The announcement was made through Archer’s official investor release and verified by eVTOL Insights. According to the statement, the vertiport will be established under the UAE General Civil Aviation Authority’s (GCAA) recently introduced hybrid conversion framework, which allows existing helipads to be upgraded for dual operations supporting both traditional helicopters and electric vertical take-off and landing (eVTOL) aircraft. The initiative will see Cleveland Clinic Abu Dhabi’s current helipad transformed into a hybrid vertiport, facilitating advanced aerial logistics such as, Rapid medical transport, including time-critical organ delivery for transplants, Non-emergency patient transfers between medical facilities and visitor and staff transport, reducing ground traffic and emissions. Archer will deploy its Midnight eVTOL aircraft, a four-passenger electric aircraft designed for short-distance urban air mobility missions. The Midnight aircraft produces significantly lower noise levels and zero in-flight emissions, aligning with the UAE’s sustainability goals and Cleveland Clinic Abu Dhabi’s environmental responsibility framework. “Cleveland Clinic Abu Dhabi continues to explore innovative solutions that enhance patient care and sustainability,” said Dr. Georges-Pascal Haber, CEO of Cleveland Clinic Abu Dhabi. “Integrating vertiport operations into our medical transport system will expand access to high-quality care while advancing Abu Dhabi’s leadership in future mobility.” Bryan Bernhard, Chief Growth & Infrastructure Officer at Archer Aviation, added, “This partnership demonstrates how advanced air mobility can transform essential services. Our goal is to make safe, efficient, and sustainable aerial transport a practical reality for healthcare.” The hospital-based vertiport is part of Archer’s broader Advanced Air Mobility (AAM) roadmap for the UAE, following its earlier approval for a hybrid vertiport at the Abu Dhabi Cruise Terminal. Both initiatives support the Emirate’s ambition to establish a connected network of vertiports that link key transport hubs, business districts, and critical infrastructure such as hospitals. While the companies have not yet disclosed a construction timeline or operational date, the project remains under a Memorandum of Understanding (MoU) phase. Detailed engineering plans, regulatory approvals, and site-specific assessments will follow in collaboration with the GCAA, Abu Dhabi Investment Office (ADIO), and Abu Dhabi Department of Municipalities and Transport (DMT). Once operational, the vertiport will serve as a model for other medical facilities across the UAE and the wider GCC region, signaling the integration of clean aviation technology into healthcare logistics.

Dubai, United Arab Emirates: Joby Aviation, the California-based aerospace company developing all-electric vertical takeoff and landing (eVTOL) aircraft, completed a series of piloted test flights in Dubai this week, marking a major operational milestone ahead of its planned commercial launch in the United Arab Emirates in 2026. The flights were carried out in coordination with Dubai’s Roads and Transport Authority (RTA), the General Civil Aviation Authority (GCAA), and the Dubai Civil Aviation Authority (DCAA). The aircraft, operated by a Joby test pilot, successfully completed a full flight sequence demonstrating vertical takeoff, transition into forward flight, and a controlled vertical landing. These tests marked the first fully piloted eVTOL flights in the Emirate. First Operational Deployment Outside the United States The demonstration represents Joby’s first public piloted flight outside the U.S. and the first time its aircraft has flown with a pilot on board in the Middle East. This milestone follows the company’s earlier agreement with Dubai’s RTA granting Joby exclusive rights to operate air taxi services in the city for a six-year period starting in 2026. According to Joby, the test was conducted using a production prototype identical in design to the aircraft the company plans to deploy commercially. The eVTOL model is designed to carry four passengers plus a pilot, with a maximum speed of 200 mph (322 km/h) and a maximum range of up to 150 miles (241 km) on a single charge. Joby states that the aircraft emits zero operating emissions and is 100 times quieter than conventional helicopters during takeoff and landing. Integrated Infrastructure Development Underway Alongside flight testing, construction has commenced on the first dedicated vertiport at Dubai International Airport (DXB), with operations scheduled to begin in the first quarter of 2026. Joby is collaborating with Skyports Infrastructure on the development of this facility, which is one of four planned vertiport locations across the city. Additional sites are proposed for Palm Jumeirah, Dubai Marina, and Downtown Dubai. The vertiport network will be integrated with Dubai’s existing transport systems, including metro and road links, and is expected to support rapid inter-city and intra-city travel with minimal ground congestion. Flight routes and airspace integration are being coordinated with local aviation regulators under Dubai’s broader advanced air mobility roadmap. Certification and Global Expansion Strategy Joby’s piloted demonstration in Dubai is part of a larger strategy to position itself as a global leader in urban air mobility. The company is simultaneously pursuing type certification of its aircraft through the U.S. Federal Aviation Administration (FAA), having recently entered the final phase of flight testing under the FAA’s