New Delhi, India: India’s Civil Aviation regulator, the Directorate General of Civil Aviation (DGCA), has dismissed four senior flight operations inspectors amid ongoing operational disruptions at IndiGo, the country’s largest airline, underscoring heightened regulatory scrutiny in the wake of a pilot staffing crisis that has triggered widespread flight cancellations across the domestic network. The DGCA acted on Friday after concluding that the inspectors tasked with monitoring safety and compliance at IndiGo failed to adequately oversee the airline’s preparedness, particularly in ensuring sufficient cockpit crew in line with newly implemented duty and rest norms. In a related move, DGCA teams have been deployed to IndiGo’s headquarters in Gurugram, where officials are monitoring daily operations including crew deployment, flight cancellations, unplanned pilot leave and passenger refunds. These teams are required to submit daily reports to the regulator as the investigation continues. The regulatory action follows a series of disruptions that began in early December, when IndiGo began cancelling large numbers of flights reportedly thousands nationwide after tighter Flight Duty Time Limitation (FDTL) rules came into full effect on November 1. These rules, designed to extend mandatory rest periods and limit duty hours for pilots, significantly reduced the number of permissible night landings and imposed greater rest requirements. Parliamentary data indicates IndiGo’s pilot count dropped to approximately 5,085 by early December, down from around 5,463 in March 2025, exacerbating the strain on flight operations as rest norms tightened. Industry and pilot association sources have criticised IndiGo’s staffing strategy, arguing that the airline did not hire sufficient pilots or adjust crew rostering in anticipation of the FDTL rules, despite a two‑year preparatory window. The Federation of Indian Pilots (FIP) described the airline’s approach as a “prolonged and unorthodox lean manpower strategy,” contending it worsened the impact of the new norms. Earlier in a significant regulatory intervention, the Directorate General of Civil Aviation (DGCA) has ordered IndiGo to cut approximately 10 % of its winter flight schedule, a move that could result in more than 200 fewer daily operations for India’s largest carrier as it grapples with widespread cancellations and pilot staffing shortfalls. The directive comes after an intensive review of the airline’s ability to operate the winter schedule safely and reliably amid ongoing disruptions that began in early December, with regulators finding that IndiGo had “not demonstrated an ability to operate these schedules efficiently.” Under the new order, the airline has been instructed to revise its winter roster and scale down services, particularly on routes where alternative options exist, in a bid to stabilise operations through the winter period that runs until late March 2026. The reduction is part of broader oversight action by DGCA, which has also deployed monitoring teams and summoned the airline’s senior management to explain its operational planning. In a further escalation, the DGCA has summoned IndiGo CEO Pieter Elbers to appear before an investigative panel on December 12 to explain the airline’s planning and management of its flight operations during the crisis. Elbers previously appeared before the panel, which is also examining manpower planning, rostering systems and compliance readiness under the FDTL framework. To address the pilot shortage, IndiGo has submitted a comprehensive manpower plan to the regulator, outlining targets to expand its flight crew through both domestic recruitment and the hiring of expatriate pilots. The airline aims to recruit several hundred additional captains and first officers by early 2026. Civil Aviation Minister K. Ram Mohan Naidu has publicly rejected claims that regulatory oversight lapses caused the disruptions, placing primary responsibility on IndiGo’s internal management and rostering failures. He also highlighted the need for broader structural reforms in India’s aviation sector to prevent over‑reliance on a single major carrier. The DGCA’s findings point to irregularities in Akasa Air’s flight safety systems, crew duty-time compliance, and internal safety audits. The regulator reportedly observed repetitive procedural lapses and documentation gaps, including delayed closure of internal audit findings and incomplete reviews of cockpit voice and flight data recorder (CVR/FDR) analyses. The regulator also highlighted discrepancies in the alignment of Akasa Air’s Safety Management System (SMS) manual with departmental manuals governing flight operations and engineering. In addition, not all employees had completed mandatory fatigue management training, which forms a critical component of the DGCA’s flight safety oversight framework. Akasa Air, a Mumbai-based Indian airline that launched commercial operations in August 2022. It was founded by Vinay Dube and Aditya Ghosh, with substantial backing from renowned investor Rakesh Jhunjhunwala. The airline began operations on August 7, 2022, with its first flight between Mumbai and Ahmedabad, using a Boeing 737 MAX 8 aircraft. The regulator has sought a comprehensive Corrective Action Plan (CAP) from the airline, including root cause analyses and steps to prevent recurrence.

Under the new system, most goods and services will attract either 5% or 18% GST, while select luxury and “sin” items will be taxed at 40%. For air travel, the changes are as follows: Economy class tickets: Continue at 5% GST, unchanged from previous rates. Premium economy, business, and first-class tickets: Previously taxed at 12% GST, these fares will now attract 18% GST, increasing the cost for premium travelers. For example, a business class ticket booked on September 4, 2025, for travel on September 24, 2025, will attract the old 12% GST, while the same ticket booked on or after September 23, 2025, will incur the new 18% GST. The Finance Ministry clarified under Section 14(a)(i) of the CGST Act, 2017, that GST liability is determined by the time of supply: If goods or services are supplied before the rate change but invoiced afterward, GST depends on the time of supply. Payment after the rate change: time of supply is the earlier of the invoice date or payment receipt date. Payment before the rate change: time of supply is the payment receipt date. The GST on private jets, helicopters, yachts, and pleasure vessels has increased from an effective 31% (28% GST + 3% cess) to a flat 40% GST, eliminating the cess and raising costs for high-end travelers and operators. According to PTI, The International Air Transport Association (IATA) expressed disappointment over the increase in GST on non-economy travel. “Aviation has significant potential to boost India’s economy, both through airline growth and improved connectivity. It is therefore disappointing to increase GST on non-economy travel without clear justification,” said Sheldon Hee, IATA’s Asia Pacific regional vice-president. He added that the tax on premium travel has more than doubled since 2017 and warned that such increases could dampen demand and affect airline profitability, especially since premium travelers often determine a route’s viability. Airlines are expected to pass on the higher GST to passengers, making premium tickets more expensive. Meanwhile, economy travelers benefit from stable fares, with GST unchanged at 5%. The revised structure aims to simplify taxation while ensuring that revenue from luxury and non-essential services contributes to public finances.

The DGCA had been given control of this examination in 2023, but full implementation was delayed due to procedural adjustments, system setup, and resource alignment. With the groundwork now complete, DGCA officials have confirmed that the first sessions under their supervision will begin in November 2025. It will integrate theory and simulator training to ensure that pilots are better prepared for the commercial aviation industry.” Simulation-Driven, Competency-Based Training The MPL programme significantly incorporates simulator training from the outset, a feature that distinguishes it from CPL training, which emphasizes real aircraft hours in single-pilot operations. Under the new model, cadets will progress through structured stages focused on multi-crew operations, airline workflows, and real-time threat management. “The hours spent on the flight simulators would be added to the required flying hours of the pilots,” Kidwai said.
