Abuja, Nigeria: Nigeria’s domestic aviation sector has entered a fresh regulatory dispute after the Nigerian Civil Aviation Authority (NCAA) placed 11 airlines on a “No-Pay-No-Service” list over alleged unpaid statutory obligations, prompting strong denials from airline operators and raising concerns over potential operational disruptions across the country. The directive, contained in an internal NCAA memo dated May 22, 2026, instructed all directorates and regional offices of the regulator not to provide services to affected airlines without clearance from the Directorate of Finance and Accounts. The memo was signed by Olufemi Odukoya, NCAA’s Director of Finance and Accounts, and copied to the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, along with senior officials within the authority. The airlines named in the updated “No-Pay-No-Service” list are: Air Peace Ibom Air Arik Air United Nigeria Airlines Umza Air NG Eagle Max Air Caverton Helicopters Overland Airways Rano Air ValueJet According to the memo, “no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts.” The NCAA argued that the move was necessary because airlines had failed to meet outstanding financial obligations owed to the regulator. At the center of the dispute are the statutory five percent Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC), levies collected by airlines on behalf of the NCAA from passengers and cargo operators. The regulator relies heavily on these remittances to fund safety oversight, inspections, personnel obligations, economic regulation and other administrative responsibilities within Nigeria’s aviation sector. However, the Airline Operators of Nigeria (AON), representing domestic carriers, rejected the allegations and described reports suggesting airlines were indebted to the NCAA as inaccurate. According to the operators, many NCAA services are already paid for in advance under a “cash-before-service” arrangement, making the regulator’s characterization misleading. The airlines reportedly argued that the disputed amounts relate mainly to the Ticket Sales Charge collection system rather than direct service debts. Industry operators also renewed calls for reforms to Nigeria’s aviation charging structure, urging the government to amend regulations so the NCAA can collect the five percent TSC directly from passengers instead of routing collections through airlines. Carriers argue that the current system exposes them to banking charges, reconciliation complications and financial pressure amid rising operational costs. The latest dispute comes during a difficult financial period for Nigerian airlines, which continue to face mounting economic challenges driven by soaring Jet A1 fuel prices, foreign exchange shortages, high maintenance expenses, airport charges and weak profit margins. In April 2026, domestic carriers had warned of possible operational shutdowns due to escalating fuel costs and debt burdens. Following negotiations with airline operators, Nigerian President Bola Tinubu approved, in principle, a 30 percent reduction or write-off of debts owed by airlines to aviation agencies as part of broader relief measures aimed at stabilizing the sector. The ICIR reported that Tinubu approved the debt relief initiative on April 23, 2026, though implementation had not commenced as of late May. Explaining the delay, NCAA Director-General Capt. Another aviation consultant, Adeola Fadairo, defended the NCAA’s action, arguing that the Ticket Sales Charge belongs to the regulator and should not be retained by airlines to offset operational shortfalls. He described non-remittance of statutory levies as a serious breach of public trust and corporate responsibility. Meanwhile, United Nigeria Airlines confirmed it had opened discussions with the NCAA regarding the matter, while several other affected airlines had not publicly commented at the time of reporting. However, the NCAA later suspended enforcement of the “No-Pay-No-Service” directive following industry backlash and concerns that the move could disrupt airline operations, licensing processes and other regulatory services. During lineup for departure from Runway 26L, the aircraft allegedly tracked the right-hand runway edge lights rather than positioning itself on the runway centreline. As the aircraft accelerated for takeoff at approximately 9:10 pm local time after entering the runway via taxiway E7, the Boeing 737 struck multiple runway edge lights, destroying several of them during the takeoff roll. Flight crew reportedly aborted the takeoff after hearing a loud bang and receiving cockpit warnings. The aircraft sustained substantial damage during the incident. Reports stated that the nose landing gear was damaged, at least one tyre deflated, and hydraulic system leaks were observed after the rejected takeoff. Aviation sources also indicated that debris from shattered runway lights may have been ingested into the engines, potentially causing additional engine damage. The aircraft became disabled on the runway following the rejected takeoff, forcing passengers and crew to disembark directly onto the runway surface while emergency teams responded. However, authorities have not officially confirmed all operational details surrounding the evacuation sequence. The aircraft has reportedly remained grounded in Muscat since the incident while technical inspections and investigative work continue. Oman’s Air Accidents Investigation Sector (AAIS) has classified the occurrence as an “accident” rather than a minor incident, underlining the seriousness of the event. The administrator confirmed that all ongoing operations had effectively ceased while the company’s assets and future options were being evaluated. The collapse immediately affected 41 employees, many of whom are now being assisted with statutory redundancy claims. Administrators stated they are exploring possible rescue packages, restructuring options, or a potential buyout of the company should a viable investor emerge. Although Zenith Aviation operated primarily within the business aviation and executive charter sector rather than scheduled commercial passenger services, the shutdown reportedly disrupted several booked charter operations and left clients seeking alternative operators. The Airbus A321 then diverted