Auckland, New Zealand: Menzies Aviation Limited, a key ground-handling provider at Auckland Airport, has been ordered by the Auckland High Court to pay a $150,000 penalty for breaching New Zealand’s Biosecurity Act, following enforcement action by the Ministry for Primary Industries (MPI). The court ruling stems from compliance failures identified at two MPI-approved transitional facilities where Menzies handles imported air freight, containers and associated packaging. Transitional facilities are critical checkpoints where incoming goods are cleared of potential biological threats before entering the domestic supply chain. MPI’s investigation found that on follow-up inspections, six consignments of uncleared risk goods were not properly wrapped in plastic, leaving gaps through which unwanted pests could escape. Inspectors also reported that the primary inspection room did not meet required hygiene standards and was not fit for purpose. Additionally, no biosecurity response equipment was present, and records documenting cleaning and staff training were either incomplete or absent. MPI Regional Manager for Investigations North, Aleshea Allen, emphasised the seriousness of the breach, noting that such failures create “a potential biosecurity risk at our border.” Allen reiterated that all operators handling imported goods are expected to fully comply with mandatory requirements set out under the Biosecurity Act. In announcing the penalty, the High Court highlighted that Menzies had failed to comply with a formal compliance order previously issued by MPI marking the first occasion a pecuniary penalty has been sought under the Biosecurity Act. Although Menzies’ non-compliance was not judged to be deliberate, the court upheld the need for deterrence and accountability. In a statement to the NZ Herald, a spokesperson for Menzies Aviation acknowledged the court’s ruling, noting that deficiencies occurred during a period when staffing challenges persisted in the wake of the COVID-19 pandemic. The company confirmed that corrective measures were implemented well before the court decision and that biosecurity training and processes have since been strengthened. MPI Biosecurity New Zealand Manager Paul Hallett stressed the high stakes of biosecurity compliance, pointing to the risk of invasive pests such as brown marmorated stink bug, ants or moth species all of which have the potential to damage New Zealand’s horticulture and wider economy if inadvertently introduced. Under the Biosecurity Act 1993, corporations can face fines of up to $200,000 for offences related to non-compliance with section 154 obligations, depending on the nature of the breach. The Act forms a central pillar of New Zealand’s border protection system, designed to prevent the introduction of organisms that could threaten indigenous species, agriculture and public health.

START: India is emerging as the fastest-growing aviation market worldwide, yet it faces a significant hurdle: a shortage of trained technical personnel, including pilots, engineers, and technicians. This challenge is expected to become more acute as Electric Vertical Takeoff and Landing (eVTOL) vehicles enter the market within the next year or two, creating an additional need for pilots. The issue stems largely from inadequate planning and foresight by the authorities. Consequently, many aspiring Indian pilots are pursuing training in countries like Sri Lanka, Thailand, Bosnia, Montenegro, and the Philippines. In fact, approximately 700 out of every 1,000 commercial pilot licenses issued by the Directorate General of Civil Aviation (DGCA) are earned abroad. India’s Potential as a Global Hub for Aviation Education Considering India’s expansive geography and favorable weather for flying, the country is ideally suited to be a global hub for aviation education. In the 1980s and 1990s, students from nations such as Iran, Jordan, Palestine, Afghanistan, Sri Lanka, Bhutan, and several African countries came to India for flight training. Today, the trend has reversed, with Indian students going overseas for pilot education. One key reason is the slow pace of domestic training programs and the cumbersome security clearance process for foreign students, which discourages them from enrolling in India. Competition from International Flight Schools Meanwhile, nations like the United Arab Emirates, Qatar, and Saudi Arabia have established world-class flight schools. Students from neighboring Arab countries now mostly prefer the United States, Canada, and Europe for training, despite these regions lacking ideal weather for primary flight instruction. Domestic regulations further complicate matters. The DGCA allows a flight school to operate only if it meets minimum requirements for aircraft and paid-up capital, while the Airports Authority of India (AAI) imposes additional capital requirements. These rules do not guarantee quality education but are often sufficient to prevent many capable entrepreneurs from opening flight schools. By contrast, an Indian entrepreneur started a flight school in New Zealand with a single rented aircraft, which has since expanded to a fleet of over 20 planes and now attracts Indian students. Shortage of Trainer Aircraft The shortage of trainer aircraft is another pressing challenge. In the 1970s, Prof. David Hazen of Princeton University, invited by the Indian government to establish the first aeronautical department at IIT Kanpur, outlined a roadmap for India to achieve self-reliance in aviation training. However, progress has been slow. The DGCA developed the Swati light aircraft, manufactured by Bharat Heavy Electricals Limited (BHEL), but a fatal accident during testing brought the program to an end. Similarly, the Hansa trainer created by the National Aerospace Laboratory (NAL) was rejected by most flight schools. Lessons from the Pushpak Aircraft A comparison with the Pushpak aircraft is instructive. Manufactured in the 1950s, HAL produced 160 Pushpaks, which served India reliably for over 50 years and maintained an excellent safety record. In 1968, the government gifted one Pushpak each to Singapore and Malaysia to help them establish their flight training programs. The Pushpak’s success was largely due to it being modeled closely on the proven US Aeronca Chief. NAL later developed the next-generation Hansa (NG Hansa), which was showcased at the 2020 Wings India airshow, but production has yet to start, and setting up the necessary infrastructure would still take several years even if action begins