Hyderabad, India: Asia’s largest civil aviation exhibition, Wings India 2026, ended on a high note this week with a string of strategic Memorandums of Understanding (MoUs) and partnership deals that reinforce India’s ambition to deepen domestic aerospace manufacturing, expand skills and training infrastructure, and strengthen regional connectivity. Indian conglomerate Adani Defence & Aerospace and Brazil’s Embraer S.A. signed a landmark MoU to collaborate on establishing a regional transport aircraft ecosystem in India. The agreement focuses on jointly developing an aircraft assembly capability and related aerospace supply chain and services. Under the framework: A regional aircraft final assembly line is to be set up in India. Cooperation will extend to aftermarket support, pilot training and progressively increasing local content in production. Financial terms, production timelines, specific aircraft models or the location of the facility have not been disclosed in the initial MoU. At the show, Flamingo Aerospace Pvt. Ltd. signed an agreement with United Aircraft Corporation (UAC) of Russia for the delivery of six Ilyushin IL‑114‑300 regional turboprop aircraft. The deal targets India’s domestic regional connectivity market and represents a step towards operationalising heavier regional aircraft within the UDAN framework. The aircraft, seating approximately 68 passengers, are slated for delivery beginning in 2028. The pact includes collaboration on certification, entry‑into‑service preparations and training. Vadim Badekha, CEO, UAC, said India is central to the company’s civil aviation ambitions. “We consider that the Indian market has great potential for us. And a key factor in achieving success is being a part of the Make in India programme,” he said. Stressing the depth of the proposed industrial partnership, Badekha added, “That’s very important, that it’s not just the supply, just the sale of the aircraft, but the joint production of them in India India’s regional carrier FLY91 and aerospace engineering firm Timetooth Technologies signed an MoU to jointly develop and supply indigenously designed, DGCA‑certified aircraft passenger seats. The aim is to support localisation of cabin interiors for FLY91’s ATR 72‑600 fleet. The agreement covers design, prototyping and certification work, aligning with the government’s Make in India initiative. The Government of Odisha signed two separate MoUs at Wings India 2026 to bolster aviation infrastructure and technological capabilities in the state. Flying Training Organisation (FTO): An MoU with Alchemist Aviation will enable the establishment of an FTO at Dandbose Airport in Mayurbhanj district, with a planned annual capacity to train approximately 50 commercial pilots. UAV Training and Testing Centre: Another agreement with BonV Aero will lead to Odisha’s first UAV (drone) training and testing facility at Rangeilunda Airstrip in Ganjam district, expected to train more than 100 UAV pilots annually. Both initiatives are part of Odisha’s strategy to upskill youth and integrate drone technologies into agriculture, logistics, infrastructure and disaster response sectors. Heritage Aviation Pvt. Ltd. also signed a contract for an Airbus H130 helicopter during the event. The aircraft will be used to extend passenger transport services, heli‑pilgrimage offerings and regional connectivity operations, including in India’s Northeast. Leading the way, Air India expanded its substantial order book by adding 30 fuel-efficient Boeing narrowbody aircraft, bringing its total commitment to 600 planes. In addition to aircraft acquisitions, the airline signed a multi-year deal with Boeing Global Services for a Component Services Program. Air India also strengthened its partnership with Airbus by converting 15 A321neo orders into the longer-range A321XLR variant. Air India also entered a strategic MoU with Hindustan Institute of Engineering and Technology (HIET) to create a structured training pipeline for licensed Aircraft Maintenance Engineers (AME). The agreement provides for a DGCA‑approved AME Cadet Programme, addressing rapidly rising demand for licensed maintenance talent as Air India expands its fleet. Training will include DGCA‑specified Category B1.1 (Aeroplane Turbine) and B2 (Avionics) streams. Meanwhile, the "Make in India" initiative received a major boost as Sakthi Group and Omnipol signed a Memorandum of Understanding to introduce the L410 NG 19-seater aircraft to the domestic market. The companies are evaluating the feasibility of setting up a Final Assembly Line (FAL) in India. India’s indigenous aerospace strength was also highlighted as Hindustan Aeronautics Limited (HAL) signed a contract with Pawan Hans Limited for the supply of 10 Dhruv Next Generation (NG) helicopters by 2027, valued at more than ₹1,800 crore, the deal is seen