toward Porto’s Francisco Sá Carneiro Airport, where emergency medical teams were already positioned on the runway before landing. The aircraft touched down safely at approximately 2:11 a.m. local time. Medical responders boarded the aircraft immediately after arrival and transported the affected pilot to a nearby hospital for treatment. While several passenger accounts stated that the pilot suffered a heart attack, Jet2 has not officially confirmed the exact medical condition. The airline only stated that one of the pilots became “unwell” during the flight and emphasized that “at no point was safety compromised.” Passengers were reportedly left stranded in Portugal for more than 13 hours following the emergency landing. The aircraft involved in the incident was identified as a Diamond DA-40, a single-engine, four-seater trainer aircraft bearing registration VT-PFB, which was operating from Dhanipur Airport in Aligarh when the crew reported a mid-air technical snag prompting the pilots to carry out a precautionary landing in a field near Changeyri (also reported as Changari) village under the Harduaganj police station area. Officials said the aircraft belonged to the Pioneer Flying Club, one of the pilot training organisations operating from Dhanipur Airport. The incident occurred during a scheduled training exercise on Sunday morning, with reports placing the emergency landing between approximately 9:30 am and 11 am. The instructor pilot and trainee pilot safely exited the aircraft after the landing and did not suffer injuries. Both were later taken to a district hospital for routine medical examination. Eyewitnesses said panic spread among villagers after they saw the aircraft descending suddenly towards the ground. However, the plane landed safely in the field without causing any damage or injuries. Following the incident, local police, fire brigade personnel and district administration officials rushed to the spot. City Magistrate Atul Gupta and Airport Director Satyavrat also inspected the site. Authorities said the pilots managed to bring the aircraft down safely in the agricultural field without causing casualties or significant structural damage to the aircraft. Also, in January 2022, a Cessna 172 aircraft from the same academy made an emergency landing in an agricultural field near Dhanipur airstrip during a night cross-country training session. The incident occurred on February 2, 2024, at Veer Savarkar International Airport in Port Blair, a defence-operated airport that handles both military and civilian aircraft movements. The Air India aircraft, operating flight AI788 from Port Blair to Kolkata, came into close proximity with an Indian Navy ALH Mk III helicopter during departure operations, prompting an evasive manoeuvre by the helicopter crew to avoid a potential collision. According to the AAIB final report, the Air India Airbus A319, registered VT-SCV, had departed Runway 04 after receiving clearance from Air Traffic Control, while the Navy helicopter was simultaneously conducting a training sortie in the north-east local flying area. The helicopter crew had been carrying out a localiser approach procedure when the conflict developed between the two aircraft. Investigators stated that the approach controller allowed both aircraft to operate within conflicting airspace during a critical phase of flight, leading to rapidly reducing separation between the departing Airbus and the inbound helicopter. The helicopter subsequently received a Traffic Advisory warning from its onboard collision avoidance system, alerting the crew to the developing risk. The Navy pilots immediately initiated a sharp right turn to avoid crossing the Airbus’ climb path. Following the evasive manoeuvre, the helicopter discontinued its approach and safely recovered back at base, while the Air India aircraft continued its climb and proceeded normally toward Kolkata. The AAIB classified the occurrence as a “serious incident” and launched a full investigation under India’s Aircraft (Investigation of Accidents and Incidents) Rules. In its findings, the bureau concluded that the probable cause of the incident was the “inadequate assessment of the traffic situation by the approach controller,” which resulted in reduced separation and dangerous proximity between the two aircraft. The investigation also identified communication-related concerns involving the Air India cockpit crew. According to the report, the Pilot-in-Command engaged in what investigators described as “undue conversation” with Air Traffic Control during a critical stage of flight, contributing to unnecessary radio frequency congestion. The AAIB recommended that Air India reinforce proper radio telephony discipline among its pilots. Apart from the immediate operational factors, the report highlighted broader systemic concerns regarding aviation safety coordination between civil and military authorities in India. The bureau noted that there is currently no formal framework for regular exchange of safety-related information between the AAIB, Directorate General of Civil Aviation (DGCA), Indian Navy, Indian Air Force and Indian Army, despite repeated recommendations issued after previous military aviation investigations. The report referenced earlier incidents involving aircraft VT-MPQ at Gwalior in 2021 and VT-PTE at Umari in 2023, where similar coordination gaps had already been identified. Investigators observed that several earlier safety recommendations remain pending implementation. To address the risks identified during the Port Blair incident investigation, the AAIB issued multiple safety recommendations. These include establishing a formal civil-defence aviation coordination mechanism, reviewing DGCA Civil Aviation Requirements involving military aircraft and defence aerodromes, improving Air Traffic Control coordination procedures at joint-use airports, strengthening radio communication discipline and installing a secondary surveillance radar system at Port Blair to support safer traffic management as aircraft movements continue increasing in the region. The bureau stressed that stronger integration between civilian and military aviation systems is becoming increasingly important as mixed-use airports handle higher traffic volumes and more complex operations.

