Baku, Azerbaijan: A scheduled FlyDubai Boeing 737 flight operating from Dubai, United Arab Emirates, to Kazan, Russia made a forced diversion and emergency landing at Heydar Aliyev International Airport in Baku, Azerbaijan, early on Tuesday, aviation officials confirmed. The aircraft, operating as FlyDubai Flight FZ973, departed Dubai International Airport late on Monday and was en route to Kazan when the captain reported a technical issue and requested an immediate diversion to Baku at approximately 00:04 local time (midnight). The Boeing 737 touched down safely under normal operating procedures, according to airport press statements. Airport emergency and ground handling services were deployed promptly, and all protocols were carried out in full compliance with international aviation safety standards, the press office said. At this stage, there have been no reports of injuries to passengers or crew. According to flight tracking data, the scheduled arrival time in Kazan was around 01:11 local time, but the flight status is now listed as diverted. FlyDubai has not yet released a detailed statement on the exact nature of the technical fault, and no further information has been published by the airline as of this report. Standard aviation procedure following a diversion for technical reasons is to conduct thorough inspections on the aircraft before it is cleared to continue its journey. Heydar Aliyev International Airport remains fully operational and continues to support international flights, including emergency and diversionary landings, by ensuring readiness of safety and ground services.

New Delhi, India: India’s aviation regulator, the Directorate General of Civil Aviation (DGCA), is facing strong resistance from pilot unions after it approved a rule extending the maximum flight duty period for Boeing 787 crews by half an hour a move pilots warn could heighten fatigue and compromise flight safety. Under the revised guidelines, the DGCA has increased the permissible flight time for two-pilot operations on Boeing 787 aircraft from 10 hours to 10 hours 30 minutes, and the overall Flight Duty Period (FDP) from 13 hours to 14 hours. The amendment, issued late last week, comes just months before the regulator’s new fatigue management norms under Civil Aviation Requirement (CAR) 2024 are scheduled to take effect. Pilot associations, including the Airline Pilots’ Association of India (ALPA-India) and the Federation of Indian Pilots (FIP), have urged the DGCA to immediately withdraw the extension, calling it “a dangerous precedent that undermines scientific fatigue management.” “This change ignores well-documented evidence linking fatigue with reduced alertness and safety margins, especially during long-haul night operations,” ALPA-India said in a statement. “The Boeing 787’s in-flight rest facilities are already inadequate due to seat recline restrictions, and any increase in flight duty time will directly affect pilot alertness.” The union referred to an FAA airworthiness directive that restricted the reclining function of cockpit rest seats on Boeing 787s, limiting proper rest opportunities for pilots during cruise segments. The Federation of Indian Pilots separately warned that any delay in implementing the full CAR 2024 fatigue norms which had been promised in court could amount to contempt of court. The federation said the DGCA had earlier assured the Bombay High Court that it would enforce the revised duty-time limitations to align with international best practices. As the implementation date for CAR 2024 nears, pilot groups insist that fatigue management should remain rooted in science not scheduling convenience. “Adding half an hour to an already stretched limit is not operational flexibility; it’s operational fatigue,” one senior wide-body pilot told. A DGCA official maintained that the amendment was based on operational data and “falls within safe international norms.” The regulator also reiterated that the upcoming CAR 2024 norms would introduce a Fatigue Risk Management System (FRMS) to supplement prescriptive duty limits with data-driven fatigue monitoring.

New Delhi, India: The Directorate General of Civil Aviation (DGCA) has directed Air India to carry out a comprehensive inspection of the Ram Air Turbine (RAT) systems across its entire fleet of Boeing 787 Dreamliners. This action comes after an incident in which the RAT deployed automatically on one of the airline’s aircraft during landing in Birmingham, UK. Boeing has also requested that other 787 operators report any similar occurrences worldwide. The DGCA has specifically instructed Air India to verify the stowage integrity of the RAT in all aircraft where the Power Conditioning Module (PCM) was recently replaced. The Ram Air Turbine serves as an emergency backup system, providing hydraulic and electrical power if the aircraft’s main engines fail. It operates by using the aircraft’s forward motion to spin a small turbine that extends from the fuselage underside. This ensures critical flight control systems and avionics remain operational during emergencies, such as dual-engine failures or complete electrical system loss. Notably, the RAT deployed during the June 2025 crash of Air India flight AI171 after a dual-engine flameout at Ahmedabad, resulting in the loss of 260 lives. The recent directive stems from an October 4, 2025, incident involving Air India flight AI117, flying from Amritsar (ATQ) to Birmingham (BHX), where the RAT deployed automatically at around 500 feet during descent. The aircraft landed safely, with all electrical and hydraulic systems reportedly functioning normally. According to the DGCA advisory, “Air India has been advised to review the work package of ‘D’ Check for the actions required in view of the change of PCM module, for any discrepancies.” The regulator noted that the RAT is rarely activated during routine operations and is typically reserved for critical failures, making any uncommanded deployment a serious concern. Air India confirmed that despite the unexpected RAT deployment, all onboard systems were stable throughout the flight. Following the incident, the Federation of Indian Pilots (FIP) requested the DGCA to inspect the electrical systems on all Boeing 787s operating in India. In a letter, FIP President GS Randhawa highlighted that the Aircraft Health Monitoring (AHM) system had detected a fault in the Bus Power Control Unit (BPCU), which could have triggered the RAT deployment. The BPCU is essential for managing electrical power distribution, and any malfunction may activate backup systems. FIP emphasized that this incident points to potential systemic electrical vulnerabilities in the Boeing 787 and called for thorough inspections of all aircraft in the country. Civil Aviation Minister Ram Mohan Naidu stated, “The DGCA is already on the job. Once we have more details, we will coordinate with the relevant stakeholders to ensure preventive measures are implemented and such incidents are avoided in the future.” The DGCA has extended its review beyond Air India, requesting Boeing to provide a detailed report on preventive measures and to share information on similar uncommanded RAT deployments globally in recent years.