immediately. Global Trainer Aircraft Shortages and LSAs The shortage of trainer aircraft is not unique to India. Major manufacturers such as Cessna and Piper had slowed production, underestimating demand, and now struggle to meet global requirements. Other countries have tackled this problem by incorporating Light Sport Aircraft (LSAs) into flight training. Equipped with advanced navigation systems, LSAs are cost-effective, environmentally friendly, and widely used in the US and EU for commercial pilot instruction. However, Indian regulations currently do not permit LSAs for commercial pilot training. Despite being equipped with only a magnetic compass, pilots trained on Pushpaks have gone on to fly advanced aircraft like the Boeing 777 and Airbus A320. Allowing LSAs in India could reduce aircraft shortages, encourage domestic manufacturing, generate employment, and attract foreign investment. Lack of Experienced Flight Instructors The lack of experienced flight instructors adds another layer of difficulty. Rapid growth in airlines such as Indigo and Air India has led many instructors to leave training schools for better pay, career progression, and recognition in commercial aviation. This high turnover leaves less-experienced instructors teaching students, unlike other professional fields where teachers usually have extensive industry experience. In countries like the US, airline pilots can provide primary flight training in their spare time, giving trainees the advantage of learning from seasoned professionals and ensuring higher safety standards. New Delhi, India: India’s Civil Aviation regulator, the Directorate General of Civil Aviation (DGCA), has dismissed four senior flight operations inspectors amid ongoing operational disruptions at IndiGo, the country’s largest airline, underscoring heightened regulatory scrutiny in the wake of a pilot staffing crisis that has triggered widespread flight cancellations across the domestic network. The DGCA acted on Friday after concluding that the inspectors tasked with monitoring safety and compliance at IndiGo failed to adequately oversee the airline’s preparedness, particularly in ensuring sufficient cockpit crew in line with newly implemented duty and rest norms. In a related move, DGCA teams have been deployed to IndiGo’s headquarters in Gurugram, where officials are monitoring daily operations including crew deployment, flight cancellations, unplanned pilot leave and passenger refunds. These teams are required to submit daily reports to the regulator as the investigation continues. The regulatory action follows a series of disruptions that began in early December, when IndiGo began cancelling large numbers of flights reportedly thousands nationwide after tighter Flight Duty Time Limitation (FDTL) rules came into full effect on November 1. These rules, designed to extend mandatory rest periods and limit duty hours for pilots, significantly reduced the number of permissible night landings and imposed greater rest requirements. Parliamentary data indicates IndiGo’s pilot count dropped to approximately 5,085 by early December, down from around 5,463 in March 2025, exacerbating the strain on flight operations as rest norms tightened. Industry and pilot association sources have criticised IndiGo’s staffing strategy, arguing that the airline did not hire sufficient pilots or adjust crew rostering in anticipation of the FDTL rules, despite a two‑year preparatory window. The Federation of Indian Pilots (FIP) described the airline’s approach as a “prolonged and unorthodox lean manpower strategy,” contending it worsened the impact of the new norms. Earlier in a significant regulatory intervention, the Directorate General of Civil Aviation (DGCA) has ordered IndiGo to cut approximately 10 % of its winter flight schedule, a move that could result in more than 200 fewer daily operations for India’s largest carrier as it grapples with widespread cancellations and pilot staffing shortfalls. The directive comes after an intensive review of the airline’s ability to operate the winter schedule safely and reliably amid ongoing disruptions that began in early December, with regulators finding that IndiGo had “not demonstrated an ability to operate these schedules efficiently.” Under the new order, the airline has been instructed to revise its winter roster and scale down services, particularly on routes where alternative options exist, in a bid to stabilise operations through the winter period that runs until late March 2026. In a further escalation, the DGCA has summoned IndiGo CEO Pieter Elbers to appear before an investigative panel on December 12 to explain the airline’s planning and management of its flight operations during the crisis. Elbers previously appeared before the panel, which is also examining manpower planning, rostering systems and compliance readiness under the FDTL framework. To address the pilot shortage, IndiGo has submitted a comprehensive manpower plan to the regulator, outlining targets to expand its flight crew through both domestic recruitment and the hiring of expatriate pilots. The airline aims to recruit several hundred additional captains and first officers by early 2026. Civil Aviation Minister K. Ram Mohan Naidu has publicly rejected claims that regulatory oversight lapses caused the disruptions, placing primary responsibility on IndiGo’s internal management and rostering failures. He also highlighted the need for broader structural reforms in India’s aviation sector to prevent over‑reliance on a single major carrier. Around four hours into the planned 10-hour journey, the flight began holding over northern UK airspace near Scotland and released fuel over a remote area off the west coast, a standard aviation practice to safely reduce landing weight. Flight tracking services showed BA285 circling at multiple flight levels for more than an hour before crews initiated the return to Heathrow. Flight BA1443, bound for Heathrow, issued the internationally recognised 7700 emergency squawk code minutes after takeoff when the aircraft’s landing gear failed to retract properly, prompting the crew to hold over Stirling while troubleshooting before returning and landing without incident. The unscheduled return led Edinburgh Airport to temporarily suspend incoming and outgoing flights, with several services diverted to nearby airports during the disruption. No injuries were reported, and British Airways apologised to affected passengers as operations resumed after the technical issue was resolved.