AAIB Flags Civil-Military ATC Coordination Lapses In Air India-Navy Helicopter Near Miss

Rome, Italy: Italy has signed a contract with Airbus Defence and Space for the acquisition of six A330 Multi-Role Tanker Transport (MRTT) aircraft, marking a significant upgrade of its aerial refuelling and strategic airlift capabilities. The agreement, valued at approximately €1.4 billion ($1.624 billion USD), was formally concluded on 16 April 2026, according to European procurement records published through the EU’s official tender database. The programme also includes long-term support and logistics services that will extend across the aircraft’s operational lifecycle. The new Airbus A330 MRTT fleet will replace Italy’s existing Boeing KC-767A tanker aircraft, which have been in service since 2011. The decision follows several years of reassessment within the Italian Ministry of Defence regarding future tanker requirements. Italy had earlier explored the possibility of acquiring Boeing’s KC-46 Pegasus as a replacement platform, but the plan was later shelved, leading to a renewed competitive procurement process in which Airbus emerged as the selected provider. The A330 MRTT is based on the Airbus A330-200 commercial airframe and is widely regarded as one of the most capable multi-role tanker platforms in operational service. Italy’s participation in NATO operations is also expected to be reinforced, as several alliance members already operate or are transitioning to the A330 MRTT platform, enabling shared training, logistics, and operational compatibility. The procurement also reflects a broader strategic and industrial shift toward European defence manufacturing. Italy’s previous tanker fleet, the Boeing KC-767A, represented a U.S.-origin platform, and early discussions had included potential acquisition of the KC-46 Pegasus. However, evolving operational assessments and procurement reviews ultimately led to a shift in favour of Airbus, strengthening Europe’s defence industrial base and reducing reliance on non-European suppliers for critical aerial refuelling capability. Deliveries of the six aircraft are expected to take place in phases over the coming years, with Airbus managing production and conversion activities through its established facilities in Spain. The programme is anticipated to span nearly a decade, including integration, testing, and full operational readiness. Industry reports also suggest that Airbus is expanding its MRTT conversion capacity to meet growing European and NATO demand for the platform. With this order, Italy joins a growing list of international operators of the Airbus 330 MRTT, a platform that has become central to NATO’s air-to-air refuelling strategy and multinational tanker interoperability initiatives. Florida, United States: A training aircraft belonging to Florida-based flight school Aamro Aviation was involved in an emergency forced landing Friday afternoon after a reported engine malfunction caused the aircraft to crash into a field near Hobe Sound, Florida, authorities said. According to the Martin County Sheriff’s Office, the incident occurred shortly after 3 p.m. west of Interstate 95 near Hobe Sound. Deputies and Martin County Fire Rescue crews responded after the aircraft went down in an open dirt field following an apparent loss of engine power. Both occupants, a flight instructor and a student pilot survived the crash and escaped without serious injuries. The aircraft involved was identified as a 2023-built Cessna 172S Skyhawk SP registered as N294PL. The aircraft sustained “substantial damage” during the forced landing after experiencing engine power loss near Tailwinds Airport (FD15). Flight tracking data showed the aircraft departed from North Palm Beach County General Aviation Airport before the emergency unfolded. Reports indicated the airplane was operating as a training flight carrying a certified flight instructor and a student pilot at the time of the accident. Photos released from the scene showed the white single-engine aircraft heavily damaged in the field after the emergency landing. Preliminary information from investigators suggests the instructor attempted an off-airport forced landing after the engine malfunction occurred. The Federal Aviation Administration is expected to investigate the incident alongside the National Transportation Safety Board to determine the exact cause of the reported engine failure and circumstances leading to the crash landing.

