The draft policy includes a 48-hour free cancellation and amendment window and a stricter 21-day refund timeline for all flight bookings. According to the draft released by the DGCA, passengers will be allowed to cancel or modify their tickets within 48 hours of booking without paying any cancellation or change fee, provided that the scheduled departure is at least five days away for domestic flights and fifteen days for international flights. The proposed rules, currently open for stakeholder feedback, are designed to address frequent passenger complaints over steep cancellation fees, refund delays, and lack of transparency in ticket pricing. “This proposal aims to ensure greater transparency and passenger convenience by streamlining refund and cancellation processes,” DGCA Director General Faiz Ahmed Kidwai told The Times of India. Key Highlights of the Proposed Policy 48-Hour Free Cancellation: Passengers can cancel or modify flight bookings within two days of purchase without incurring airline-imposed penalties. Only fare differences, if applicable, will be charged. 21-Day Refund Deadline: Airlines will be required to process refunds within 21 working days, including tickets booked through travel agents or third-party portals. Transparency in Charges: Airlines must clearly disclose cancellation and rescheduling fees before ticket purchase and will not be allowed to impose additional “processing” or “administrative” fees. Refund of Taxes and Fees: Passengers cancelling unused or partially used tickets will be eligible for refunds on all applicable taxes, including user development and airport service charges. Medical and Emergency Cancellations: In the event of medical emergencies or death of a passenger, airlines will be encouraged to provide full refunds or offer credit shells without penalty. Applicability to Foreign Airlines: The DGCA clarified that these rules will also apply to foreign carriers operating flights to and from India, ensuring uniformity across operators. The move comes after growing dissatisfaction among travellers over high cancellation costs and delayed refunds, issues that surged during the pandemic period. All passengers and crew members were confirmed safe. In an official statement, Air India said, “AI174 from San Francisco to Delhi made a precautionary landing at Ulaanbaatar, Mongolia, after the flight crew suspected a technical issue en route. According to the DGCA’s assessment, covering the period from September 1, 2024, to August 31, 2025, none of the 35 evaluated flying schools achieved an “A+” or “A” grade. The rankings placed 13 FTOs in the ‘B’ category and 22 in ‘C’, indicating widespread gaps in operational efficiency, safety practices, and training quality. The grading framework classified institutions based on their overall performance: A+ (85% and above) A (70–84.99%) B (50–69.99%) C (below 50%) A senior ministry official said the upcoming review will focus on identifying systemic shortcomings and developing corrective measures. “The objective is to improve training quality and ensure that India’s flying schools meet international standards in safety, efficiency, and student outcomes,” the official stated. FTOs placed in the “C” category have been directed to undertake self-assessment exercises and submit improvement plans to the DGCA within a stipulated timeframe. The regulator found that the airline had used unqualified flight simulators to train pilots operating flights to Category C aerodromes, which are considered challenging due to terrain and approach conditions. According to the filing, the alleged non-compliance relates to the airline’s “failure to use qualified simulators for pilot training at Category C aerodromes.” These airports include Calicut, Mangaluru, Srinagar, Port Blair, Leh, Aizawl, Shimla, and international locations such as Kabul and Kathmandu. Aviation experts said that Category C airports require pilots to undergo specific simulator training replicating the topography and terrain of those airfields. “A qualified simulator must realistically depict the local geography, altitude, and approach pattern. Using a generic simulator can affect pilot readiness for critical airports like Leh or Calicut,” said Captain Anil S. Rao, President of the All India Pilots Association, in comments to The New Indian Express. In its statement, IndiGo said the fine would have no material impact on its operations and that it would contest the DGCA order before the appropriate appellate authority. “We remain committed to maintaining the highest training standards and operational safety,” the airline said. The Mumbai-based carrier, which operated its maiden flight on August 7, 2022, has grown into a network covering 28 destinations, 23 domestic and five international cities, including Abu Dhabi, Kuwait, Doha, Riyadh, and Jeddah. The airline said it aims to leverage upcoming infrastructure at Navi Mumbai International Airport and Noida International Airport to deepen its domestic network and support long-haul regional routes. Akasa Air has carried more than 19 million passengers since inception, including over 8 million in the last 12 months alone. The airline has recorded a consistent load factor above 87 percent and completed over 100,000 departures more than 3,800 of which were international flights. In addition, the carrier has transported over 131,000 tonnes of cargo and secured partnerships with more than 1,150 corporate clients.
