Rishikesh, India: India’s emerging seaplane operator SkyHop Aviation has successfully completed a key test flight at the Ganga Barrage in Rishikesh, marking a significant step toward launching the country’s first private commercial seaplane services. The trial, conducted earlier this week, involved a De Havilland Canada DHC-6 Twin Otter fitted with amphibious floats, enabling it to take off from and land on water. The aircraft executed multiple water operations during the demonstration, validating its performance in riverine conditions and underscoring the feasibility of seaplane services in India’s inland waterways. The development comes as SkyHop moves closer to operational readiness, having already secured a No-Objection Certificate (NOC) and now progressing toward obtaining an Air Operator Certificate (AOC) from the Directorate General of Civil Aviation. Regulatory clearance remains the final milestone before commercial deployment. According to company officials, the test is part of a broader plan to introduce scheduled and charter seaplane services connecting remote and underserved regions, particularly areas where conventional airport infrastructure is limited or unviable. The airline has identified island territories and coastal regions as priority markets, with initial operations expected to focus on routes linking the mainland with Lakshadweep. The Twin Otter platform, widely used in rugged and short-haul environments globally, offers seating for up to 19 passengers and is known for its short take-off and landing capabilities. Its amphibious configuration allows operations from both land runways and water bodies, making it suitable for India’s diverse geography, which includes extensive coastlines, rivers, and inland water systems. The test was a revival of India’s seaplane ambitions, which have seen limited progress despite earlier government-backed initiatives under the regional connectivity framework. If successfully scaled, seaplane operations could complement existing aviation networks by reducing travel time to remote destinations and opening new tourism corridors. However, challenges remain. Experts point to the need for clear regulatory frameworks for water aerodromes, coordination with local authorities, environmental clearances, and seasonal variability in water levels, particularly in river-based operations. Commercial viability will also depend on pricing, demand generation, and infrastructure readiness at potential destinations. Despite these hurdles, SkyHop’s successful demonstration at Rishikesh signals renewed momentum in India’s niche aviation segment. With certification processes underway, the coming months will be critical in determining whether seaplane services can transition from experimental trials to a sustainable commercial model in the country.

Jakarta, Indonesia: The Indonesian government has approved a significant increase in airline fuel surcharges, raising the cap to 38% as global oil prices continue to surge, in a move aimed at supporting airlines while maintaining affordability for passengers. Transportation Minister Dudy Purwagandhi confirmed that the decision followed consultations with domestic carriers, emphasizing that the policy seeks to balance rising operational costs with consumer purchasing power. “This decision was not taken unilaterally, but through coordination and input, particularly from the airlines,” he said during a press conference in Jakarta. The revised surcharge replaces the previous limits set under a 2023 regulation, which capped surcharges at 10% for jet aircraft and 25% for propeller aircraft. The new policy standardizes the cap at 38% across all aircraft types. The move comes amid escalating global energy prices driven by geopolitical tensions, which have significantly increased aviation fuel costs. Indonesia’s Energy and Mineral Resources Minister Bahlil Lahadalia noted that domestic jet fuel pricing follows international market mechanisms, with state energy firm Pertamina adjusting rates in line with global trends. Recent data highlights the scale of cost pressures facing airlines. According to the Indonesian National Air Carriers Association (INACA), jet fuel prices at Soekarno-Hatta International Airport rose sharply to Rp 23,551.08 per liter in April, up from Rp 13,656.51 per liter in March, marking a 72.45% increase in just one month. Compared to 2019 averages, prices have surged by nearly 295%. For international operations, fuel prices have also climbed steeply, rising by over 80% to approximately $1.34 per liter, further straining airline operating costs. Despite the increase, the government has attempted to limit the impact on passengers by ensuring that airfare hikes remain controlled. The surcharge adjustment is expected to help airlines absorb part of the cost burden while avoiding sharper increases in ticket prices, supporting the continued recovery of Indonesia’s aviation sector. Authorities also stressed that Indonesia’s aviation fuel prices remain relatively competitive compared to neighboring countries, even after recent hikes. The policy reflects a broader effort by regulators to stabilize the aviation industry amid volatile fuel markets, while safeguarding demand and maintaining accessibility for domestic travelers.

In a statement, Cathay Pacific said the diversion was conducted “in accordance with established safety procedures,” emphasizing that safety remains its top operational priority. The airline confirmed that the aircraft has been withdrawn from service pending a comprehensive technical inspection by engineering teams to determine the cause of the engine oil indication. The airline arranged alternative flights to Hong Kong, but the sudden influx of disrupted passengers placed pressure on ground handling resources at Kansai. The incident caused minor delays to another flight at Kansai International Airport due to the emergency landing. Cathay Pacific has initiated a technical investigation into the incident. Engineers will examine the affected engine system, review flight data, and determine whether the issue stemmed from a mechanical fault, sensor anomaly, or other contributing factors.

Washington, United States: The Federal Aviation Administration has proposed a civil penalty of $304,272 against Southwest Airlines over alleged violations of mandatory drug and alcohol testing regulations involving safety-sensitive personnel. According to the FAA, the airline failed to conduct required follow-up drug and alcohol testing for 11 employees, including pilots, flight attendants, and aircraft mechanics, who had previously tested positive for prohibited substances. The agency stated that these employees had tested positive for substances including marijuana, cocaine, and amphetamines, triggering strict federal requirements for return-to-duty clearance and long-term follow-up testing. However, investigators allege that Southwest allowed the affected personnel to resume safety-sensitive duties without completing the mandated follow-up testing process, a critical compliance requirement under federal aviation regulations. The FAA said the lapses occurred during multiple periods between August 2021 and July 2024, during which the employees continued performing operational roles such as flying aircraft, serving passengers, and maintaining equipment. Under U.S. aviation rules, employees who test positive must undergo a structured return-to-duty process, followed by unannounced follow-up testing for up to five years. The FAA alleges that Southwest did not fully comply with these requirements. The case highlights broader regulatory concerns around compliance oversight in safety-critical roles. FAA regulations impose strict limits, including a maximum blood alcohol level of 0.04% for pilots and mandatory waiting periods before duty, reflecting the high safety stakes in commercial aviation. Failure to enforce follow-up testing protocols undermines the system designed to ensure that employees remain fit for duty after substance-related violations. Southwest Airlines acknowledged the issue and stated that it takes its drug and alcohol testing responsibilities seriously, adding that it had already implemented enhanced procedures and stronger oversight measures more than two years ago. “We took immediate action more than two years ago to enhance our procedures and to strengthen oversight and accountability,” the airline said in a statement. The airline has been given 30 days to respond to the FAA’s enforcement notice and may choose to contest the findings or negotiate a settlement before any final penalty is imposed.