as a significant milestone for the civil helicopter segment, reinforcing the shift towards domestically developed platforms for utility, connectivity, and offshore operations. The agreement underlines India’s growing self-reliance in aerospace manufacturing and its push to strengthen local capabilities across critical aviation services. To support this rapid growth, the Airports Authority of India (AAI) partnered with Airports Council International (ACI) to launch a professional accreditation program. Over the next five years, more than 115 Indian aviation professionals will be trained to meet global leadership standards, ensuring that India's airport management remains world-class. Also the Airports Authority of India (AAI) will invest ₹150 billion by 2028 to modernise the country’s Air Traffic Control (ATC) infrastructure. The investment will focus on upgrading communication, navigation, and surveillance systems across major airports. The initiative aims to enhance airspace capacity, improve flight safety, and support India’s rapidly growing air traffic. The modernisation is also aligned with global standards for digital and automated ATC operations. Wings India 2026 Awards: Recognising Excellence Across India’s Aviation Ecosystem India’s aviation sector also celebrated outstanding achievements at the Wings India 2026 Awards, honouring airports, airlines, service providers, manufacturers, states, and innovators that have made significant contributions to the industry. The awards highlighted excellence in connectivity, infrastructure development, manufacturing, sustainability, and skill-building, reflecting India’s growing stature as a global aviation hub. New Delhi, India: India’s aircraft Maintenance, Repair and Overhaul (MRO) industry is projected to grow into a $4 billion market by 2031, supported by regulatory reforms, rising aircraft inductions and increasing participation from global aviation companies, Civil Aviation Minister K. Rammohan Naidu said. The minister made the remarks while addressing an aviation industry gathering, where he outlined the government’s strategy to transform India into a competitive global MRO destination and curb the country’s heavy reliance on overseas maintenance facilities. At present, nearly nine out of ten Indian-registered aircraft are maintained abroad, primarily due to cost disadvantages and regulatory complexities. This has resulted in substantial foreign exchange outflows, estimated by industry bodies at over $1.5 billion annually. Officials believe that strengthening domestic MRO capacity can reverse this trend while improving operational efficiency for Indian airlines. Naidu said the government has undertaken a series of policy measures to improve the sector’s viability, most notably the reduction of Goods and Services Tax (GST) on MRO services from 18 per cent to 5 per cent, placing India on a more level footing with established MRO hubs in Southeast Asia and the Middle East. “These reforms are intended to create a stable, predictable and investor-friendly environment,” the minister said, adding that lower taxation and streamlined compliance procedures have already begun to attract international players. The inauguration of new facilities, including Safran Aircraft Engine Services India, has been cited by the ministry as a key milestone in building a strong MRO ecosystem. The Safran facility is expected to support next-generation aircraft engines and contribute to skill development, technology transfer and local employment. India’s commercial aviation sector continues to expand rapidly. The country is currently the third-largest domestic aviation market globally, and its fleet size is expected to grow sharply over the next decade. Industry projections suggest that Indian airlines could be operating more than 1,500 aircraft by the early 2030s, significantly increasing demand for routine maintenance, heavy checks and engine overhauls. Government officials say a robust MRO sector will help airlines reduce aircraft downtime, lower operating costs and improve fleet availability. The sector is also expected to generate high-skilled jobs in engineering, tooling, quality assurance and aviation safety, while supporting allied industries such as component manufacturing and logistics. Naidu reiterated that developing domestic MRO capabilities aligns with the government’s broader “Make in India” and Atmanirbhar Bharat initiatives. By retaining maintenance work within the country, India aims to strengthen its position across the global aviation value chain and reduce long-term dependence on foreign service providers. The ministry has indicated that further policy fine-tuning and infrastructure development, particularly at major airports and upcoming aviation hubs, will continue as part of efforts to sustain long-term growth in the sector.

