Cape Town, South Africa: South African Airways (SAA) is facing mounting scrutiny after allegations emerged that the airline delayed reporting a serious fuel emergency involving two flights at Cape Town International Airport, prompting calls for a Parliamentary inquiry into aviation safety oversight in South Africa. The controversy centres on SAA flights SA313 and SA327, which were affected by severe weather conditions over Cape Town on 11 May 2026. According to reports, the airline allegedly took eight days to notify the South African Civil Aviation Authority (SACAA) about the incidents, despite regulations requiring such events to be reported within 72 hours. The issue has triggered criticism from South Africa’s opposition Democratic Alliance (DA), which has formally requested an urgent hearing before Parliament’s Portfolio Committee on Transport. The party said the delay raises concerns about SAA’s safety management systems, regulatory compliance, and transparency. Chris Hunsinger, Democratic Alliance spokesperson on transport, said the incident reflects what he described as a broader pattern of failures within the country’s aviation oversight framework. He warned that repeated operational incidents, delayed reporting, and questions surrounding accountability were eroding public confidence in aviation safety. According to aviation sources cited in local reports, flight SA313, operated by an Airbus A320 from Johannesburg to Cape Town, encountered severe weather during its arrival into Cape Town amid gale-force north-westerly winds, heavy rain, low cloud, and dangerous windshear conditions. The aircraft reportedly conducted a missed approach after receiving onboard windshear alerts. Pilot and aviation analyst Duncan Gillespie stated that a second landing attempt at Cape Town would likely have left the aircraft without sufficient reserves to divert safely to its nominated alternate airport, George Airport. The aircraft subsequently diverted to George, but deteriorating weather conditions there allegedly prevented a safe landing. The aircraft later continued to Gqeberha, where reports claim it landed with fuel reserves below internationally accepted minimum levels. Gillespie alleged the aircraft may have landed with less than 15 minutes of fuel remaining. Under international aviation regulations, commercial aircraft are generally expected to land with approximately 30 minutes of final reserve fuel, and crews are normally required to declare a fuel emergency if projected landing fuel falls below that threshold. Questions have also been raised over whether the crew declared a formal “Mayday Fuel” emergency during the incident. Gillespie noted there was no visible indication on public flight-tracking systems that the aircraft had transmitted the emergency transponder code commonly associated with a Mayday declaration. SAA spokesperson Mphilo Dlamini did not directly address questions regarding the alleged fuel emergency, remaining fuel levels after landing, or whether the crew had declared an emergency. Instead, the airline stated that severe weather conditions affected operations across the Western Cape on 11 May and maintained that SAA followed all required aviation safety procedures and reporting protocols. The SACAA had also not publicly responded to detailed media questions at the time several reports were published. The DA said it intends summoning SAA, SACAA, Air Traffic and Navigation Services (ATNS), and the Department of Transport before Parliament to explain the delayed reporting, oversight concerns, and broader operational issues affecting South African aviation. The party also highlighted ongoing problems within ATNS, including the suspension of 326 instrument flight procedures. The DA further pointed to concerns over regulatory independence, arguing that SACAA investigates entities operating under the same government department, potentially creating conflicts of interest in aviation oversight.

Abuja, Nigeria: Nigeria’s domestic aviation sector has entered a fresh regulatory dispute after the Nigerian Civil Aviation Authority (NCAA) placed 11 airlines on a “No-Pay-No-Service” list over alleged unpaid statutory obligations, prompting strong denials from airline operators and raising concerns over potential operational disruptions across the country. The directive, contained in an internal NCAA memo dated May 22, 2026, instructed all directorates and regional offices of the regulator not to provide services to affected airlines without clearance from the Directorate of Finance and Accounts. The memo was signed by Olufemi Odukoya, NCAA’s Director of Finance and Accounts, and copied to the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, along with senior officials within the authority. At the center of the dispute are the statutory five percent Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC), levies collected by airlines on behalf of the NCAA from passengers and cargo operators. The regulator relies heavily on these remittances to fund safety oversight, inspections, personnel obligations, economic regulation and other administrative responsibilities within Nigeria’s aviation sector. However, the Airline Operators of Nigeria (AON), representing domestic carriers, rejected the allegations and described reports suggesting airlines were indebted to the NCAA as inaccurate. According to the operators, many NCAA services are already paid for in advance under a “cash-before-service” arrangement, making the regulator’s characterization misleading. The airlines reportedly argued that the disputed amounts relate mainly to the Ticket Sales Charge collection system rather than direct service debts. Industry operators also renewed calls for reforms to Nigeria’s aviation charging structure, urging the government to amend regulations so the NCAA can collect the five percent TSC directly from passengers instead of routing collections through airlines. Carriers argue that the current system exposes them to banking charges, reconciliation complications and financial pressure amid rising operational costs. The airline group’s annual earnings declined more than 7% compared with the previous fiscal year, when it had reported a record QAR 7.8 billion ($2.1 billion) profit. However, the latest results still rank among the strongest in the carrier’s history, reflecting resilient passenger demand, strong cargo performance, and operational stability despite widespread geopolitical disruption. The state-owned airline said the financial year ending March 31, 2026, was heavily impacted during its final quarter by escalating regional tensions linked to the Iran conflict, which triggered temporary airspace closures, flight diversions, schedule disruptions, and higher operating costs across the Gulf aviation sector. The crisis forced airlines throughout the region to cancel thousands of flights and reroute aircraft, creating the most significant operational disruption for Middle Eastern carriers since the COVID-19 pandemic. Despite those challenges, Qatar Airways carried more than 41.8 million passengers during the fiscal year through its Doha hub at Hamad International Airport. Passenger traffic was slightly lower than the 43.1 million travelers recorded a year earlier, reflecting the impact of regional instability during the final months of the reporting period. Guadeloupe, France: French Caribbean regional carrier Air Antilles has officially ceased operations after a commercial court in Guadeloupe ordered the airline into judicial liquidation, bringing an end to more than two decades of inter-island services across the Caribbean. The Mixed Commercial Court of Pointe-à-Pitre on April 27, 2026, ordered the immediate cessation of all activities after rejecting multiple takeover proposals submitted during the airline’s restructuring process. The court ruled that none of the offers provided sufficient guarantees to ensure the long-term survival of the company or preserve employment. The liquidation concludes months of financial and operational turmoil for the Guadeloupe-based airline, which had already suspended flights in December 2025 after French aviation authorities grounded the carrier over deficiencies identified during a safety and operational audit. The suspension of the Air Operator Certificate (AOC) halted all commercial activity at the height of the Caribbean tourist season, cutting off the airline’s primary revenue stream. Air Antilles later filed for insolvency with the Pointe-à-Pitre court in January 2026, citing its inability to meet financial obligations following the regulatory suspension. The disappearance of Air Antilles is expected to reduce competition on several routes and could lead to higher fares and reduced connectivity for residents and travelers. Founded in 2002 as Air Antilles Express, the carrier later rebranded as Air Antilles and expanded regional operations using ATR turboprop aircraft and DHC-6 Twin Otters.