Type Inspection Authorization. To meet projected demand, Joby is expanding production capabilities at its manufacturing facility in Dayton, Ohio, with plans for mass production once certification is achieved. The company has also delivered aircraft to Edwards Air Force Base under a U.S. Department of Defense contract, supporting both commercial and defense sector applications. Middle East Partnerships Earlier this month, Joby signed a Memorandum of Understanding (MoU) with Abdul Latif Jameel, a Saudi Arabian diversified business group, to explore the launch of eVTOL services in the Kingdom. The agreement includes the potential sale and support of up to 200 aircraft across Saudi Arabia and is aligned with Vision 2030’s emphasis on clean transport and smart infrastructure. Market Implications Following the Dubai test flights, Joby’s stock (NYSE: JOBY) surged by over 20%, reflecting investor confidence in the company’s execution timeline and global reach. The company has raised over $2 billion to date and reported approximately $813 million in cash and short-term investments at the end of Q1 2025. The successful piloted demonstration in Dubai represents one of the final steps before commercial launch, signaling that Joby remains on track to initiate passenger operations in early 2026. In a significant move to support the safe introduction and global scalability of Advanced Air Mobility (AAM) aircraft, five leading aviation authorities have released a unified roadmap outlining a common approach to the type certification of powered-lift and eVTOL (electric Vertical Takeoff and Landing) aircraft. The roadmap is the product of a collaborative effort between the Civil Aviation Safety Authority (Australia), Transport Canada Civil Aviation (Canada), Civil Aviation Authority (New Zealand), Civil Aviation Authority (United Kingdom), and the Federal Aviation Administration (United States), together forming the National Aviation Authorities (NAA) Network. A Framework for Certifying Next-Generation Aircraft The roadmap establishes a strategic, phased approach to streamline certification standards across jurisdictions, reduce regulatory divergence, and support mutual recognition of type certificates. Central to the document is a commitment to aligning on six key principles: Balancing Safety and Innovation – Ensuring emerging technologies meet robust safety standards while enabling innovation in aircraft design, propulsion, and autonomy. Harmonized Type Certification – Implementing a three-step certification model using performance-based requirements, convergence of differing standards, and adoption of mutually accepted means of compliance. Collaboration and Alignment – Promoting cooperation among network members and parallel alignment with other authorities actively working on AAM certification projects. Collaborative Multi-Authority Validation – Leveraging opportunities to validate a single aircraft design across multiple authorities simultaneously, reducing redundant certification effort. Incremental Certification Pathway – Adopting a “crawl, walk, run” approach to certification, starting with piloted aircraft and expanding to remotely piloted and autonomous systems. AAM-Inclusive Bilateral Agreements – Updating existing international agreements to incorporate streamlined validation and certification provisions for AAM aircraft. Performance-Based Standards and Consensus Methods The roadmap encourages the use of performance-based certification standards, as opposed to prescriptive rules, to better accommodate the novel design features of eVTOL and other AAM aircraft. Where discrepancies exist such as between FAA’s airworthiness criteria (AC 21.17-4) and the UK CAA’s SC-VTOL—the roadmap outlines strategies for convergence and mutual acceptance. The framework also endorses the use of industry-developed consensus standards as acceptable means of compliance, especially in areas where harmonization of requirements may not be fully achieved. Streamlined Validation and Shared Compliance To facilitate cross-border validation of certified aircraft, the roadmap proposes a streamlined validation model. This model prioritizes attention on technical differences between jurisdictions while allowing validation authorities to accept findings of compliance where no divergence exists. It also recommends the use of multi-validation teams and shared compliance information to further minimize time and resource expenditure. A Living Document for Evolving Technology Recognizing the rapid pace of innovation in the AAM sector, the roadmap is designed as a living document, to be updated as more certification projects progress and as new technologies such as hydrogen propulsion and autonomous flight become more prevalent. It provides a basis for continuous improvement and international alignment through coordinated updates and collaborative knowledge exchange. Implementation of the roadmap includes the continued exchange of certification data, convergence on airworthiness standards, increased involvement in standards development organizations (SDOs), and progressive updates to bilateral agreements. The NAA Network also aims to expand collaboration by welcoming additional member authorities and strengthening ties with ICAO, EASA, and other stakeholders. This initiative marks a major milestone in preparing the global regulatory ecosystem for the safe and efficient entry of AAM into service. By uniting efforts across national boundaries, the NAA Network’s roadmap lays the foundation for a harmonized, scalable, and safety-focused future of advanced aviation.