India Eyes $4 Billion MRO Market By 2031 To Cut Overseas Aircraft Maintenance

New Delhi, India: India’s aircraft Maintenance, Repair and Overhaul (MRO) industry is projected to grow into a $4 billion market

START: India is emerging as the fastest-growing aviation market worldwide, yet it faces a significant hurdle: a shortage of trained technical personnel, including pilots, engineers, and technicians. This challenge is expected to become more acute as Electric Vertical Takeoff and Landing (eVTOL) vehicles enter the market within the next year or two, creating an additional need for pilots. The issue stems largely from inadequate planning and foresight by the authorities. Consequently, many aspiring Indian pilots are pursuing training in countries like Sri Lanka, Thailand, Bosnia, Montenegro, and the Philippines. In fact, approximately 700 out of every 1,000 commercial pilot licenses issued by the Directorate General of Civil Aviation (DGCA) are earned abroad. India’s Potential as a Global Hub for Aviation Education Considering India’s expansive geography and favorable weather for flying, the country is ideally suited to be a global hub for aviation education. In the 1980s and 1990s, students from nations such as Iran, Jordan, Palestine, Afghanistan, Sri Lanka, Bhutan, and several African countries came to India for flight training. Today, the trend has reversed, with Indian students going overseas for pilot education. One key reason is the slow pace of domestic training programs and the cumbersome security clearance process for foreign students, which discourages them from enrolling in India. Competition from International Flight Schools Meanwhile, nations like the United Arab Emirates, Qatar, and Saudi Arabia have established world-class flight schools. Students from neighboring Arab countries now mostly prefer the United States, Canada, and Europe for training, despite these regions lacking ideal weather for primary flight instruction. Domestic regulations further complicate matters. The DGCA allows a flight school to operate only if it meets minimum requirements for aircraft and paid-up capital, while the Airports Authority of India (AAI) imposes additional capital requirements. These rules do not guarantee quality education but are often sufficient to prevent many capable entrepreneurs from opening flight schools. By contrast, an Indian entrepreneur started a flight school in New Zealand with a single rented aircraft, which has since expanded to a fleet of over 20 planes and now attracts Indian students. Shortage of Trainer Aircraft The shortage of trainer aircraft is another pressing challenge. In the 1970s, Prof. David Hazen of Princeton University, invited by the Indian government to establish the first aeronautical department at IIT Kanpur, outlined a roadmap for India to achieve self-reliance in aviation training. However, progress has been slow. The DGCA developed the Swati light aircraft, manufactured by Bharat Heavy Electricals Limited (BHEL), but a fatal accident during testing brought the program to an end. Similarly, the Hansa trainer created by the National Aerospace Laboratory (NAL) was rejected by most flight schools. Lessons from the Pushpak Aircraft A comparison with the Pushpak aircraft is instructive. Manufactured in the 1950s, HAL produced 160 Pushpaks, which served India reliably for over 50 years and maintained an excellent safety record. In 1968, the government gifted one Pushpak each to Singapore and Malaysia to help them establish their flight training programs. The Pushpak’s success was largely due to it being modeled closely on the proven US Aeronca Chief. NAL later developed the next-generation Hansa (NG Hansa), which was showcased at the 2020 Wings India airshow, but production has yet to start, and setting up the necessary infrastructure would still take several years even if action begins immediately. Global Trainer Aircraft Shortages and LSAs The shortage of trainer aircraft is not unique to India. Major manufacturers such as Cessna and Piper had slowed production, underestimating demand, and now struggle to meet global requirements. Other countries have tackled this problem by incorporating Light Sport Aircraft (LSAs) into flight training. Equipped with advanced navigation systems, LSAs are cost-effective, environmentally friendly, and widely used in the US and EU for commercial pilot instruction. However, Indian regulations currently do not permit LSAs for commercial pilot training. Despite being equipped with only a magnetic compass, pilots trained on Pushpaks have gone on to fly advanced aircraft like the Boeing 777 and Airbus A320. Allowing LSAs in India could reduce aircraft shortages, encourage domestic manufacturing, generate employment, and attract foreign investment. Lack of Experienced Flight Instructors The lack of experienced flight instructors adds another layer of difficulty. Rapid growth in airlines such as Indigo and Air India has led many instructors to leave training schools for better pay, career progression, and recognition in commercial aviation. This high turnover leaves less-experienced instructors teaching students, unlike other professional fields where teachers usually have extensive industry experience. In countries like the US, airline pilots can provide primary flight training in their spare time, giving trainees the advantage of learning from seasoned professionals and ensuring higher safety standards.
