New Delhi, India: In a decisive move to tackle widespread flight cancellations by IndiGo, the Ministry of Civil Aviation announced on 5th December, 2025 that certain Flight Duty Time Limitations (FDTL) enforced by the DGCA have been placed in abeyance with immediate effect. The temporary suspension aims to restore airline operations, relieve passenger distress, and maintain safety standards. IndiGo, India’s largest domestic carrier, cancelled over 1,000 flights across its network over the past five days, affecting major airports including Mumbai, Bengaluru, Delhi, and Hyderabad. On Friday, 5 December, nearly 400 flights were cancelled in a single day, disrupting travel for thousands of passengers. Previously, media reports estimated that cumulative cancellations during the multi-day disruption crossed the 550 flight mark nationwide. The airline’s on-time performance (OTP) fell sharply to 8.5%, 19.7% on Wednesday, 35% of the IndiGo flights operated on time on Tuesday, down from 67.7% in November 2025 before FDTL enforcement. The disruption was triggered by DGCA’s revised Flight Duty Time Limitation (FDTL) norms, aimed at reducing pilot fatigue and enhancing safety. The stricter Phase 2, effective from 1 November 2025, mandates 48 hours of weekly rest, limits consecutive night duties, and caps night landings and duty extensions The official PIB statement highlighted that the abeyance of FDTL rules is “urgent and proactive” and undertaken “solely in the interest of passengers,” particularly seniors, students, patients, and travellers dependent on timely air services. The government has mandated: Immediate restoration of flight schedules, with normal operations expected within three days. Airlines provide real-time updates, automatic refunds for cancellations, hotel accommodation for stranded passengers, and special assistance for senior citizens and persons with disabilities. A 24×7 control room to monitor airline operations and coordinate corrective measures. A high-level inquiry to examine the causes of the disruption, determine accountability, and recommend preventive measures. While safety-driven, these rules exposed gaps in crew availability, particularly for an airline of IndiGo’s scale. The airline had notified regulators about challenges in roster planning and pilot availability, prompting the government’s intervention. What the Abeyance Means The abeyance is temporary and does not repeal FDTL rules; safety remains a priority. Airlines are expected to take operational measures, including flexible crew rostering, to restore service reliability without compromising pilot rest and safety standards. DGCA will conduct ongoing reviews to ensure compliance and implement corrective actions. Passengers affected between 3–6 December 2025 are eligible for full refunds or rescheduling. The government has assured that all necessary measures are being taken to prioritise passenger safety, care, and convenience during the temporary relaxation.

According to LATAM, the incident occurred while the aircraft was preparing for a scheduled service to Porto Alegre. The fire did not originate from the aircraft itself but from third-party baggage-loading equipment positioned near the fuselage. Smoke from the blaze prompted the flight crew to activate emergency evacuation procedures. Passengers exited the aircraft using both the boarding bridge and emergency evacuation slides. Airport fire and rescue teams responded immediately and contained the fire within minutes. Authorities confirmed that no injuries were reported. LATAM stated that all affected passengers were provided with assistance following the evacuation. Of the 169 onboard, 159 passengers were re-accommodated on flights the following morning, while the remaining travellers were assisted through alternative arrangements, including ground transport. As a precaution, refuelling operations for other aircraft at the airport were temporarily suspended for about 10 minutes while emergency crews secured the area. Normal airport operations resumed shortly after the situation was declared under control. The airport operator and LATAM have both confirmed that an investigation has been launched to determine the exact cause of the fire involving the ground-handling equipment. The airline reiterated that passenger safety remains its highest priority and that it is cooperating fully with authorities. Guarulhos International Airport is Brazil’s busiest aviation hub, handling hundreds of domestic and international flights daily. While ground-equipment fires are rare, aviation safety experts note that such incidents highlight the importance of strict maintenance and monitoring standards on the ramp.

New Delhi, India: India’s aviation regulator, the Directorate General of Civil Aviation (DGCA), has proposed new passenger-centric rules aimed at increasing transparency and flexibility in air travel. The draft policy includes a 48-hour free cancellation and amendment window and a stricter 21-day refund timeline for all flight bookings. According to the draft released by the DGCA, passengers will be allowed to cancel or modify their tickets within 48 hours of booking without paying any cancellation or change fee, provided that the scheduled departure is at least five days away for domestic flights and fifteen days for international flights. The proposed rules, currently open for stakeholder feedback, are designed to address frequent passenger complaints over steep cancellation fees, refund delays, and lack of transparency in ticket pricing. “This proposal aims to ensure greater transparency and passenger convenience by streamlining refund and cancellation processes,” DGCA Director General Faiz Ahmed Kidwai told The Times of India. Key Highlights of the Proposed Policy 48-Hour Free Cancellation: Passengers can cancel or modify flight bookings within two days of purchase without incurring airline-imposed penalties. Only fare differences, if applicable, will be charged. 21-Day Refund Deadline: Airlines will be required to process refunds within 21 working days, including tickets booked through travel agents or third-party portals. Transparency in Charges: Airlines must clearly disclose cancellation and rescheduling fees before ticket purchase and will not be allowed to impose additional “processing” or “administrative” fees. Refund of Taxes and Fees: Passengers cancelling unused or partially used tickets will be eligible for refunds on all applicable taxes, including user development and airport service charges. Medical and Emergency Cancellations: In the event of medical emergencies or death of a passenger, airlines will be encouraged to provide full refunds or offer credit shells without penalty. Applicability to Foreign Airlines: The DGCA clarified that these rules will also apply to foreign carriers operating flights to and from India, ensuring uniformity across operators. The move comes after growing dissatisfaction among travellers over high cancellation costs and delayed refunds, issues that surged during the pandemic period. Passenger-rights advocates have hailed the proposal as a progressive step toward improving consumer protection and restoring confidence in air travel. A senior airline executive, quoted by The Economic Times, said that while the policy may require operational adjustments, it will “ultimately help build passenger trust and promote advance bookings.” The DGCA has invited feedback from airlines, consumer bodies, and the public before finalising the rules. Once approved, the new provisions will be incorporated into the Civil Aviation Requirements (CAR) Section 3, Series M, Part IV, which governs refund and cancellation regulations in India.