Spanning 1.1 million square metres, the development will include massive hangars, logistics centres, training facilities, workshops and the world’s largest dedicated landing gear facility. The project supports Emirates’ long-term fleet expansion plans and Dubai’s vision of becoming a global aviation and engineering hub. The groundbreaking ceremony took place on Monday, May 18, 2026, at Dubai South near Al Maktoum International Airport (DWC). The project is designed to become the world’s most advanced aircraft maintenance, repair and overhaul (MRO) facility and forms a major part of Dubai’s long-term aviation expansion strategy. The facility will support Emirates’ future fleet growth while strengthening Dubai’s position as a global aviation engineering hub. The ceremonial groundbreaking was attended by His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman and Chief Executive of Emirates Airline and Group; Sir Tim Clark, President of Emirates Airline; His Excellency Khalifa Al Zaffin, Executive Chairman of Dubai Aviation City Corporation and Dubai South; and Dai Hegen, Chairman of China Railway Construction Corporation Limited (CRCC). According to Emirates, the mega-facility will span approximately 1.1 million square metres, making it one of the largest buildings in the world by volume and the largest steel structure in the Gulf Cooperation Council region. One of the project’s most notable features is a hangar complex capable of servicing 28 widebody aircraft simultaneously, including the airline’s Airbus A380 and Boeing 777 fleets. Emirates stated that the development will also include two state-of-the-art aircraft paint hangars with capacity to handle both widebody and narrowbody aircraft. The engineering complex will house the world’s largest dedicated landing gear workshop and the world’s largest free-span aircraft hangar measuring 285 metres wide. The project will additionally feature around 77,000 square metres of maintenance workshop space and approximately 380,000 square metres dedicated to logistics and storage operations. Emirates also confirmed that the facility will include a dedicated administrative headquarters for Emirates Engineering comprising around 50,000 square metres of office space along with 15,000 square metres allocated for technical training and workforce development. A dedicated gateway facility controlling airside access will also be constructed as part of the wider complex. The project is being delivered by China Railway Construction Corporation, while French engineering consultancy Artelia has been appointed as project consultant. Speaking during the ceremony, Sheikh Ahmed bin Saeed Al Maktoum described the investment as a “strategic step forward” for Dubai’s aviation ambitions, emphasizing that the project aligns with the emirate’s long-term infrastructure and economic development plans. The new engineering complex is a major strategic move by Emirates to expand in-house maintenance capability, reduce dependency on external MRO providers, and strengthen its position in the global aircraft engineering market. The project is also expected to create thousands of highly skilled jobs across engineering, logistics, maintenance, administration and technical services. The development is closely linked with the future expansion of Al Maktoum International Airport, which Dubai plans to transform into one of the world’s largest aviation hubs in the coming decades. Emirates’ new engineering base is expected to play a central role in supporting the airline’s future operations at Dubai South as the emirate gradually shifts aviation activity toward DWC.

Washington, United States: A United Airlines flight bound for Guatemala City made an emergency diversion to Washington Dulles International Airport after a passenger allegedly attempted to open a cabin door at cruising altitude and assaulted another traveler, according to air traffic control communications and federal authorities. The incident involved United Airlines Flight 1551, operated by a Boeing 737 MAX 8, which departed from Newark Liberty International Airport on Thursday evening carrying 145 passengers and six crew members. The aircraft had been en route to Guatemala City when the crew declared an emergency and diverted to Washington Dulles International Airport in Virginia. According to audio between the flight crew and air traffic controllers, the pilot informed controllers that the disruptive passenger attempted to open Door 2L while the aircraft was cruising at approximately 36,000 feet. The pilot also reported that the passenger later assaulted another individual onboard. During the exchange, the tower asked the crew which door the passenger had attempted to access. The pilot responded: “Door 2L at 36,000 feet and then [the passenger] assaulted a fellow passenger.” When controllers asked whether there were any injuries onboard, the pilot replied: “Not to our knowledge.” The aircraft landed safely at Washington Dulles at approximately 8:38 p.m. local time. Law enforcement and emergency personnel met the aircraft upon arrival. The FBI later confirmed that agents responded to the incident at the airport, although the agency did not immediately release additional details regarding the passenger’s identity, possible charges, or whether the individual was taken into federal custody. Flight tracking data showed the aircraft remained airborne for a period before diverting toward the Washington region instead of continuing south toward Guatemala. The diversion temporarily disrupted the scheduled international service but no injuries among passengers or crew were officially reported. United Airlines had not issued a detailed public statement at the time of publication regarding the circumstances surrounding the diversion or the status of the passenger involved. Automation Rises, But Are Indian Pilots Being Trained To Keep Pace With The Future?

