The DOJ’s announcement explicitly links Brown’s case to an earlier prosecution of a former U.S. Marine Corps pilot, Daniel Edmund Duggan, who was charged in 2017 with similar violations. Local officials said the aircraft went down in a grassy area near the village about 50 meters from the nearest houses shortly after takeoff. Initial reports indicate that it was not immediately clear what caused the emergency descent. Weather conditions at the time were reportedly clear. According to Pililla Mayor John Masinsin and provincial police, one person died on impact at the crash site, while a second victim later succumbed to injuries at the hospital. Three survivors, including the pilot, were transported to medical facilities for treatment. One of the injured was reported in critical condition, while the others were conscious but in shock, emergency responders said. Authorities confirmed that five individuals were aboard the helicopter at the time of the incident, including two foreign nationals. One of the deceased was identified as a Malaysian national in reports citing police sources. Mayor Masinsin stated that recovery of the survivors is a priority and that they remain in shock, making detailed accounts difficult to obtain at this stage. The Civil Aviation Authority of the Philippines (CAAP) has launched an investigation into the cause of the crash.
