10%, and student assistance at 10%. Safety assessments include accident and incident tracking, while performance is measured through the average time taken to complete 175 flying hours. Compliance checks include regulatory adherence and safety violations, while student assistance evaluates grievance redressal mechanisms and placement support. Minister Naidu also highlighted the broader aviation outlook, estimating a requirement of nearly 30,000 additional pilots over the next decade. This demand is driven by India’s expanding aviation sector, supported by the Prime Minister’s vision for regional connectivity and the modified UDAN scheme with a ₹29,000 crore allocation. He further stated that India’s aviation landscape is poised for rapid expansion, with plans for 50 additional airports and the induction of around 500 new aircraft by Indian carriers in the next five years. To streamline pilot training, DGCA has also digitized CPL examinations and introduced a single-window clearance system for CPL and RTR licensing under the Bharatiya Vayuyan Adhiniyam.

India’s 2026 FTO Rankings Mark First Category A Entry; 11 Improve, 7 Decline

Yangon, Myanmar: A Myanmar National Airlines (MNA) ATR 72-600 aircraft was involved in a ground collision at Yangon International Airport after suffering a brake system failure while taxiing, according to multiple media reports and initial findings. The incident occurred during routine ground movement when the turboprop aircraft reportedly lost braking capability, causing it to accelerate uncontrollably along the taxiway. Unable to slow down, the aircraft collided with the tail section of a stationary Myanmar Airways International (MAI) Airbus A319 parked on the apron. Following the initial impact, the ATR 72 veered off its path, spun, and subsequently struck ground support equipment, including a baggage cart, before coming to a stop within airport premises. The ATR 72-600 sustained damage to its nose/front section, while the parked Airbus A319 was struck on its tail section during the collision. Both aircraft sustained structural damage, and ground equipment was also affected. However, authorities confirmed that no injuries were reported among passengers, crew, or airport personnel, and no fire or major destruction occurred. Airport authorities have launched an investigation to determine the exact cause of the brake system malfunction and to evaluate whether any maintenance, operational, or procedural lapses contributed to the incident. Initial reports indicated that airport operations continued with minimal disruption, with damaged aircraft expected to be assessed and removed following the incident.