START: India is emerging as the fastest-growing aviation market worldwide, yet it faces a significant hurdle: a shortage of trained technical personnel, including pilots, engineers, and technicians. This challenge is expected to become more acute as Electric Vertical Takeoff and Landing (eVTOL) vehicles enter the market within the next year or two, creating an additional need for pilots. The issue stems largely from inadequate planning and foresight by the authorities. Consequently, many aspiring Indian pilots are pursuing training in countries like Sri Lanka, Thailand, Bosnia, Montenegro, and the Philippines. In fact, approximately 700 out of every 1,000 commercial pilot licenses issued by the Directorate General of Civil Aviation (DGCA) are earned abroad. India’s Potential as a Global Hub for Aviation Education Considering India’s expansive geography and favorable weather for flying, the country is ideally suited to be a global hub for aviation education. In the 1980s and 1990s, students from nations such as Iran, Jordan, Palestine, Afghanistan, Sri Lanka, Bhutan, and several African countries came to India for flight training. Today, the trend has reversed, with Indian students going overseas for pilot education. One key reason is the slow pace of domestic training programs and the cumbersome security clearance process for foreign students, which discourages them from enrolling in India. Competition from International Flight Schools Meanwhile, nations like the United Arab Emirates, Qatar, and Saudi Arabia have established world-class flight schools. Students from neighboring Arab countries now mostly prefer the United States, Canada, and Europe for training, despite these regions lacking ideal weather for primary flight instruction. Domestic regulations further complicate matters. The DGCA allows a flight school to operate only if it meets minimum requirements for aircraft and paid-up capital, while the Airports Authority of India (AAI) imposes additional capital requirements. These rules do not guarantee quality education but are often sufficient to prevent many capable entrepreneurs from opening flight schools. By contrast, an Indian entrepreneur started a flight school in New Zealand with a single rented aircraft, which has since expanded to a fleet of over 20 planes and now attracts Indian students. Shortage of Trainer Aircraft The shortage of trainer aircraft is another pressing challenge. In the 1970s, Prof. David Hazen of Princeton University, invited by the Indian government to establish the first aeronautical department at IIT Kanpur, outlined a roadmap for India to achieve self-reliance in aviation training. However, progress has been slow. The DGCA developed the Swati light aircraft, manufactured by Bharat Heavy Electricals Limited (BHEL), but a fatal accident during testing brought the program to an end. Similarly, the Hansa trainer created by the National Aerospace Laboratory (NAL) was rejected by most flight schools. Lessons from the Pushpak Aircraft A comparison with the Pushpak aircraft is instructive. Manufactured in the 1950s, HAL produced 160 Pushpaks, which served India reliably for over 50 years and maintained an excellent safety record. In 1968, the government gifted one Pushpak each to Singapore and Malaysia to help them establish their flight training programs. The Pushpak’s success was largely due to it being modeled closely on the proven US Aeronca Chief. NAL later developed the next-generation Hansa (NG Hansa), which was showcased at the 2020 Wings India airshow, but production has yet to start, and setting up the necessary infrastructure would still take several years even if action begins immediately. Global Trainer Aircraft Shortages and LSAs The shortage of trainer aircraft is not unique to India. Major manufacturers such as Cessna and Piper had slowed production, underestimating demand, and now struggle to meet global requirements. Other countries have tackled this problem by incorporating Light Sport Aircraft (LSAs) into flight training. Equipped with advanced navigation systems, LSAs are cost-effective, environmentally friendly, and widely used in the US and EU for commercial pilot instruction. However, Indian regulations currently do not permit LSAs for commercial pilot training. Despite being equipped with only a magnetic compass, pilots trained on Pushpaks have gone on to fly advanced aircraft like the Boeing 777 and Airbus A320. Allowing LSAs in India could reduce aircraft shortages, encourage domestic manufacturing, generate employment, and attract foreign investment. Lack of Experienced Flight Instructors The lack of experienced flight instructors adds another layer of difficulty. Rapid growth in airlines such as Indigo and Air India has led many instructors to leave training schools for better pay, career progression, and recognition in commercial aviation. This high turnover leaves less-experienced instructors teaching students, unlike other professional fields where teachers usually have extensive industry experience. In countries like the US, airline pilots can provide primary flight training in their spare time, giving trainees the advantage of learning from seasoned professionals and ensuring higher safety standards.
